The National Assembly's Ethnic Council conducts a survey on policy implementation in Mon Son commune.
On the morning of July 13th, a delegation from the National Assembly's Ethnic Affairs Council, led by Comrade Hoang Duy Chinh - Member of the Central Committee of the Communist Party of Vietnam, Member of the Standing Committee of the National Assembly, and Permanent Vice Chairman of the Ethnic Affairs Council - held a working session with the People's Committee of Mon Son commune, Nghe An province, to survey the implementation of land policies and laws, and the deployment of some specific mechanisms and policies on education and health for ethnic minority and mountainous areas.
The delegation included Comrade Thai Van Thanh - Member of the Provincial Party Committee, Vice Chairman of the People's Committee of Nghe An province, along with leaders from the Departments of Ethnic Minorities and Religion, Agriculture and Environment, Education and Training, Health, and leaders from the border commune of Mon Son.

Before the working session, the delegation conducted a field survey at the Mon Son Commune Health Station, the Mon Son Ethnic Boarding Primary and Secondary School, and offered incense at the Vi Van Khang House National Special Historical Site.
At the meeting, the leaders of the Department of Ethnic Minorities and Religions reported on the results of the implementation of the 2024 Land Law and specific policies on education and health for ethnic minority and mountainous areas in the province.

According to the report, Nghe An currently has 79 communes and wards in ethnic minority and mountainous areas with over 1.2 million people living there; ethnic minorities account for approximately 14.4% of the province's total population. In recent years, the province has implemented many policies to support ethnic minorities with housing land, production land, and land use fee exemptions and reductions; and has effectively implemented the National Target Program for socio-economic development in ethnic minority and mountainous areas.
During the period 2021-2025, the central government allocated funds to support housing land for 31 households with a budget of 1.24 billion VND; and supported production land for 1,340 households with a total budget of over 30 billion VND, along with more than 3.1 billion VND in matching funds from the province.

In the healthcare sector, the healthcare system in ethnic minority and mountainous areas continues to be strengthened with 2 general hospitals, 11 health centers, and 220 health stations. The province has invested in the construction and upgrading of many healthcare facilities through targeted programs, ODA funds, and socialized resources. To date, the western region of Nghe An has 792 doctors; the doctor-to-population ratio is 7.7 doctors per 10,000 people. In the first five months of 2026, the entire province had over 2.54 million health insurance-covered medical examinations and treatments; the health insurance coverage rate reached over 95%; and over 1.47 million people received regular health check-ups.

In the field of education, the province currently has 652 general education institutions in ethnic minority and mountainous areas with more than 9,500 classrooms. The quality of education continues to improve, with the percentage of students from ethnic boarding schools admitted to universities and colleges reaching over 90% annually. The province is also accelerating the investment in a system of multi-level boarding schools in border communes.
The report also highlighted several difficulties, such as the increasing scarcity of residential and agricultural land; the high poverty rate; the shortage of qualified teachers and healthcare personnel in remote areas; and the inadequate infrastructure of some schools and health stations.

During the meeting, representatives from Mon Son commune and its villages proposed several issues, including increasing allowances for village officials; supporting water supply projects and community cultural centers; addressing the shortage of residential and agricultural land; expediting the issuance of land use rights certificates; and establishing mechanisms for developing medicinal plants under the forest canopy to create sustainable livelihoods for the people.
Members of the National Assembly's Ethnic Council working group exchanged views and clarified many issues regarding the implementation of the 2024 Land Law, and policies supporting education and healthcare for ethnic minority and mountainous areas. They also requested Nghe An province to continue reviewing land resources, evaluating the effectiveness of policy implementation, supplementing data, and proposing solutions appropriate to local realities.

Speaking at the meeting, Vice Chairman of the Nghe An Provincial People's Committee Thai Van Thanh affirmed that the province would fully consider the opinions of the working group; and would continue to direct relevant departments to review land resources, improve mechanisms to support ethnic minorities, enhance the quality of education and healthcare, and develop human resources in mountainous areas.
Concluding the working session, Comrade Hoang Duy Chinh acknowledged and highly appreciated the efforts of Nghe An province in implementing the Party and State's guidelines and policies for ethnic minority and mountainous areas. He shared the difficulties faced by the locality after the administrative reorganization and requested the province to continue paying attention to and effectively implementing policies on land, education, and health, contributing to improving the material and spiritual lives of ethnic minorities, promoting socio-economic development, and maintaining national defense and security in mountainous and border areas.
