H.D.S., an 8th-grade student who frequently violated school rules and displayed a hot-tempered personality, has gradually become more sociable, more conscientious in her studies, and actively participates in group activities after receiving attention and encouragement from the commune police, teachers, and community organizations.

Ms. H., a parent whose child was previously under observation and guidance, shared that her family was very worried when her child showed rebellious and easily agitated behavior. However, after receiving attention from the commune police and local organizations, her child has become more attentive and responsible in their studies and daily life.

Meanwhile, the Tam Hop Commune Police implemented a model that was closely aligned with the local area and the target groups. During the summer break, the police force coordinated with the Youth Union to review cases at risk of violations in order to promptly manage and educate them.

The purpose of attendance checks is not to create pressure, but to proactively prevent deviant behaviors from an early stage. Each member is assigned to directly monitor and coordinate with families to manage and educate the children in their place of residence.

NMQ, a resident of Tam Hop commune who was previously at risk of delinquency, shared that she used to hang out with friends, play games a lot, and pay little attention to her studies. However, after participating in local activities and receiving regular encouragement, she changed her mindset and proactively distanced herself from bad groups of friends.

Positive changes observed in practice at the local level demonstrate the initial effectiveness of the coordinated plan between the Provincial Police and the Provincial Youth Union in implementing the "3 Together with Youth" model, which includes "together caring for, together influencing, and together striving for progress".

Going beyond simply disseminating information or addressing violations, the model aims to build sustainable collaboration between the police force, youth organizations, families, and schools to help young people change their perceptions, adjust their behavior, and gain more motivation for positive development.

According to the signed cooperation plan, the Provincial Police and the Provincial Youth Union have identified the main objective as mobilizing the combined strength of the entire political system in the management and education of young people; contributing to preventing and reducing law violations among young people, and maintaining security and order at the grassroots level.

The two units will focus on implementing a range of measures in a coordinated manner, including strengthening the dissemination of legal information; organizing life skills education and fostering a sense of responsibility; developing healthy recreational and social activities; and reviewing and promptly identifying cases at risk of violations to implement appropriate management and support measures.

The highlight of the model is its approach centered on closeness and understanding. Instead of focusing solely on rigid management measures, the police force and youth organizations aim to directly meet with and listen to the thoughts and circumstances of each young person to identify the causes of deviant behavior. Through this process, each case receives appropriate support, helping them recognize their wrongdoings without feeling ashamed or isolated from the community.

Based on the initial results at the grassroots level, the collaborative plan between the Provincial Police and the Provincial Youth Union promises to be effectively replicated throughout the province. According to the plan, building on pilot models in 20 communes and wards, the goal is to have 100% of communes and wards complete the "Three Together with Youth" model by 2027.

Thus, it can be seen that the "Three Together with Youth" model is not just a situational solution, but is gradually forming a sustainable approach in the management, education, and rehabilitation of young people.
