The effectiveness of the "Prevention and combating illegal migration" model in a Hmong village.
(Baonghean.vn) - After three years of implementing the "Prevention and Control of Illegal Migration" model, the lives of the Mong ethnic people in Muong Long commune, Ky Son district, have seen many positive changes.
Muong Long is a mountainous, remote commune with difficult transportation access, primarily inhabited by the Mong ethnic group with low levels of education and challenging living conditions. In previous years, the security situation in the area was complex, with a prominent issue being illegal migration to Laos. Between 2010 and June 2019 alone, 29 households comprising 138 people were found to have illegally migrated to Laos…

In light of this situation, following the directives of the Nghe An Provincial Police leadership regarding the implementation of solutions to leverage the strength of the political system and the role of the people in contributing to the stabilization of security and order in Muong Long commune, the Ky Son District Police assigned the Muong Long Commune Police to advise the commune's Party Committee and government on building a model for "Preventing and combating illegal migration".
In June 2019, the model “Preventing and combating illegal migration.The Steering Committee was established. Immediately after its launch, the Committee focused on promoting propaganda through various forms such as constructing billboards, posters, banners, and slogans; producing documentaries and hundreds of news reports in the Hmong language broadcast on the village's public address system. In addition, they organized community meetings, leveraged the influence of village elders and respected individuals for dissemination of information, and visited individual households to directly meet and persuade people; they also organized dialogues with households who had illegally migrated and returned to the area or intended to migrate again...

Through propaganda work, the Steering Committee of the model informed the people about current domestic affairs, important policies and legal regulations related to ethnic minorities, especially specifically disseminating information about the Vietnam-Laos border regulations; legal regulations on drug prevention and control; and the harmful consequences of illegal migration…
Playing a pivotal role, the Mường Lống Commune Police advised the commune government to establish People's Patrol Teams in all 13 villages.
Every night, we deploy patrol teams to villages and routes where illegal migration is likely to occur, as well as to identify individuals exploiting migration to buy, sell, and transport drugs from Laos to Vietnam. When we detect households intending to migrate, the patrol team directly approaches them to persuade, monitor, and deter them, while also assigning personnel to set up checkpoints on roads leading in and out of the villages to prevent the migration. Thanks to these decisive measures, some households have abandoned their plans to migrate...
To date, the Mường Lống commune police have organized 366 patrol sessions with more than 2,200 members participating.
On the other hand, the commune police have done a good job managing residency and household registration, especially regarding citizens in the area who are working illegally or leaving the locality for unknown reasons; and those who are enticing or luring villagers to live in Laos. They have also maintained 26 crime reporting mailboxes in the villages effectively. Through this, they have promptly detected and coordinated with functional forces to resolve 42 cases of internal conflicts and disputes at the grassroots level, expelled 56 suspicious strangers who were propagating or enticing people to migrate; detected and handled 8 cases involving 11 individuals violating drug regulations, and publicly reprimanded 19 individuals. To date, Muong Long commune has achieved "three no's": no drugs; no crime; and no migration, which has been recognized and highly appreciated by the Party committee, the government, and the people.

A key feature of the model is the close involvement and coordination among various sectors and social organizations in supporting the economic development of ethnic minority households. Accordingly, women's groups are responsible for disseminating information and mobilizing members; mediation groups are responsible for resolving conflicts and disputes within the community; the Fatherland Front organizes training and assists households in obtaining bank loans for family economic development; and youth groups organize cultural, artistic, and sports activities, as well as propaganda. Through this, they understand the thoughts and aspirations of the people, proactively guide and explain, and gradually resolve difficulties and obstacles for the people, making a significant contribution to curbing and preventing illegal migration.
Thanks to effective and decisive measures, the lives of the people in Muong Long have changed significantly, and the Mong ethnic group has developed a sense of stability in farming and settlement to foster economic development.
Muong Long has undergone a transformation; its road system and irrigation works are now complete, and the people's houses are quite spacious. The people trust and comply well with the Party's guidelines and policies, and the State's laws and regulations. They live in settled communities, work and produce with peace of mind, and have stable lives. Many families have risen to become quite successful economically, such as the family of Mr. Vu Tong Po (Muong Long 1 village), the families of Mr. Lau Cho Chenh and Mr. Va Ba Sai (Muong Long 2 village)...
In particular, since the "Prevention and Control of Illegal Migration" model came into operation, there have been no cases of illegal migration to Laos. From June 2019 to the present, 5 households with 18 people who previously migrated to Laos have voluntarily returned to their local area, hoping to receive attention and support from the authorities to stabilize their lives in the long term.
The model of "Preventing and combating illegal migration" in Muong Long commune, Ky Son district, is considered a bright spot in the National Movement for Protecting National Security and should be replicated.
