Online meeting of the State Steering Committee for National Key Projects and Projects in the Transport Sector.

On the morning of December 9th, the Government Office held an online meeting of the 22nd session of the State Steering Committee for National Key Projects and Projects in the Transport Sector.

Prime Minister Pham Minh Chinh, Head of the Steering Committee, chaired the meeting. Also attending the meeting was Deputy Prime Minister Tran Hong Ha, Permanent Deputy Head of the Steering Committee.

Attending the meeting via video link from Nghe An province was Comrade Hoang Phu Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee. Also present were representatives from the leadership of provincial departments and agencies.

Among key projects, Nghe An province has two related projects: the Vinh - Thanh Thuy Expressway and the Coastal Road. According to the schedule, the Vinh - Thanh Thuy Expressway project has a total investment of nearly 24,000 billion VND and is expected to receive investment approval from the National Assembly in December 2025.

After completing the Feasibility Study Report Approval and the Technical Design Document Approval, construction will commence in September 2026. Land clearance will be prioritized after the investment policy is approved, from December 2025 to approximately the third quarter of 2027.

The coastal road project from Nghi Son - Thanh Hoa to Cua Lo - Nghe An, section from Km7 to Km76, with a total investment of 4,651 billion VND, commenced construction in February 2022 and is now nearing completion. The entire project is expected to be finished in December 2025, meeting the requirements of the Government.

Following the Prime Minister's directive on registering and organizing the inauguration and groundbreaking ceremonies for large-scale projects to celebrate the 14th National Congress of the Communist Party of Vietnam, the Ministry of Construction, at its conference, compiled a list of 245 projects and works in 34 provinces/cities that meet the criteria for commencement and inauguration on December 19th. The Ministry of Construction proposed 79 live and online video conferencing points at the projects, with a central point at Long Thanh International Airport.

Specifically, Nghe An province registered the inauguration of the Project to Repair the Runway and Taxiway and Renovate the Domestic Terminal at Vinh International Airport. Construction also commenced on the Cua Lo Deepwater Port Construction and Operation Project.

Concluding the conference, Prime Minister Pham Minh Chinh - Head of the Steering Committee - acknowledged and commended the efforts, dedication, and proactive spirit of the ministries, agencies, units, investors, contractors, and consultants in carrying out their assigned tasks, as well as the support of the local people who ceded land for the implementation of the projects.

The Prime Minister also expressed his gratitude for the efforts of the units, especially in adverse weather conditions due to rain, wind, storms, and floods, in which the units and localities promptly overcame the consequences of natural disasters to continue implementing their tasks.

Regarding reporting, provinces, cities, and relevant units are requested to submit reports in a simple, quick, concise, and clear manner, avoiding unnecessary complexity. Specifically, for completed projects, reports should focus on their commissioning and effectiveness. For projects under construction, reports should cover adherence to schedules, adherence to timelines and technical requirements, improvement of project quality, safety, environmental protection, and aesthetics. Furthermore, updates should be provided on the overall progress of each project component, labor safety, land compensation and resettlement, and any arising issues.

With only a short time left until December 19th, all construction projects nationwide must focus intensely; promptly address any obstacles; ensure progress while maintaining quality; preserve hygiene, safety, and the environment; and fully resolve issues related to benefits and policies for the people, preventing any complaints from arising.

At the same time, inspection and supervision must be strengthened to prevent negative incidents, corruption, and waste; and timely rewards should be given to workers, engineers, and officials who have made efforts to stay on the construction site for many years.

Ministries, departments, localities, investors, contractors, and consulting units are focusing their work, ensuring a spirit of overcoming sun and rain, not giving up in the face of storms and strong winds, working in three shifts and four teams, never backing down, taking advantage of holidays to compensate for delays caused by natural disasters, ensuring a spirit of urgency, decisiveness, and the goal of completing and successfully completing the assigned tasks.
