National Conference to Review Propaganda Work in the First Six Months of 2024
On July 8th, in Phu Quoc City, Kien Giang Province, the Central Propaganda Department organized a national conference to review the Party building work in ideology, politics, ethics, and propaganda work during the first six months of the year, and to implement tasks for the last six months of 2024.
Comrade Nguyen Trong Nghia - Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda Department - presided over and delivered a keynote address at the conference. Attending the conference from Nghe An province was Comrade Nguyen Thi Thu Huong - Member of the Standing Committee and Head of the Provincial Party Committee's Propaganda Department.
In recent times, Party building work in terms of ideology, politics, and ethics has seen positive changes and achieved fairly comprehensive results, making an important contribution to raising awareness and action within the political system regarding the role and special importance of this field in the current Party building and rectification work.
The Central Propaganda Department has implemented the development of 15 projects and advised on the issuance of 8 new documents to lead and direct Party building work in politics, ideology, ethics, and propaganda; notably, it advised the Politburo to issue Regulation No. 144-QĐ/TW, dated May 9, 2024, "On the standards of revolutionary ethics for cadres and Party members in the new period".
The regulations are concise, contain many new aspects and criteria, and comprehensively reflect the moral qualities of cadres and Party members. The regulations were issued promptly, are of significant importance, contribute to building a clean and strong Party, and are highly appreciated by cadres, Party members, and the people.
In all areas of propaganda work, the entire sector has implemented a comprehensive and synchronized approach with many innovations in both content and methods; at the same time, it has clearly identified key tasks and priorities to focus on directing, guiding, and implementing, thereby achieving outstanding results in the following aspects: timely and effective guidance and direction of propaganda, press and publishing, external information, and monitoring public opinion, especially on important political issues and events at home and abroad; ensuring the maintenance of information discipline, with a focus on key areas, appropriate content, and appropriate dosage.
Cultural, artistic, and educational work continued to be reformed in a way that closely followed practical realities and was implemented comprehensively across all aspects of social life. The Central Propaganda Department continued to advise the Politburo, the Secretariat, and Party committees at all levels, and directly organized many major conferences and events successfully, creating a significant impact and widespread influence. It advised, directed, and coordinated the successful organization of activities commemorating major national holidays and the birthdays of prominent senior leaders, especially the 70th anniversary of the Dien Bien Phu Victory, with many important activities and events that created a profound and widespread impact on society.
At the conference, delegates also frankly acknowledged that, alongside the predominantly positive achievements, Party building in terms of ideology, politics, ethics, and propaganda work still has some issues that need attention, such as: In some localities, the work of theoretical research, practical summation, and Party building in terms of politics, ideology, ethics, and science and education is still in its initial stages and not very effective; there are not many incisive articles refuting erroneous and hostile viewpoints.
Furthermore, the work of monitoring and forecasting public opinion and sentiment has sometimes been unproactive, lacking responsiveness and practicality. The process of advising, proposing, and guiding information and propaganda on sensitive issues and incidents has occasionally been slow, lacking proactiveness and sensitivity.
The issue of violations of ethics, principles, and objectives in journalistic activities has not been thoroughly resolved. There is also a lack of uniformity and consistency in the number and names of specialized departments within the propaganda departments of provincial and city Party committees.
Concluding the conference, Comrade Nguyen Trong Nghia - Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda Department - acknowledged and highly appreciated the achievements of the entire sector in the first six months of 2024. Comrade Nguyen Trong Nghia requested the entire Propaganda Department to continue to promote a proactive and creative spirit, determined to overcome difficulties to successfully complete the assigned tasks, focusing on the following issues:
The first,Focus on effectively advising Party committees on political, ideological, and ethical development. Summarize practical experiences and conduct theoretical research on the implementation of the Party's guidelines and policies in the areas of Party building in politics, ideology, ethics, and propaganda work, with particular emphasis on fundamental, overarching, and long-term issues in the field of propaganda.
Monday, implementing and developing preliminary and final reviews of resolutions, directives, conclusions, and regulations of the Party; advising the Central Committee, the Politburo, the Secretariat, and Party committees at all levels to issue new documents to lead and direct Party building work in politics, ideology, ethics, and propaganda work.
TuesdayActively and promptly grasp the ideological situation, public opinion, and subversive activities of hostile forces; promptly guide the handling of complex and sensitive issues that arise. Enhance forecasting capabilities, strengthen close monitoring of cyberspace, proactively detect and remove websites and social media accounts that post harmful, toxic, and false information.
Coordinate the strict handling of organizations and individuals who exploit political and historical events, and the situation regarding the fight against corruption and negative phenomena, to distort and undermine the Party, the State, and the regime. Expeditiously develop guidelines for implementing Regulation 144-QĐ/TW on ethical standards for cadres and Party members in the new period.

ThursdayStrengthening leadership, guidance, and direction of journalistic and publishing activities; promoting the role of journalistic and publishing agencies in disseminating positive information, communicating policies, protecting the Party's ideological foundation, and combating erroneous and hostile viewpoints.
Friday,The reorganization of the organizational structure is carried out in accordance with Regulation No. 137-QD/TW, dated December 1, 2023, of the Secretariat of the Central Committee on the functions, tasks, powers, and organizational structure of specialized agencies advising provincial and city Party committees directly under the Central Committee, and the guidance of the Central Propaganda Department, aiming for uniformity throughout the entire Propaganda sector.
