(Baonghean) - The Provincial People's Council has issued 111 resolutions since the beginning of its term, with many decisions stemming from and for the benefit of people's lives, making important contributions to socio-economic development.

It can be said that the 111 resolutions issued from the beginning of the 2016-2021 term to date, excluding resolutions on personnel organization under the authority of the Provincial People's Council, are all resolutions that reflect careful consideration and intellectual investment based on a thorough understanding of practical realities and in-depth research of issues by the Standing Committee, committees, groups, and individual members of the Provincial People's Council. Resolutions on solutions to promote socio-economic development, national defense, and security have brought legitimate and legal benefits to all strata of the population and the business community, and have led to breakthrough development in each sector and field.

Typical examples in the agricultural sector include the Resolution on regulating the level of support for implementing policies to encourage the development of large-scale farming areas and the Resolution amending and supplementing a number of policies supporting agricultural and rural development in the province.

According to Mr. Nguyen Van Lap, Deputy Director of the Department of Agriculture and Rural Development, the policy encouraging the construction of large-scale farming areas, as stipulated in the Provincial People's Council Resolution, has had a positive impact on farmers. This is achieved through the role of businesses and cooperatives in building large-scale production areas along the value chain, from selecting crop varieties to intensive farming techniques, product procurement, and improving agricultural productivity, quality, and efficiency.

To date, exactly one year after its issuance (December 2016), nine enterprises and cooperatives have received provincial approval for investment in large-scale farming projects. Similarly, the Resolution on policies to support agricultural and rural development (replacing Resolution No. 125/2014/NQ-HĐND and Resolution No. 200/2015/NQ-HĐND) also introduces many innovations in agricultural policy development, aiming for large-scale production, high-tech applications, increased productivity and value of agricultural products in the province, limiting fragmented and small-scale production, and freeing up labor for farmers. This includes support for new seeds, advanced techniques such as seedling sowing machines and sugarcane harvesting machines, support for farm economic development, and support for enterprises and cooperatives.

It can be said that every existing problem and shortcoming in life is clearly recognized by the Provincial People's Council in order to issue policies to address them. For example, although not included in the poor districts according to Resolution 30a, in reality, many communes in mountainous districts have a high percentage of poor households and very difficult development conditions.

For example, in Con Cuong district, Don Phuc commune has 50.50% poor households and 23.92% near-poor households; Cam Lam commune has a poverty rate of 48.23% and a near-poverty rate of 45.65%. Based on this reality, to create balanced development among localities, the Provincial People's Council issued a Resolution on some mechanisms and policies to support poverty reduction for communes with a poverty rate of 30% or more, in addition to Government Resolution 30a, in the province, for the period 2016-2020, including 44 communes in 6 districts: Con Cuong, Quy Chau, Quy Hop, Tan Ky, Anh Son, and Thanh Chuong.

Mr. Nguyen The Manh, Chairman of the People's Committee of Binh Chuan commune (Con Cuong district), shared: "The policies issued by the Provincial People's Council have contributed to a significant change in the mindset of the people in production. From mainly farming on hillside fields, exploiting forest by-products, and free-range livestock, they now know how to cultivate wet rice and raise cattle and buffalo in enclosures, improving the quality of their livestock. Currently, the commune has 30 hectares of reclaimed wet rice land for production, contributing to food security, and 20 families have received support to build barns for raising cattle, buffalo, and pigs."

Besides resolutions that directly impact individual beneficiaries, many resolutions of the Provincial People's Council also inspire the political determination of the government and political system at all levels in implementing certain local tasks. Most notably, Resolution No. 56/2016/NQ-HĐND, which stipulates measures to clear violations of road and railway safety corridors and sidewalks in the province for the period 2017-2020, is seen as a "stick" to encourage all levels of government and the political system from the province to the grassroots to take strong and decisive action. To date, 21 out of 21 districts, cities, and towns have issued plans and established steering committees for clearing violations; 15 out of 21 districts, cities, and towns have signed coordination regulations with railway management units regarding ensuring and handling violations of traffic safety corridors.

Not only in in-depth thematic resolutions, but many resolutions issued annually also closely follow practical realities and reflect the pulse of life, limiting waste of resources and land, while simultaneously addressing shortcomings and existing problems, such as the Resolution on socio-economic development tasks; revenue and expenditure and budget settlement; plan for allocating capital for basic construction; list of works, projects and land use conversion for the implementation of works and projects…

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - affirmed: "The resolutions issued by the Provincial People's Council recently have accurately addressed the issues raised by reality, creating breakthroughs and promoting strong development in many areas and fields of the province. Many resolutions have focused on clarifying resources and ensuring conditions for effective implementation. Furthermore, the implementation of these resolutions has been carried out systematically and decisively by the Provincial People's Committee, relevant departments, and localities; and the supervision and monitoring by the Standing Committee and the Committees of the Provincial People's Council have been more thorough and in-depth."

"For the resolutions issued by the Provincial People's Council to be of high quality, it is crucial that they are based on and stem from real-life situations, meet the aspirations and common interests of the people and businesses, and serve the development goals of the province," the Chairman of the Provincial People's Council emphasized.
