Complete union organization arrangement before June 15

The Vietnam General Confederation of Labor has just issued Official Dispatch No. 4173/TLĐ-ToC on the arrangement of trade union organizations according to Conclusion No. 157-KL/TW dated May 25, 2025 of the Politburo to the provincial and municipal labor federations directly under the Central Government; central and equivalent industry trade unions, and general corporation trade unions directly under the General Confederation.

According to the official dispatch, based on Conclusion No. 157-KL/TW dated May 25, 2025 of the Politburo on implementing resolutions and conclusions of the Central Committee and the Politburo on reorganizing the apparatus and administrative units; implementing Official Dispatch No. 250-CV/ĐUMTTQ,CĐTTW dated May 26, 2025 of the Party Committee of the Fatherland Front and Central organizations on requesting the Party Committee of the Vietnam General Confederation of Labor to direct and guide the termination of activities and not to establish trade union organizations in administrative agencies, armed forces, and public service units receiving 100% of salaries from the state budget; the Presidium of the General Confederation requests the units to:

For trade unions at the level directly above the grassroots level, dissolve the organization, end the activities of the executive committee, standing committee, and inspection committee of trade unions at the level directly above the grassroots level of administrative agencies, armed forces, and public service units receiving 100% of their salaries from the state budget.

For trade unions of enterprises and public service units that do not receive 100% of their salaries from the state budget, they will not be reorganized or dissolved for now (with instructions to follow).

For trade unions of enterprises and public service units that do not receive 100% of their salaries from the state budget under the Vietnam Civil Servants' Trade Union, the status quo shall be transferred and handed over to the Central and equivalent trade unions or the labor federations of the provinces and centrally-run cities where the units are headquartered for reception, and arrangements will be made later.

Regarding grassroots trade unions, the Presidium of the Vietnam General Confederation of Labor requires units to dissolve the organization, end the activities of the executive committee, standing committee (if any), inspection committee (if any), grassroots trade unions of administrative agencies, armed forces, and public service units receiving 100% of their salaries from the state budget (applicable to all trade unions of agencies and organizations assigned by the Party and the State and receiving 100% of their salaries from the state budget). Cadres, civil servants, public employees, and armed forces officers receiving 100% of their salaries from the state budget cease to be union members from the date the grassroots trade union is dissolved.

Grassroots trade unions (including grassroots trade unions under the Vietnam Civil Servants' Trade Union) that no longer have a direct superior trade union to manage, if they belong to any industry or locality, will be transferred to the Central and equivalent industry trade unions or the provincial or municipal labor federation where the unit is headquartered for direct reception and management.

Employees who are union members working at public service units under labor contracts or work contracts that do not receive 100% of their salary from the state budget continue to be union members according to the Charter of the Vietnam Trade Union.

The Vietnam General Confederation of Labor issued guidelines on the organizational model and methods of assembling full-time union officials at union agencies. Complete the organizational arrangement before June 15, 2025.
