The Provincial People's Council supervises the construction of new rural areas in Tan Ky.

In accordance with the Standing Committee of the Provincial People's Council's thematic report on "the implementation of the National Target Program for New Rural Development in Nghe An province during the 2021-2025 period," on the morning of May 23rd, the Standing Committee of the Provincial People's Council supervised the implementation of the National Target Program for New Rural Development in Tan Ky district. Mr. Cao Tien Trung, Standing Committee member of the Provincial People's Council and Head of the Economic and Budget Committee of the Provincial People's Council, led the delegation.Working with the delegation were members of the Standing Committee of the Tan Ky District Party Committee.

Tan Ky district strives to have 4 communes achieve advanced new rural development status by 2025.

The monitoring focus of the delegation was on the implementation of regulations from the central and provincial governments, and the issuance of directives and operational documents related to the National Target Program.building new rural areasof Tan Ky district.

Before working with the district, the monitoring team visited Ky Tan commune, a locality that achieved the new rural development goal in 2018 and is currently implementing a plan to achieve the advanced new rural development goal by 2024. However, at this time, Ky Tan still has two criteria that have not been met: criterion number 5 on education and criterion number 6 on cultural infrastructure. The Ky Tan commune proposed to the team that relevant levels and sectors create favorable conditions for the locality to complete these two criteria in order to achieve the advanced new rural development goal by the end of 2024.

According to the report of the District People's Committee.Tan KyFrom 2021 to 2023, the locality implemented resolutions of the Provincial People's Council, thereby supporting the purchase of machinery and equipment for a number of cooperatives; providing cement for road construction; and developing plans for linking production and consumption of products along the value chain in a number of cooperatives.

During the period 2021-2023, Tan Ky district had 3 communes recognized as meeting the standards of new rural areas, and is striving to have 4 more communes recognized as advanced new rural areas in the period 2021-2025, bringing the total number of communes meeting the new rural area standards in Tan Ky to 17.

During the period 2021-2023, Tan Ky district conducted surveys and selected 20 key, distinctive, and potentially promising local products to develop the district's OCOP (One Commune One Product) project for the 2021-2025 period. To date, the entire district has 24 products that have achieved OCOP star ratings and 14 gardens that meet the standards of the new rural development program.

During the implementation of the National Target Program for New Rural Development, Tan Ky still faced some difficulties, especially regarding some aspects of Criterion No. 18, which requires a centralized water supply system; and Criterion No. 17, which involves collecting and treating domestic wastewater and sorting wastewater at the source… while the State has not yet invested in a comprehensive infrastructure system, leading to ineffective implementation of these criteria.

Through this, Tan Ky district proposes that the Provincial People's Committee and relevant provincial departments and agencies provide specific guidance on implementing new rural development criteria, such as criteria 17 and 18, in line with the actual situation in Nghe An province.

Issues that Tan Ky needs to address.

Based on the opinions of the delegation members, the Provincial People's Council's supervisory delegation acknowledged the achievements in building new rural areas in Tan Ky district in the past period, and at the same time requested the locality to further clarify and pay attention to the key contents:

These included regional planning in the district; outstanding debts in new rural construction; mobilizing resources and implementing support policies of the Provincial People's Council in new rural construction, including cooperatives; effectiveness in building standard new rural gardens; rural environmental management; and the implementation of criteria for infrastructure and cultural facilities at the grassroots level... Accordingly, the departments and divisions of Tan Ky district exchanged and explained the relevant issues that the delegation was interested in.

The delegation noted the recommendations from Tan Ky district as a basis for making recommendations and proposals to the Provincial People's Council.
