National Conference on Propaganda Work

On the morning of December 16th, in Can Tho City, the Central Propaganda Department organized a national conference to summarize the work of advising Party committees on Party building in politics, ideology, ethics, and other propaganda fields in 2024; and to implement tasks for 2025.

Comrade Tran Cam Tu, member of the Political Bureau, Standing Secretary of the Central Committee, and Chairman of the Central Inspection Committee, attended and delivered a speech at the conference.

Comrade Nguyen Trong Nghia - Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda Department, and other leaders of the Central Propaganda Department presided over the conference.

The Nghe An delegation was led by Comrade Nguyen Thi Hong Hoa - Member of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda Department. He led the delegation, along with leaders from media agencies and relevant departments and sectors, to attend the conference.

In 2024, the entire Propaganda Department proactively, innovatively, and creatively focused on advising and assisting the Central Committee, directly and regularly the Politburo, the Central Secretariat, and Party committees at all levels to strengthen leadership and guidance in effectively implementing Party building work in politics, ideology, ethics, and other areas of propaganda, achieving outstanding results.

The entire sector has proactively summarized practical experiences, conducted theoretical research, developed projects and scientific topics, and submitted them to the Politburo and the Secretariat for the issuance of new documents with specific viewpoints, policies, and solutions to lead and direct all aspects and fields of Party building in politics, ideology, ethics, and propaganda work.

The organization of research, study, understanding, dissemination, and implementation of the Party's resolutions, directives, conclusions, and regulations has been carried out more seriously, ensuring timeliness, effectiveness, and quality.

Political education; understanding and guiding the thoughts and sentiments of cadres, Party members, and public opinion; combating and refuting erroneous and hostile viewpoints; preventing and handling harmful and toxic information, especially in cyberspace, has seen many innovations, becoming more timely and effective. Party building work on ethics has been implemented comprehensively through more concrete and practical actions.

The entire sector has effectively implemented the study and emulation of President Ho Chi Minh's teachings and has initially put into practice Regulation No. 144-QĐ/TW dated May 9, 2024, of the Politburo on the revolutionary ethical standards of cadres and Party members in the new period. From this, it has fostered a sense of self-awareness in cultivating and refining ethics, promoting pioneering spirit and exemplary conduct through self-reflection and self-correction, and upholding the honor and self-respect of cadres and Party members, especially those in leadership positions, through many creative approaches.

Propaganda, press and publishing, and external information work will continue to innovate in content and methods, while maintaining information discipline, appropriate content and dosage, avoiding information gaps, and preventing errors that hostile forces could exploit to undermine the country.

Many major, new, and complex issues affecting the thoughts and moods of cadres and Party members, such as handling errant officials, including high-ranking officials; consolidating key personnel; and streamlining the organizational structure of the political system, were addressed through timely, focused, and extensive propaganda and guidance, contributing to unity, cohesion, and increased confidence among cadres, Party members, and the people. Cultural, artistic, and scientific and educational work continued to be reformed in a way that closely followed reality, implementing comprehensively and synchronously all aspects of social life; and effectively carrying out the Party's policies and directions in all fields.

The Propaganda Departments of provincial and city Party Committees, and Party Committees directly under the Central Committee, have promptly advised on many policies and solutions for Party committees to lead and direct ideological and political work, and to implement Party directives and resolutions into practical life.

For the Propaganda Department of the Nghe An Provincial Party Committee, in 2025, it successfully completed 83 out of 83 tasks set out and 7 out of 7 tasks in the field of propaganda according to the working program of the Provincial Party Standing Committee. The Propaganda Department advised the Provincial Party Standing Committee to issue 36 plans directing the implementation and institutionalization of resolutions, 1 guideline, and 19 preliminary and final reports on directives and resolutions; organized the development and issuance of 17 plans, 18 guidelines, and 495 documents directing the implementation of important tasks in the field of propaganda; coordinated with departments and agencies in the science and education sector to advise on many important documents, contributing to creating unity in political ideology, social consensus, and a favorable environment for socio-economic development and ensuring national defense and security in the province.

At the conference, eight presentations from representatives of the Propaganda Departments of provinces and cities provided information and exchanged lessons, experiences, and difficulties and obstacles in current propaganda work. Leaders of the Central Propaganda Department addressed the recommendations and will incorporate them into the work program and tasks for 2025.

Delivering a keynote address at the conference, on behalf of the Politburo and the Secretariat, Comrade Tran Cam Tu commended and congratulated the entire Propaganda Department on the achievements made in 2024.

The comrade emphasized that 2025 is the year when the entire Party, the entire people, and the entire army will be determined, make efforts, be creative, and make breakthroughs to complete and surpass the goals of the 13th National Congress; the year of beginning to organize Party congresses at all levels leading up to the 14th National Congress of the Party; the year of decisively and effectively implementing the revolution to streamline the organizational structure of the political system; and the year of laying the groundwork for the country to enter a new era.

Comrade Tran Cam Tu suggested that the Propaganda Department closely follow the leadership and guidance of the Politburo, the Secretariat, and the Party committees at all levels, strongly innovate its thinking and methods to effectively carry out the assigned tasks, focusing on major and specific contents.

Accordingly, the focus should be on advising Party committees at all levels to lead and direct the effective implementation of political and ideological work; propaganda work; guiding public opinion; creating high unity within the Party and the entire political system; and consensus among the people regarding the policies, objectives, requirements, and tasks of streamlining the organizational structure of the political system in the new situation.

Providing regular, continuous, and effective guidance and direction in information and propaganda will create a widespread political campaign to successfully organize Party congresses at all levels and the 14th National Congress of the Party.

The Party Committee, in coordination with relevant agencies, should promptly advise the Politburo, the Secretariat, and Party committees at all levels to organize a widespread political campaign throughout the Party, from grassroots to the Central level, on the basic viewpoints, contents, and strategic orientations of the new era, the era of Vietnam's national progress, aiming to create high unity of understanding throughout the Party, the people, and the armed forces; strongly arouse national pride, self-reliance, self-confidence, self-strength, national pride, creativity, and aspirations for development to lead the country into a new era, building a prosperous, happy, and thriving nation.

Focus on advising the Politburo, the Secretariat, and Party committees at all levels to effectively lead and direct the fields of culture, arts, science, technology, education, training, environment, population, public health care, social security, etc., in order to care for and improve the material, cultural, and spiritual lives of the people, especially in remote areas and areas inhabited by ethnic minorities.

Speaking at the conference, Comrade Nguyen Trong Nghia requested that the Propaganda Department closely follow the leadership and guidance of the Central Committee, the Politburo, the Secretariat, the Party committees at all levels, and the instructions of General Secretary To Lam during his working session with the Central Propaganda Department, as well as those of Comrade Tran Cam Tu - Standing Member of the Secretariat - at the conference, and the main tasks and solutions outlined in the report. He urged them to promptly develop specific, scientific work programs and plans and implement them actively, decisively, and creatively from the beginning of 2025.

The comrade requested that the secretaries and standing committees of provincial and city Party committees pay attention to leading and directing Party building work in politics, ideology, and ethics, in conjunction with organizational and personnel work; clearly defining that Party building work in politics, ideology, and ethics plays a very important role in building and rectifying a clean and strong Party and political system, and enhancing the Party's leadership and governing capacity.

Focus intensely on directing propaganda work, guiding public opinion, creating high unity within the Party and the entire political system, and consensus among the people on the major, urgent policies, requirements, and tasks of the Party and State in 2025, especially the revolution in restructuring and organizing the apparatus to be "lean, strong, effective, and efficient"; on the Party congresses at all levels leading up to the 14th National Congress of the Party; and disseminating the Party's guidance and leadership, and the State's management and administration in implementing tasks and solutions for socio-economic development in 2025...
