(Baonghean.vn) - On the morning of August 27th, the Nghe An provincial delegation, led by Comrade Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, continued its working program with the leaders of Quang Ninh province.

Also attending the working session aimed at learning and sharing experiences in administrative reform were the delegation of leaders from Son La province, including: Hoang Van Chat - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Cam Ngoc Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and many other provincial leaders.

Representing Quang Ninh province were: Mr. Nguyen Van Doc - Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Ms. Do Thi Hoang - Standing Deputy Secretary of the Provincial Party Committee; Mr. Nguyen Duc Long - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and many leaders from various departments and agencies.

Opening the meeting, Ms. Do Thi Hoang stated that the socio-economic situation in Quang Ninh during the first eight months of the year remained stable and showed many positive developments. Total budget revenue in the province was estimated at 25,000 billion VND, reaching 73% of the annual forecast. The number of tourists visiting Quang Ninh reached 6.25 million…

In particular, Quang Ninh province has focused on building an e-government system (the only two localities nationwide that have done so are Quang Ninh and Da Nang); establishing a provincial-level public administrative center and 14 district-level centers, linking down to the commune level, in conjunction with the development of e-government to handle administrative procedures according to the principle of "Receiving, evaluating, and approving at the center," ensuring convenience, openness, and transparency. This model was piloted by the Prime Minister in October 2015.

To date, 95% of procedures in Quang Ninh are carried out directly at the Public Administrative Center, and 99.5% of these applications are processed on time and ahead of schedule, reducing processing time by 40% compared to regulations. Through surveys conducted in various forms, over 98% of citizens and businesses have expressed satisfaction.

The Secretary of the Quang Ninh Provincial Party Committee shared many experiences with the delegations.

According to the Chairman of the Quang Ninh Provincial People's Committee, Nguyen Duc Long, the province still has many disadvantaged and remote areas, with many issues that need to be addressed. Recognizing administrative reform as a matter of national concern and a bottleneck for development, the provincial leadership has invested in e-government and the public administrative center model, achieving significant success.

"In recent years, Quang Ninh has developed very rapidly. Many indicators rank highly nationwide thanks to administrative reforms. When handling administrative procedures, transparency and reduced processing time are crucial," said the Chairman of the Quang Ninh Provincial People's Committee.

On behalf of the Nghe An provincial delegation, Chairman of the Provincial People's Committee Nguyen Xuan Duong gave a brief report on the favorable and challenging conditions of the province.

“We are determined to learn from experience to develop Nghe An as quickly as possible. Therefore, Nghe An requests Quang Ninh's support, initially to ensure the Investment Promotion and Support Board quickly becomes operational from the beginning of 2017. Recently, Nghe An province has also been improving significantly, and many investors have chosen and are choosing Nghe An as their destination. Therefore, we hope that you will pay attention so that administrative reform models can be implemented soon,” said Comrade Nguyen Xuan Duong.

Regarding the Public Administrative Center, the Chairman of the People's Committee of Nghe An province said, "I am very enthusiastic about this model. The satisfaction level of the people is very high, and it shortens processing time. We believe this model is very successful. Nghe An will soon implement this model," Chairman Nguyen Xuan Duong said.

Speaking at the meeting, the Secretary of the Nghe An Provincial Party Committee, Nguyen Dac Vinh, posed several questions to the leaders of Quang Ninh province regarding administrative reform as well as investment management and attraction. The Secretary of the Nghe An Provincial Party Committee expressed his wish for Quang Ninh to allow agencies and departments between the two provinces to exchange information regularly in order to share experiences. After thanking Quang Ninh province for its thoughtful and enthusiastic reception and for introducing administrative reform models, Mr. Nguyen Dac Vinh hoped that Quang Ninh province would create conditions to accelerate the reform process in Nghe An.

During the meeting, the Son La provincial delegation also asked many questions to the leaders of Quang Ninh province.

Quang Ninh is one of the leading provinces in administrative reform, especially in the establishment of the Public Administrative Service Center.

During the working session, Quang Ninh Provincial Party Secretary Nguyen Van Doc shared many experiences in administrative reform, organizational structure, and management with both delegations. "Each province and locality has different advantages and disadvantages, but I think with determination, we can all do it," said the Quang Ninh Provincial Party Secretary, expressing his delight at having so many delegations come to learn from his experience.

At the end of the working session, the Nghe An provincial delegation presented commemorative gifts to Quang Ninh and Son La provinces.
