This is a very positive new development after the transition to a two-tiered government system...”
I understand the feelings and sentiments of the officials, Party members, and people of Hoa Quan commune regarding the cancellation of the Cau Cau Mixed-Use Tourism, Service, and Resort Project. For several years now, in the press and on social media platforms like Zalo and Facebook, officials and people in Thanh Chuong district (formerly) and Hoa Quan commune (currently) have clearly expressed their disappointment with the investor of the Cau Cau Mixed-Use Tourism, Service, and Resort Project. They view this project, with an investment of over 1,500 billion VND but delayed for many years, as an obstacle hindering development, wasting resources, and causing many other negative consequences.

Regarding the personal comments of Nguyen Trong Anh, Secretary of the Hoa Quan Commune Party Committee, they are indeed accurate and quite... interesting.
Looking back over the years, the province has regularly directed the inspection and review of non-budgetary investment projects on an annual basis. Following these inspections and reviews, many projects that were behind schedule or failed to utilize the land were canceled. However, for some reason, there are still quite a few "notorious" projects that have been slow to be resolved.
Following the establishment of a two-tiered administrative system, especially after the Provincial Party Committee issued Directive No. 16-CT/TU on "Focusing on leadership, direction, and handling of slow-progressing, stalled, and prolonged projects to expedite their completion and commissioning," the inspection and review of slow-progressing projects has changed, becoming much more decisive than before.

This observation stems from the fact that Directive No. 16-CT/TU of the Provincial Party Committee's Standing Committee correctly identified the "bottleneck," leading to the reality that many projects in the province are still behind schedule, stalled, and prolonged, with inefficient land use. It also affirmed that this situation negatively impacts the investment environment, wastes land resources and investment capital, and hinders the province's growth targets. Therefore, it clearly points out the existing shortcomings and limitations, stating that addressing these delayed, stalled, and prolonged projects is "a key political task aimed at combating waste, unlocking resources, and promoting economic growth."
With a very strict requirement: The heads of Party committees, governments, agencies, and units must directly lead and direct the review, resolution of obstacles, and handling of outstanding projects within their scope of management; they must not evade, shirk responsibility, or prolong the time for resolving the work. The results of handling outstanding projects will be one of the important criteria for evaluating the level of task completion of collectives and individuals annually; in cases of irresponsibility, delays, prolonged backlogs, or waste of resources, the head of the organization must be held accountable and severely punished according to regulations.

The effectiveness of Directive No. 16-CT/TU of the Provincial Party Committee's Standing Committee is clearly demonstrated through the inspection and handling of the Cau Cau Mixed-Use Tourism, Service and Resort Project. Following the inspection report from the Department of Finance and the direction of the Provincial Party Committee's Standing Committee (in Document No. 89-KL/TU dated May 20, 2026), on May 28, 2026, the Provincial People's Committee directed the implementation of the handling plan (in Document No. 6019/UBND-CN). By June 9, 2026, the Investment Registration Certificate and detailed plan for the Cau Cau Mixed-Use Tourism, Service and Resort Project were revoked and canceled.
I spoke with the Party Secretary of Hoa Quan commune, Nguyen Trong Anh, and he said that the decisive action in inspecting and resolving slow-progressing, stalled, and long-standing projects is indeed a very positive new development after the transition to a two-tiered government system. Personally, I also believe that the era of "land-grabbing" projects is over!
