4th Conference of the Executive Committee of the Nghe An Provincial Party Committee

On the morning of January 14th, under the chairmanship of Provincial Party Secretary Nguyen Khac Than, the 20th Provincial Party Committee held its 4th meeting to discuss and issue an action program to implement the strategic resolutions of the Politburo.

Attending the conference were the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Hoang Nghia Hieu; the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Vo Trong Hai; along with representatives from the Central Party Committees in charge of Nghe An, members of the Provincial Party Standing Committee, and members of the Provincial Party Committee.

The 4th Conference of the Provincial Party Committee's Executive Board discussed and issued an Action Program to implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development; and Resolution No. 72-NQ/TW of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health.

The draft Action Program for implementing Resolution No. 71 sets out goals for each stage: 2030, 2035, and 2045. Specifically, by 2030, the goal is to expand equitable access and improve the quality of preschool and general education to reach advanced national and Asian regional standards.

To build a network of basic schools that meets the learning needs of students from all backgrounds and regions; to meet national standards and to gradually modernize.

Complete universal preschool education for children aged 3 to 5 and compulsory education up to lower secondary school. Focus on improving technological capabilities, artificial intelligence, and foreign language proficiency, and gradually make English the second language in schools.

To achieve the above objectives, the draft program outlines eight groups of tasks, solutions, and specific resolutions, programs, plans, projects, and conclusions. These include raising awareness, innovating thinking and actions, and establishing strong political will to achieve breakthroughs in education and training development.

完善 mechanisms and policies that are unique and superior for the sustainable development of education and training. Strengthen comprehensive education encompassing morality, intellect, physical fitness, and aesthetics, forming a system of values ​​for Vietnamese people in the new era. Implement comprehensive digital transformation, widely disseminate and strongly apply digital technology and artificial intelligence in education and training.

Developing a team of teachers and administrators to ensure improved educational quality. Modernizing infrastructure and developing the school network. Modernizing vocational and higher education. Promoting international cooperation and integration in education.

The draft Action Program for implementing Resolution No. 72 sets out goals for each stage: 2030 and 2045. To achieve these goals, the draft program outlines seven groups of tasks, solutions, and specific resolutions, programs, plans, projects, and conclusions.

This includes raising awareness of the particularly important role of protecting, caring for, and improving the health of the people. It also involves a strong shift in thinking and action in leadership, guidance, and the effective implementation of mechanisms and policies for managing the protection, care, and improvement of people's health.

Enhance the capacity of the healthcare system, especially preventive and primary healthcare; develop specialized healthcare to meet practical requirements and international integration; promote the strengths of traditional medicine in combination with modern medicine. Improve medical ethics, develop a high-quality and comprehensive healthcare workforce to meet patient satisfaction and international integration.

Promote reforms in healthcare financing and develop effective and sustainable health insurance policies. Achieve breakthroughs in science, technology, innovation, and comprehensive digital transformation in public healthcare. Promote the development of private healthcare and effectively mobilize and utilize all resources for healthcare development.

At the conference, based on an analysis of the current situation in Nghe An province, the members of the Provincial Party Committee proposed superior and specific policies for training teachers from ethnic minority communities; for the effective deployment and rotation of teachers between regions; and for adding targets related to vocational education.

Regarding Resolution 72, delegates suggested solutions to improve the training capacity of Vinh Medical University before expanding partnerships with other provincial institutions; and strengthening the rotation and secondment of medical staff to improve quality across different levels of healthcare.

Concluding the conference, Provincial Party Secretary Nguyen Khac Than affirmed that Nghe An is a locality with strengths in the fields of education and training and healthcare. Therefore, in the coming time, it is necessary to create breakthroughs in the development of education and training and healthcare, thereby contributing to the development of the province.

Politburo Resolutions 71 and 72 play a crucial and strategic role in the new situation. Therefore, the fields of Education and Health need to be prioritized for investment, with appropriate steps and roadmaps to ensure their important role in human development and the care and protection of people's health.

Highly appreciating the meticulous, systematic, thorough, and dedicated preparation process and the heartfelt opinions of the members of the Provincial Party Standing Committee and the Provincial Party Committee, the Provincial Party Secretary stated that the draft Action Program closely adheres to the viewpoints, objectives, and requirements of Resolution 71 and Resolution 72; and closely follows the practical situation of the province. The tasks and solutions, along with the resolutions, plans, projects, and programs, have been concretized to create breakthrough development in the fields of Education and Health.

Emphasizing that the Provincial Party Committee unanimously approved the two draft Action Programs, Provincial Party Secretary Nguyen Khac Than requested the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee in directing departments and agencies to develop plans for implementing the Action Programs.

This includes focusing on developing specific mechanisms and policies for training and recruiting teachers. Developing specific mechanisms and policies to attract resources and recruit well-trained professionals to work in mountainous areas is crucial; however, the fundamental challenge is the need for policies to train the children of ethnic minorities in mountainous regions so that they can return to serve their homeland.

Provincial Party Secretary Nguyen Khac Than requested the Provincial Party Committee and the Provincial People's Committee to direct relevant departments and agencies to develop specific policies to attract trained and highly qualified professionals to work long-term in mountainous areas, thereby enhancing the capacity of the grassroots healthcare system. In addition, a training roadmap should be developed to ensure a sustainable workforce; and a recruitment roadmap for the healthcare sector should be established.

The recruitment process must be fair, objective, and equitable, aiming to attract truly capable and dedicated individuals who enjoy strong public and social support. The recruitment results should select the best and most outstanding candidates. Furthermore, a plan should be developed to decisively transfer and rotate personnel from provincial-level medical facilities to grassroots healthcare, especially in remote and disadvantaged areas.

Provincial Party Secretary Nguyen Khac Than suggested that organizing research, study, and thorough understanding of Resolutions and Action Programs should be considered a very important task, aiming to create high unity in awareness and action among Party committees, Party organizations, cadres, and Party members.

From there, clearly define the responsibilities of each collective and individual in organizing the implementation; create consensus and unity within the political system and among the people to quickly bring the Resolution into life, contributing to promoting the development of the province in the coming time.

The Provincial Party Secretary requested that all sectors, units, and localities proactively develop their own action plans and programs. The content and solutions must be closely aligned with and specifically tailored to the practical situation in each locality and unit. The proposed goals, targets, and tasks must have a clear roadmap and timeline, ensuring feasibility and maximum effectiveness.

In addition, the head of the Provincial Party Committee also requested that during the implementation process, it is necessary to strengthen the inspection and supervision of the study and implementation of the Resolution at the grassroots level. Units that perform well should be promptly identified and commended, while those that are not implementing it seriously or are merely going through the motions should be rectified.
