Improving the salary increase system for officials, civil servants, and public employees.
Deputy Prime Minister Le Thanh Long assigned the Ministry of Interior to take the lead and coordinate with relevant ministries and agencies to research and submit to competent authorities amendments and additions to the legal regulations on cadres, civil servants, and public employees related to salary grade advancement and extending the time period for salary grade advancement for cadres, civil servants, and public employees to ensure suitability.
This is the content of Decision No. 918/QD-TTg, recently signed by Deputy Prime Minister Le Thanh Long, promulgating the plan for implementing Conclusion No. 83-KL/TW dated June 21, 2024, of the Politburo and Resolution No. 142/2024/QH15 dated June 29, 2024, of the 7th Session of the 15th National Assembly on salary reform, adjustment of pensions, social insurance benefits, preferential allowances for meritorious individuals, and social allowances (the Plan).

The purpose of this Plan is to continue to thoroughly understand and effectively implement Conclusion No. 83-KL/TW of the Politburo and related documents to raise awareness and responsibility in reforming salary policies for cadres, civil servants, public employees, armed forces personnel, and workers in enterprises.
Ensure the timely and high-quality development and implementation of specific regulations on wage policies, pension adjustments, social insurance benefits, preferential allowances for meritorious individuals, and social assistance.
The report to the Politburo approves the system of job position lists.
One of the key aspects of the Plan is to strengthen information and communication efforts. Accordingly, the Ministry of Information and Communications, other ministries, sectors, and localities should proactively carry out effective information and communication work to create social consensus among all sectors, levels, agencies, organizations, and units within the political system regarding the implementation of salary policies, pension adjustments, social insurance benefits, preferential allowances for meritorious individuals, and social assistance from July 1, 2024.
The Ministry of Interior, in coordination with the Central Organization Committee and other ministries, branches, and localities, reports to the Politburo on the system of job position lists for officials, civil servants, and public employees in the political system.
Ministries, sectors, and localities will continue to streamline organizational structures, reduce the number of personnel receiving salaries from the State budget, and restructure the workforce of officials, civil servants, and public employees according to job positions, titles, and leadership roles in accordance with Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW of the 6th Plenum of the 12th Central Committee, in conjunction with the requirements for salary policy reform in Resolution No. 27-NQ/TW.
Research on regulations for evaluating and classifying officials, civil servants, and public employees for the purpose of paying salaries and bonuses based on job performance.
The Ministry of Interior, in coordination with relevant ministries and agencies, will develop and finalize regulations on new salary policies for officials, civil servants, public employees, and members of the armed forces, effective from July 1, 2024.
The Ministry of Interior is researching and submitting to competent authorities proposals to amend and supplement legal regulations on cadres, civil servants, and public employees related to the authority and responsibility of heads of agencies in evaluating and classifying cadres, civil servants, and public employees for the purpose of paying salaries and bonuses based on job performance.
Promptly identify difficulties, obstacles, and emerging issues to handle them within your authority or report them to higher authorities for resolution during the implementation of salary policy reforms.
The Ministry of Interior, in coordination with the Ministry of Labour, Invalids and Social Affairs, the Ministry of Finance, and other relevant ministries and agencies, will prepare a report for the National Assembly at its 9th session on the implementation of salary reform, adjustment of pensions, social insurance benefits, preferential allowances for meritorious individuals, and social assistance.
Improving the financial management mechanism for public non-profit organizations.
The Ministry of Finance compiles the needs and sources of funding and submits them to the competent authority for supplementary funding to cover the shortfall resulting from adjustments to the basic salary and bonus system; coordinates with relevant ministries and agencies to propose to the competent authority amendments or abolition of the special financial and income mechanisms of agencies and units currently applying these mechanisms, and reports to the National Assembly at the 9th Session of the 15th National Assembly.
Furthermore, the Ministry of Finance, in coordination with relevant ministries, sectors, and agencies, will research and submit to competent authorities proposals for improving the financial management mechanism for administrative agencies and public service units to ensure suitability (including clarifying the authority of the head of the agency or unit to use salary and regular funds to hire experts, scientists, and talented individuals to perform tasks of the agency or unit, and to decide on the level of income payment linked to assigned tasks).
Ministries, departments, and agencies shall review and submit to competent authorities proposals for amending and supplementing the allowance regime and special regimes for cadres, civil servants, public employees, and members of the armed forces, which have arisen during implementation.
