Complete the organizational restructuring by October 2026.
The Government has just issued Resolution No. 221/NQ-CP on the Action Program to implement Conclusion No. 76-KL/TW dated July 28, 2026, of the 14th Central Committee of the Communist Party of Vietnam on continuing to improve and effectively operate the overall organizational model of the political system and the two-tiered local government model (the Program).
The central task of the Program is to continue improving institutions, accelerating the review and promulgation of regulations to remove bottlenecks for localities; synchronizing the legal system on decentralization, delegation of power, and delineation of authority associated with resources and mechanisms for controlling power; requiring ministries and sectors to ensure that decentralization and delegation of power are substantive, following the motto "localities decide, localities do, localities are responsible," ensuring human resources, funding, data, digital infrastructure, professional guidance, and post-audit mechanisms; and continuing to reorganize and streamline internal organizational structures associated with decentralization and delegation of power, to be completed by October 2026.
The Government assigns the Ministry of Education and Training and the Ministry of Home Affairs to take the lead in submitting to the Government or issuing documents within their authority to guide the continued restructuring of public non-business units and preschool, primary, and secondary education institutions in communes and wards at the local level.
Local People's Committees are directed to continue the restructuring of public service units, preschool, primary, and secondary education institutions in communes and wards, and local health facilities, to be completed by August 2026.
