Supporting localities in accelerating the process of issuing land use right certificates.
(Baonghean.vn) - Voters in Nghe An province have petitioned: Although the Land Law has come into effect, the issuance of land use right certificates to citizens, as committed by the Minister of Natural Resources and Environment, is still too slow. They request that the Government provide support mechanisms for localities in surveying and mapping land to expedite the issuance of land use right certificates to citizens in accordance with Resolution No. 39/2012/QH13.
Regarding this issue, the Ministry of Natural Resources and Environment responded as follows:
Over the years, in order to implement Resolution No. 39/2012/QH13 of the National Assembly, the directive was: before 2015, to basically complete the issuance of land use right certificates based on cadastral maps and cadastral surveys with coordinates, ensuring funding to meet the needs of completing and modernizing the cadastral map system, cadastral records and land database, and unifying the cadastral record system nationwide.
The government, the Ministry of Natural Resources and Environment, and the Ministry of Finance have issued numerous directives to localities and sectors, urging them to focus resources on investing in land surveying, cadastral mapping, and the registration and issuance of land use rights certificates to citizens.

For localities that are not financially self-sufficient, the Government has directed that a portion of the central budget be allocated to support this work and required localities to allocate at least 10% of revenue from land use fees to carry out this task.

The Ministry of Natural Resources and Environment acknowledges the need to support localities in surveying, compiling land records, and issuing land certificates to citizens and will report this to the Government.
