Online conference summarizing digital transformation work in Party agencies in 2025 and key tasks for 2026.

On the morning of December 29th, Comrade Tran Cam Tu – Member of the Political Bureau, Standing Member of the Secretariat, and Head of the Steering Committee for Digital Transformation in Party Agencies – chaired an online conference to summarize the digital transformation work in Party agencies in 2025 and identify key tasks for 2026.

Comrades Nguyen Duy Ngoc - Member of the Political Bureau, Secretary of the Hanoi City Party Committee; and Nguyen Chi Dung - Member of the Central Committee of the Party, Deputy Prime Minister, co-chaired the conference.

At the Nghe An Provincial Party Committee's meeting point, Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Deputy Head of the Standing Committee of the Provincial Steering Committee - chaired the meeting. Also attending were members of the Provincial Party Standing Committee and members of the Sub-committee on Science, Technology Development, Innovation, and Digital Transformation in the Provincial Party Agencies.

2025 is a pivotal year, marking a fundamental shift in the digital transformation journey of Party agencies, based on the guiding principles of Decision No. 204-QD/TW.

This is a period of profound transformation, moving from the mere application of technology to a comprehensive innovation in leadership, guidance, and task execution methods based on data and fully automated electronic processes.

The achievements have laid an important foundation for digital transformation in Party agencies, moving from the "initial construction and deployment" phase to the "operation, exploitation, and effective utilization" phase.

Building on the foundational achievements of 2025, 2026 will see further acceleration of the digital transformation plan in Party agencies, ensuring adherence to the roadmap, with the motto "Comprehensive implementation of digital transformation - Effective application in each activity".

This includes focusing on establishing a solid legal framework to guide business processes into an electronic environment, while building an intelligent shared data system integrated with artificial intelligence to optimize operational management.

Alongside the comprehensive upgrading of technical infrastructure, the document affirms the crucial role of training a technologically proficient workforce and ensuring absolute information security. The ultimate goal of this roadmap is to modernize leadership methods, aiming for a unified, transparent, and effective digital governance system from the central to the grassroots level.

Modernizing leadership methods

As the permanent agency responsible for implementing the digital transformation of Party agencies, the Fatherland Front, and socio-political organizations, the Nghe An Provincial Party Committee Office has advised the Standing Committee and the Steering Committee on the implementation of the contents of the Digital Transformation Plan.

In 2025, agencies and units implemented all task groups in a coordinated manner, following the roadmap directed by the Central Government and the Provincial Party Committee.

The completed tasks focused on building and perfecting digital infrastructure; creating shared digital data from the central to local levels; receiving and deploying information systems and specialized software applications transferred from the central government; and initially establishing digital platforms.

Regarding future tasks, Nghe An will continue to focus on implementing the tasks outlined in Decision No. 204-QD/TW and Plan No. 331-KH/TU, with a roadmap and objectives to be completed by the first quarter of 2026.

This includes focusing on establishing a smart governance ecosystem through upgrading security systems, deploying specialized operating software, equipping leaders with mobile devices, preparing human resource training plans to adapt to new work processes, and strengthening rigorous regular inspection, monitoring, and reporting, thereby enhancing the effectiveness of leadership and management capacity of the government apparatus in the digital age.

Building a digital ecosystem centered around the Party organization and Party members.

In his concluding remarks at the conference, Comrade Tran Cam Tu – Member of the Political Bureau, Standing Secretary of the Central Committee, and Head of the Steering Committee for Digital Transformation in Party Agencies – gave strategic directives to accelerate digital transformation in the Party's organizational system, affirming that 2026 must be a period of breakthrough action with tangible results.

The Head of the Steering Committee for Digital Transformation in Party Agencies also frankly pointed out limitations in work progress, outdated technical infrastructure, and a lack of synchronization in data connectivity between units.

The central goal is to build a digital ecosystem centered around the Party organization and its members, prioritizing the digitization of records, ensuring cybersecurity, and optimizing workflows to reduce administrative costs. Comrade Tran Cam Tu emphasized the responsibility of leaders and called for strict enforcement of administrative discipline to avoid wasting resources or ineffective, scattered investments. A fundamental shift is needed from a management mindset to a constructive mindset and substantive action.

Instead of focusing on progress reports or formal plans, there is a strong need to shift towards a management model based on objectives and outputs in order to thoroughly address institutional, infrastructure, and resource bottlenecks, contributing to the modernization of the Party's leadership methods in the new era.
