Learning from President Ho Chi Minh to contribute to preventing ideological and moral degradation.

Studying Ho Chi Minh's ethics and style contributes to the struggle to prevent and reverse the decline in ideology, politics, morality, and lifestyle, as well as "self-evolution" and "self-transformation".

One year ago, on May 15, 2016, the Politburo issued Directive 05 on promoting the study and emulation of Ho Chi Minh's thought, morality, and style. A key objective of this Directive is to contribute to building a clean and strong Party in terms of politics, ideology, organization, and morality, and to build a contingent of cadres, especially strategic-level cadres, with sufficient competence and qualities to meet the demands of their tasks.

In an interview with VOV reporters on the one-year implementation of the Politburo's Directive 05, Mr. Mai Van Ninh, Deputy Head of the Standing Committee of the Central Propaganda Department, stated: The main focus of the upcoming study will be on combating and repelling the decline in political ideology, morality, and lifestyle, as well as "self-evolution" and "self-transformation" within the Party, in order to contribute to the implementation of Resolution 4 of the 12th Central Committee.

PV:After one year of implementing the Politburo's Directive 05, what results have we achieved in realizing the goal of building a clean and strong Party? And how does the implementation of Directive 05 differ from the implementation of the previous Directive 03, sir?

Mr. Mai Van NinhThe organization of research and implementation of Directive 05 and the basic contents of Ho Chi Minh's thought, ethics, and style over the past year has been innovative, focusing on researching new issues and meeting new requirements. Cadres, Party members, and the people have grasped the basic contents and great values ​​of Ho Chi Minh's thought, ethics, and style. The forms of organizing study are more diverse compared to Directive 03 of the Politburo; in addition to direct study, many Party organizations and provincial and city Party committees have conducted online study for cadres, Party members, and the people.

Localities and units not only studied Directive 05 in isolation but also closely integrated it with the implementation and promotion of political tasks of the locality, agency, and unit, and resolved pressing and prominent issues in the locality. Some pressing and prominent issues had persisted for many years, but in 2016 and the first few months of 2017, many were effectively resolved, earning the people's appreciation.

In practice, many collectives, individuals, Party committees, and leading officials have set exemplary examples of reforming their work style towards being closer to the people, matching words with actions, and being more practical. There have been initial reforms in rectifying ceremonial activities, meetings, groundbreaking ceremonies, and construction projects... towards greater economy and efficiency, which have been widely supported by the people in many places.

The inspection and supervision work of higher-level Party committees and organizations has been emphasized. The Politburo and the Secretariat have organized many inspection and supervision teams to monitor the implementation of Central Resolution 4 in conjunction with the implementation of Politburo Directive 05, and lower-level Party committees and inspection committees have conducted numerous inspections. Through these inspections, the spirit, efforts, and innovative approaches of various levels, sectors, localities, and units have been promptly encouraged and motivated, while also correcting and, to some extent, criticizing and resolving difficulties and obstacles in the implementation of Directive 05.

The results achieved show that many Party committees, Party organizations, key leadership teams, and heads of Party committees, government agencies, sectors, localities, and units have resolutely, persistently, closely, and specifically, without fear of difficulties, developed plans and resolutely directed their implementation, replicated advanced models, and created more positive changes compared to the implementation of Directive 03.

PV:To avoid superficial learning, what methods has the specialized support team implementing Directive 05 used to ensure that learning is substantive and fosters a sense of self-awareness among cadres, Party members, and citizens, sir?

Mr. Mai Van NinhDuring a recent visit to the grassroots level, we observed that one official, one Party member, had to simultaneously develop three plans: one for organizing the implementation of the Party's 12th National Congress Resolution, one for implementing the Central Committee Resolution No. 4 of the 12th term, and one for cultivating and improving ethics, lifestyle, and conduct in accordance with Directive No. 05. This is cumbersome, formalistic, and therefore very difficult to monitor.

Therefore, we have instructed localities to integrate those three plans into a single comprehensive plan, which includes specific content, requirements, tasks, and feasible solutions, as well as the necessary conditions for implementation. This reduces formality compared to before.

We consistently adhere to the principle of not studying Directive 05 in isolation, but closely linking it to Resolution 4 of the 12th Central Committee, especially the issues of identifying and addressing the decline in ideology, morality, and lifestyle, as well as "self-evolution" and "self-transformation" as pointed out in the Resolution. At the same time, we closely integrate it with political tasks to focus on building a clean and strong Party, while simultaneously focusing on cultivating and improving the morality and lifestyle of cadres, Party members, and the people.

We must promote economic development and improve people's lives. Only then will the people trust us, and cadres and Party members will see the effectiveness of studying and following Uncle Ho's teachings. Studying and following Uncle Ho's teachings must be voluntary, stemming from the heart and sincere respect of cadres, Party members, and the people. Therefore, it is necessary to intensify propaganda to raise awareness among cadres, Party members, and the people.

Sociological surveys show that people deeply understand and realize that learning from Uncle Ho is not just about listening to him, but also about following his example, and they see this as a necessary undertaking. However, this requires perseverance, persistence, and a very high level of determination. In particular, emphasizing the exemplary role of the leaders of Party committees, government, the Fatherland Front, and mass organizations will certainly reduce formalism and increase effectiveness.

PVSir, what key tasks need to be continued in the coming period to ensure the effective implementation of Directive 05?

Mr. Mai Van NinhThis year, the Party Central Committee Secretariat has authorized the Central Propaganda Department to develop thematic programs for the entire 2017 term on studying Ho Chi Minh's ethics and style, contributing to the fight against and prevention of ideological, political, moral, and lifestyle degradation, "self-evolution," and "self-transformation" within the Party.

In 2018-2019, the learning process needs to continue to innovate in both content and form to be relevant to each field, sector, region, and target group, including cadres and the general public. Particular attention should be paid to the younger generation, rural youth, and workers in industrial zones… these are groups where access to the fundamental principles of Ho Chi Minh's ideology, ethics, and style is currently limited. Therefore, this content will continue to be implemented next year.

We also need to continue to cultivate and enhance the sense of responsibility and exemplary pioneering spirit of cadres, Party members, and leaders who voluntarily engage in learning. The role of leaders is crucial in learning from and following President Ho Chi Minh's example.

We need to strengthen inspection and supervision to promptly encourage good practices, while simultaneously correcting and resolving difficulties and obstacles in the implementation process; and intensify the fight against corruption, especially in pressing cases that attract public attention. This will build trust among cadres, Party members, and the people, and this must be done at all levels. Those at higher levels must set an example to create enthusiasm and strong confidence, thereby providing a great impetus for studying and following Ho Chi Minh's ideology, ethics, and style.
