Given the limited state budget, some localities have proactively promoted the mobilization of social resources to build cultural and sports facilities, thereby improving the quality of cultural and sports activities in their areas.

Leading us on a tour of the Community Cultural Center in Hamlet 5, Nghi Hung Commune (Nghi Loc District) - one of the most beautiful cultural centers in the commune, Mr. Nguyen Sy Long, the head of Hamlet 5, Nghi Hung Commune, said: At the end of 2019, Hamlet 5 was merged from Hamlet 13, 103 households from Hamlet 12, and 92 households from Hamlet 14. After the merger, the hamlet has nearly 300 households with more than 1,000 residents, so the community cultural center in the hamlet became cramped and did not have enough seating for community activities.

Faced with this situation, the village committee pondered the need for a new community center to provide opportunities for local residents to participate in community activities, improve their health, and strengthen neighborly bonds. With the permission of the Commune People's Committee, in 2021, the village mobilized social resources to build a new community center.

Village head Nguyen Sy Long said: "Initially, the implementation faced many difficulties because most households in the commune were still struggling financially and were not yet aware of the importance of a community center. However, with the enthusiasm and tireless efforts of the village committee in promoting the project day and night, the people gradually understood and responded enthusiastically."

Not only did the village committee mobilize residents within the hamlet, but they also connected with children working far from home, living in other provinces and cities, and those living and working abroad. Following the motto "The people know, the people discuss, the people do, the people inspect, the people benefit," and with sound policies, a new cultural center for the hamlet was established and began operating in August 2023. It boasts a spacious, modern environment with sound systems, signage, and security cameras. Next to the meeting hall, there is a sports playground with designated areas for volleyball and badminton, equipped with outdoor fitness equipment.

Since the village cultural center was established, the people's cultural and sports activities have become very vibrant, thereby boosting their spirits, making them more enthusiastic in labor and production, and strengthening community bonds.

In Anh Son district, in mid-2023, the "Construction of a Village Cultural Facility" project in Hamlet 4, Tuong Son commune, was inaugurated with funding from social contributions. This hamlet has 150 households and 668 inhabitants, of which 49 households with 277 people are Catholic (over 30% of the hamlet's population). Before 2021, the entire recreational area for the villagers was a 30m² sports field located on a hill at an altitude of 15m. In early 2021, recognizing the growing need for spiritual well-being among the people and the urgent desire to improve cultural facilities, the Party Committee of Hamlet 4, Tuong Son Commune, seized the opportunity and sought the opinion of the Commune Party Committee. A meeting of the Party Branch was held to pass a resolution to mobilize resources for the construction of a cultural facility in the hamlet. This included expanding and lowering the height of the football field by 5 meters compared to the original level, with an estimated cost of 150 million VND.

Thanks to the active and exemplary efforts of village officials and Party members, households contributed over 30 million VND more than the target. In addition, the village's Front Committee also connected with and appealed to villagers living away from home to contribute over 100 million VND. With a total mobilized fund of over 480 million VND, the village leveled the hill to build a new sports field.

During the construction process, the people participated in three labor phases, each contributing 120-150 man-days. After the stadium construction was completed, the village committee continued to mobilize residents to contribute to building the road leading to the stadium; installing a lighting system; and donating stone benches and water tanks.

Not only at the village and hamlet level, but many commune-level localities have also promoted and effectively implemented resource mobilization.socializeTo build and develop cultural and sports facilities, Quynh Thach commune (Quynh Luu district) - one of the leading localities in building cultural and sports facilities that meet the standards of the Ministry of Culture, Sports and Tourism - issued a project in 2016 titled "Building cultural and sports facilities that meet the standards of the Ministry of Culture, Sports and Tourism in Quynh Thach commune for the period 2016 - 2021 and subsequent years".

To effectively implement the project, the commune organized diverse forms of dissemination of information about the policy and project to cadres, Party members, Youth Union members, association members, and the general public through the commune's and villages' broadcasting systems, through meetings of Party branches and socio-political organizations. This led to a deep understanding among cadres, Party members, and the people regarding the purpose, significance, and importance of building standard cultural and sports facilities.

Thanks to this, the commune has built a multi-functional cultural center with a total usable area of ​​350 m².2, including a hall with 350 seats. At the hamlet level, all 13 hamlets in the commune have cultural centers, including 4 newly built cultural centers from 2021 to the present. All hamlets have also built sports fields with an area of ​​500m².2Above, outdoor sports equipment is installed.

“Thanks to the cultural institutions at the commune and village levels, cultural and artistic movements are thriving from the commune to the villages. Currently, the commune is promoting social mobilization to attract investment resources to build a multi-purpose sports arena,” said Mr. Nguyen Sy Luc, Chairman of the People's Committee of Quynh Thach commune.

In Thanh Tien commune (Thanh Chuong district) – a mountainous commune in Zone II of Thanh Chuong district – there are currently 7 hamlets (reduced by 6 after the merger), 1,737 households with over 7,000 inhabitants. According to Mr. Nguyen Hoang Hung, Chairman of the Commune People's Committee, like many other localities after the merger of hamlets, most of the old cultural centers are cramped, and sports fields are also limited. Therefore, to build standard cultural and sports facilities, in addition to support from higher-level policies, the commune has decided to mobilize social resources to upgrade the cultural center and sports field.

To date, all 7 hamlets in Thanh Tien commune have met the standards for new rural cultural infrastructure. Of these, 3 hamlets have built new cultural centers using funds contributed by the people and are using them effectively. Within the cultural center grounds, each hamlet has a sports field and sports equipment for outdoor recreation for the elderly and children, funded through social contributions and public donations. This standardized cultural system is suitable for all ages, contributing to the reduction of negative phenomena and social evils, and meeting the increasingly high cultural needs of all segments of the population.

As mentioned above, many results have been achieved, but according to Mr. Bui Cong Vinh, Deputy Director of the Department of Culture and Sports, overall, the mobilization of social resources for investment in construction has been largely unsuccessful.cultural and sports institutionsMeeting the standards remains limited, especially in localities with difficult socio-economic conditions.
