(Baonghean.vn) - On the morning of August 27, the working delegation of Nghe An province led by comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee continued the working program with the leaders of Quang Ninh province.

Also attending the working session with the aim of learning and sharing experiences in administrative reform were the delegation of leaders of Son La province including comrades: Hoang Van Chat - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Cam Ngoc Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and many leaders of this province.

On the side of Quang Ninh province, there were comrades: Nguyen Van Doc - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Do Thi Hoang - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Long - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and many leaders of departments and branches.

At the beginning of the meeting, Comrade Do Thi Hoang said that the socio-economic situation in the first 8 months of the year in Quang Ninh continued to be stable and had many positive changes. The total budget revenue in the area is estimated at 25,000 billion VND, reaching 73% of the year's estimate. Tourists to Quang Ninh reached 6.25 million...

In particular, Quang Ninh province has focused on building e-government (the whole country has 2 localities, Quang Ninh and Da Nang); establishing public administrative centers at the provincial level and 14 district-level localities, linking to the commune level in conjunction with building e-government to handle administrative procedures according to the principle of "Receiving, appraising and approving at the center", ensuring convenience, publicity and transparency. This model was piloted by the Prime Minister in October 2015.

Up to now, 95% of procedures in Quang Ninh are carried out directly at the Public Administration Center, 99.5% of these records are processed in advance and on time, cutting 40% of processing time compared to regulations. Through surveys in many forms, over 98% of people and businesses are satisfied.

According to Chairman of Quang Ninh Provincial People's Committee Nguyen Duc Long, the province still has many difficult areas, remote areas, and many problems that need to be focused on solving. Determining that administrative reform is a stage that the whole country is interested in, a key to development, the provincial leaders have invested in e-government and the model of public administrative centers and have achieved many successes.

“In recent years, Quang Ninh has developed very quickly. Many indicators are ranked high nationwide thanks to administrative reform. When carrying out administrative procedures, the important thing is to be open, transparent, and reduce time,” said the Chairman of the Quang Ninh Provincial People's Committee.

On behalf of the delegation of Nghe An province, Chairman of the Provincial People's Committee Nguyen Xuan Duong briefly reported on the favorable and difficult conditions of the province.

“We are determined to learn from experience to develop Nghe An as quickly as possible. Therefore, Nghe An requests Quang Ninh to support, so that the Investment Promotion Board can quickly operate from the beginning of 2017. Recently, Nghe An province has also improved a lot, many investors have chosen Nghe An as a destination. Therefore, I hope that you will pay attention so that the administrative reform models can operate soon,” said comrade Nguyen Xuan Duong.

Regarding the Public Administration Center, the Chairman of the People's Committee of Nghe An province said, "I am very passionate about this model. People's satisfaction is very high, and it saves time. We think this model is very successful. Nghe An will soon implement this model," said Chairman Nguyen Xuan Duong.

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Dac Vinh raised many questions to the leaders of Quang Ninh province on the issue of administrative reform as well as management and investment attraction. Secretary of the Nghe An Provincial Party Committee hoped that Quang Ninh would allow agencies and departments between the two provinces to exchange information regularly to share experiences. After thanking Quang Ninh province for its thoughtful reception and enthusiastic introduction of administrative reform models, comrade Nguyen Dac Vinh hoped that Quang Ninh province would create conditions for the innovation process in Nghe An to be faster.

Also at the working session, the Son La province delegation also asked many questions to the leaders of Quang Ninh province.

Quang Ninh is one of the leading provinces in administrative reform, especially in establishing the Public Administration Center.

At the meeting, Secretary of the Quang Ninh Provincial Party Committee Nguyen Van Doc shared many experiences in administrative reform, organizational structure as well as management experience with both working groups. "Each province and each locality has different favorable and difficult conditions, but I think if we are determined, we can do it all," said the Secretary of the Quang Ninh Provincial Party Committee, expressing his excitement when many groups came to learn from his experience.
