Complete the reorganization of the trade union before June 15th.

From June 15th, the activities of the executive committee, standing committee, and inspection committee of trade unions at the level directly above the grassroots level in administrative agencies, armed forces, and public service units receiving 100% of salaries from the state budget will cease. For trade unions in enterprises and public service units not receiving 100% of salaries from the state budget, restructuring and dissolution will not be implemented for the time being.

The Vietnam General Confederation of Labor has just issued Official Letter No. 4173/TLĐ-ToC on the reorganization of trade unions in accordance with Conclusion No. 157-KL/TW dated May 25, 2025 of the Politburo, addressed to provincial and city-level labor federations; central and equivalent industry trade unions; and trade unions of corporations under the General Confederation of Labor.

According to the official document, based on Conclusion No. 157-KL/TW dated May 25, 2025, of the Politburo on the implementation of resolutions and conclusions of the Central Committee and the Politburo on the reorganization of the administrative apparatus and units; and in accordance with Official Letter No. 250-CV/ĐUMTTQ,CĐTTW dated May 26, 2025, of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations requesting the Party Committee of the Vietnam General Confederation of Labor to direct and guide the termination of activities and the non-establishment of trade union organizations in administrative agencies, armed forces, and public service units receiving 100% of salaries from the state budget; the Presidium of the Vietnam General Confederation of Labor requests the following units:

For trade unions at the level directly above the grassroots level, the organization shall be dissolved, and the executive committee, standing committee, and inspection committee of the trade union at the level directly above the grassroots level in administrative agencies, armed forces, and public service units receiving 100% of their salaries from the state budget shall cease operations.

For trade unions in enterprises and public service units that do not receive 100% of their salaries from the state budget, restructuring and dissolution will not be implemented for the time being (further guidance will be provided later).

For enterprise trade unions and public service units that do not receive 100% of their salaries from the state budget and belong to the Vietnam Public Employees' Union, the existing structure will be transferred and handed over to the central industry trade union or equivalent, or the provincial/city-level labor federation where the unit is headquartered, after which further arrangements will be made.

For grassroots trade unions, the Presidium of the Vietnam General Confederation of Labor requires units to dissolve the organization and terminate the activities of the executive committee, standing committee (if any), and inspection committee (if any) of grassroots trade unions in administrative agencies, armed forces, and public service units receiving 100% of their salaries from the state budget (this applies to trade unions in agencies and organizations assigned tasks by the Party and State and receiving 100% of their salaries from the state budget). Officials, civil servants, public employees, and members of the armed forces receiving 100% of their salaries from the state budget cease to be trade union members from the date the grassroots trade union is dissolved.

Trade unions at the grassroots level (including those under the Vietnam Public Employees' Union) that are no longer directly managed by a higher-level trade union, if they belong to a specific industry or locality, will be transferred to the central industry trade union or equivalent, or the provincial/city labor federation where the unit is headquartered, for direct management.

Workers who are union members and work at public service units under labor contracts or employment contracts, and do not receive 100% of their salary from the state budget, will continue to be union members according to the Charter of the Vietnam Trade Union.

The Vietnam General Confederation of Labor has issued guidelines on the organizational model and methods for assembling full-time trade union officials at trade union agencies. The organizational restructuring should be completed before June 15, 2025.
