The conference took place in a very special context, with the lingering effects and devastating consequences of the historic floods in the Central and Central Highlands provinces last October and in recent days still present. During those difficult times, the image of journalists working tirelessly in the flood-stricken areas, and the generous hearts of journalists from all levels of the Association, media agencies, and colleagues nationwide reaching out to their compatriots and those working in the disaster-stricken regions, truly became a shining example of the spirit of "mutual support and compassion."

In the same spirit, the Vietnam Journalists Association's decision to hold this important conference in Lam Dong, one of the affected localities, is a concrete and timely message of sharing, solidarity, and support.

Overview of the Conference.

The conference took place at a highly significant time, when the entire Party, the entire people, and the entire army were accelerating the review of the implementation of the Resolution of the 13th National Congress of the Party, looking forward to the upcoming 14th National Congress of the Party in January 2026, with the determination to build a streamlined, effective, and efficient administrative system.

The policy of merging and consolidating administrative units and streamlining the apparatus is a key political task, requiring the synchronized involvement of the entire political system, including the Vietnam Journalists Association and media agencies.

Comrade Le Quoc Minh emphasized: The conference "Improving the quality and effectiveness of support for journalistic activities and association work in the context of mergers and consolidations" was organized to achieve the following objectives:

Firstly, we need to create a forum where we can share best practices, newsroom management models, content development, digital transformation, and solutions to stabilize morale and protect the legitimate rights and interests of journalists.

Secondly, we need to particularly emphasize and evaluate the implementation of the Program to support high-quality journalistic works at all levels of the Vietnam Journalists Association for the period 2021-2025, as stipulated in Decision 558 of the Prime Minister.

This is an important financial resource from the State budget and other legitimate sources of funding, aimed at supporting professional training, nurturing young talents, and creating in-depth journalistic works.

The conference must provide guidance to ensure that this support is managed and allocated most effectively, prioritizing major topics with high ideological value, such as: serving special political tasks, praising the Party, protecting border and maritime sovereignty, combating corruption and negative practices, and building new rural areas. The mergers and consolidations must not affect the creative flow and quality of journalism mentioned above.

Thirdly, we need to objectively and comprehensively assess the current state of operations of press agencies and Journalists' Associations at all levels during the implementation of the merger and consolidation policy. It is necessary to clearly identify the difficulties and challenges regarding organizational structure, legal status, financial stability, personnel management, and especially the sentiments of journalists.

Fourth, synthesize specific, practical, and highly feasible recommendations and solutions to submit to competent authorities. These solutions should aim to strengthen the organization, legal status, and legal personality of the Journalists' Association at all levels; improve the specific financial mechanisms and policies for media agencies; and support the Journalists' Association after mergers and consolidations to ensure sufficient resources for building a revolutionary, professional, humane, and modern press.

At the conference, delegates frankly raised the advantages and difficulties at the grassroots level and proposed breakthrough directions and solutions to successfully implement the major policies and guidelines of the Party and the State in the coming period.
