Complete the process of establishing job positions and assigning corresponding ranks to civil servants before July 1, 2027.

Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1575/QD-TTg promulgating the Plan for implementing the Law on Cadres and Civil Servants in 2025.

Building a professional team of officials and civil servants to effectively serve the cause of socio-economic development and the needs of citizens and businesses.

The objective of the Plan is to specifically define the work content, progress, completion deadlines, assignment of responsibilities, and duties of relevant agencies and organizations in organizing the implementation of the Law on Cadres and Civil Servants, ensuring timeliness, comprehensiveness, uniformity, synchronicity, effectiveness, and efficiency.

Establish a mechanism for close coordination among ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-administered cities in implementing activities related to the Law on Cadres and Civil Servants nationwide.

At the same time, it is necessary to create a complete, unified, and synchronized legal basis for the management of cadres and civil servants in a dynamic, transparent, and effective manner, meeting the requirements of the tasks in order to build a professional team of cadres and civil servants, serving well the cause of socio-economic development and the needs of people and businesses.

Enhance awareness and responsibility among all levels, sectors, and the public in the implementation and enforcement of the Law on Cadres and Civil Servants and the detailed regulations for certain provisions of the Law.

The Plan includes the following contents: Organizing propaganda and dissemination of the Law on Cadres and Civil Servants; organizing conferences to thoroughly understand, disseminate, and provide in-depth training on the Law on Cadres and Civil Servants; reviewing legal documents; developing and promulgating detailed regulations and guidelines for the implementation of the Law on Cadres and Civil Servants; focusing on the synchronous and effective implementation of creating, collecting, updating, and synchronizing data into the national database of cadres and civil servants; implementing the placement into job positions and ranking corresponding to job positions; and organizing inspections of the implementation of the Law and detailed regulations and guidelines for its implementation.

Organize the dissemination and promotion of the Law on Cadres and Civil Servants.

According to the Plan, the Ministry of Interior, the Ministry of Justice, the Voice of Vietnam, Vietnam Television, the Vietnam News Agency, and other press, radio, and television agencies will coordinate with ministries, ministerial-level agencies, People's Committees at all levels, and relevant agencies and organizations at the central and local levels to disseminate the content of the Law on Cadres and Civil Servants and its new points through diverse forms suitable to the actual conditions and situation; organize special features, programs, news, and articles to disseminate the Law on Cadres and Civil Servants and the legal documents detailing this Law on mass media or other forms as prescribed by law on legal dissemination and education; compile, publish, and widely distribute dissemination materials to update on the National Legal Dissemination and Education Portal at the address: http://pbgdpl.gov.vn...

At the same time, relevant ministries, sectors, and localities shall review legal documents related to the Law within their assigned state management authority; and, within their authority, or propose to competent authorities, promptly amend, supplement, replace, repeal, or issue new legal documents to ensure compliance with the Law and related detailed regulations and guiding documents.

Issuing several decrees detailing the Law on Cadres and Civil Servants of 2025.

The Ministry of Interior is responsible for drafting, submitting for promulgation, or promulgating under its authority, legal documents such as: Decree regulating the evaluation and classification of civil servant quality (to be completed before January 1, 2026); Decree regulating civil servant job positions (to be completed in 2026); Decree regulating the standards for leadership and management positions of civil servants in state administrative agencies (to be completed before December 31, 2025)...

Agencies, organizations, and units shall continue to review, upgrade, and adjust information systems and databases to meet the requirements for updating, using, and exploiting data as prescribed; create, update, approve, and regularly synchronize data of officials and civil servants under their management to synchronize with the national database on officials and civil servants as prescribed.

Complete the job placement and corresponding rank classification for civil servants before July 1, 2027.

Based on the provisions of the Law on Cadres and Civil Servants of 2025 and the Government Decree regulating civil servant positions, Ministers, heads of ministerial-level agencies, heads of organizations established by the Government or the Prime Minister that are not public service units, and Chairpersons of People's Committees of provinces and centrally-administered cities shall direct the heads of agencies and organizations under their management to complete the placement and classification of civil servants under their management who were recruited before the effective date of the Law on Cadres and Civil Servants of 2025 into positions and corresponding ranks.

The People's Committee at the commune level is responsible for assigning and classifying commune-level civil servants recruited before the effective date of the 2025 Law on Cadres and Civil Servants into appropriate positions and ranks, provided they meet the required educational qualifications for the position. This must be implemented before July 1, 2027...
