Effectiveness in Party development work in Nghi Loc

Over the past period, along with focusing on implementing Plan No. 132-KH/TU of the Standing Committee of the Nghe An Provincial Party Committee on implementing Resolution No. 21-NQ/TW of the Central Committee of the Party (13th term) on "Strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new period", the Standing Committee of the Nghi Loc District Party Committee has implemented many solutions to develop the Party in the district.

Every year, the Standing Committee of the District Party Committee issues a plan for training and developing Party members for implementation by the grassroots units. Monthly and quarterly, members of the Standing Committee of the District Party Committee directly work with units that have low rates of Party member recruitment to find solutions to address the issue.

During the implementation process, the Party committees and grassroots Party branches closely followed the directives, plans, and leadership documents of the District Party Committee Standing Committee to review and build a pool of candidates for basic training, ensuring the number and targets assigned by higher levels were met. Localities also reviewed candidates from youth union branches in hamlets and villages, hamlet committees, relatives of Party members, and employees in public service units to identify potential candidates for Party membership.

In particular, the Standing Committee of the District Party Committee organized training courses on Party awareness for workers in factories such as: Nghi Lam Garment Factory, Thien Phu Co., Ltd. branch - Carton Packaging Factory; Asia Mineral Company; Slabstone Factory… At the same time, priority was given to developing human resources at schools and vocational training centers.

As a result, in 2021, Party committees and branches nominated 310 potential candidates; in 2022, they nominated 337 potential candidates; and in the first nine months of 2023, they nominated 537 potential candidates. Recently, the Standing Committee of the Nghi Loc District Party Committee focused on directing a thematic activity on "The work of creating sources and training for Party member development" throughout the district, creating positive momentum.

Comrade Nguyen Ngoc Bien, Head of the Organization Department of the Nghi Loc District Party Committee, said: “Thanks to focusing on building a pool of potential members, the number of new Party members admitted each year has increased. In 2021, 217 new Party members were admitted, in 2022, 250 new Party members were admitted (meeting the target set by the Party Congress Resolution), and in the first nine months of 2023, 264 new Party members were admitted, reaching 81.7% of the provincial plan. This is the basis for the district to achieve and surpass the target for admitting new Party members in 2023.”

The Nghi Loc District Party Committee currently has 66 affiliated grassroots Party organizations, including 36 grassroots Party committees (28 commune Party committees, 1 town Party committee, and 7 Party committees of government agencies) and 30 grassroots Party branches, with 10,764 Party members. To effectively carry out the work of developing new Party members, in the coming period, Nghi Loc District will continue to raise awareness and responsibility of Party committees, organizations, and cadres and Party members in leading, directing, and implementing the work of training and developing Party members; focusing on thoroughly understanding and strictly implementing Resolution No. 21-NQ/TW of the Central Committee of the Party (13th term) on "Strengthening the consolidation and building of grassroots Party organizations and improving the quality of Party members in the new period"; and Directive No. 06-CT/HU of the Standing Committee of the District Party Committee on "Strengthening the work of training and developing Party members in rural areas". Plan No. 94-KH/HU of the Standing Committee of the District Party Committee on the plan for training and developing Party members in 2023...

Nghi Loc District has identified the training and development of Party members as an important and regular task of grassroots Party organizations. This aims to enhance the role and responsibility of each Party committee and each cadre and Party member, especially leaders and cadres under the management of the District Party Standing Committee.

The district has been focusing on effectively recruiting, training, and developing Party members, and strictly implementing the Party membership recruitment targets assigned by the District Party Committee Standing Committee to Party committees and branches. The responsibility of the heads of Party committees and branches is emphasized in recruiting, selecting, and training outstanding individuals for consideration and admission. Party committees and branch committees regularly conduct surveys to understand the number of promising individuals in youth union branches, associations, and village committees; paying particular attention to potential candidates such as teachers, members of youth organizations and associations, and students with high academic achievements, good conduct, and active participation in school activities.
