Sixth Expanded Conference of the Provincial Party Committee

Comrades Nguyen Khac Than - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Committee of the Vietnam Fatherland Front, presided over the conference.

Opening the conference, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Nguyen Khac Than, emphasized that the conference was taking place at a very important time, a time to evaluate the results of the tasks performed in the first six months of the year.

At the same time, identify key tasks and solutions for the last six months of the year to successfully achieve the goals and targets of 2026 - a year that will lay the foundation, create momentum, and shape the results of achieving the goals for the entire 2026-2030 term.

The topics presented at the conference are major, important issues of strategic significance, directly impacting the province's development in the short and long term. These topics have been carefully discussed, commented on, and evaluated by the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee before being submitted to the Provincial Party Committee's meeting.

Provincial Party Secretary Nguyen Khac Than urged all attendees to demonstrate the highest level of responsibility, carefully study the documents, focus their intellect, engage in democratic, objective, and frank discussions, and contribute heartfelt, insightful, and high-quality opinions on each topic.

The conference was divided into four groups to focus on discussing and contributing ideas on nine topics belonging to four key areas. Delegates comprehensively analyzed and evaluated the results achieved in the first six months of the year; clearly identifying shortcomings, limitations, and difficulties affecting the quality and progress of achieving the goals and targets for 2026. Based on this, they proposed tasks and solutions for the last six months of the year, focusing on key priorities, breakthroughs, and clear responsibilities, ensuring the highest possible achievement of the set goals.

Regarding the spatial development orientation, resources, and growth drivers of the province, the delegates focused their discussions on the adjustments to the Nghe An provincial planning for the period 2021-2030, with a vision to 2050.

In particular, regarding the spatial organization of development, dynamic regions, economic corridors, growth poles, central cities, economic zones, industrial parks, strategic transportation infrastructure, maritime space, the Mekong Delta, and border areas, it is essential to ensure harmonious linkages between economic development and environmental protection, cultural preservation, and national defense and security.

The draft medium-term public investment plan for the period 2026-2030 reflects a forward-thinking approach, vision, and resource allocation and utilization strategy that ensures efficiency and creates momentum for the province's development.

The delegates focused their discussions on key issues regarding the alignment between the medium-term public investment plan and the provincial planning, the Resolution of the 20th Provincial Party Congress, and the province's development requirements for the 2026-2030 period.

Many delegates also proposed adding key projects and projects with a ripple effect and driving force for development to the list; prioritizing investments; balancing resources; solutions for mobilizing additional legitimate resources and capital outside the budget; limiting scattered, prolonged, and inefficient investments; and solutions to accelerate the progress of investment preparation, land clearance, capital allocation and disbursement, and improve discipline and order in public investment management.

For stalled projects with long-standing obstacles, delegates focused on analyzing and clarifying the causes of bottlenecks in mechanisms and a lack of responsibility in implementation. From there, they proposed breakthrough solutions to bring the projects into operation as soon as possible, maximize their effectiveness, and avoid wasting resources.

Regarding the Resolution of the Provincial Party Committee on human resource development for the period 2026-2030, with a vision to 2045, this is a strategically important long-term issue that determines the province's competitiveness and development quality in the context of digital transformation and deep international integration. Nghe An province has a large population, a tradition of valuing education, and an abundant workforce – an advantage that not every locality possesses.

The draft Resolution identifies human resources as one of the province's strategic competitive advantages in the coming period. However, this advantage will only truly become a driving force for development when it is transformed into high-quality human resources, labor productivity, and innovation capacity.

Based on that orientation, delegates offered opinions on the structure and quality of human resources, mechanisms for attracting, training, and utilizing high-quality human resources, and solutions to create a favorable working environment, a creative environment, and essential services for workers to ensure their commitment, dedication, and retention.

At the conference, delegates also discussed and provided feedback on the draft amendments to the regulations and supplementary working regulations of the Provincial Party Committee, the Standing Committee, the Permanent Committee of the Provincial Party Committee, and the Provincial Inspection Committee of the 20th term, 2025-2030; regulations on the contents that the Standing Committee of the Provincial Party Committee will guide, provide opinions on, and authorize the collective Permanent Committee to resolve some issues in the socio-economic field; and the action program to implement Resolution No. 2 of the 14th Central Committee and Resolution No. 5 of the Second Plenum of the 14th Central Committee of the Party on reforming and improving the effectiveness and capacity of inspection, supervision, and discipline work of the Party.

This afternoon, the conference continued its agenda to discuss, receive, and explain opinions; and to vote on the Resolution of the Sixth Expanded Conference of the Provincial Party Committee.
