Today (October 27), the People's Council of Nghe An province conducted a vote of confidence for 30 individuals through a secret ballot.
(Baonghean.vn) - The confidence vote process will be conducted at the 16th Session (Special Session) of the Nghe An Provincial People's Council, 18th term, 2021-2026, held on the afternoon of October 27th in Vinh City.
The subjects of the confidence vote are the Chairman of the Provincial People's Council, the Vice-Chairmen of the Provincial People's Council, the Heads of the Provincial People's Council's committees, the Chairman of the Provincial People's Committee, the Vice-Chairmen of the Provincial People's Committee, and the members of the Provincial People's Committee who were elected by the Provincial People's Council before January 1, 2023.
Accordingly, the Standing Committee of the Provincial People's Council will submit to the Provincial People's Council a list of 30 people from the Provincial People's Council (7 people) and the Provincial People's Committee (23 people) to be subject to a vote of confidence at the 16th Session.
Provincial People's Council delegates will vote on the confidence of 30 people according to 3 levels: "high confidence", "confidence", and "low confidence".
The results of the confidence vote are used to evaluate officials, serving as a basis for planning, transferring, appointing, nominating candidates, dismissing officials, and implementing policies and regulations for officials.
If a person subject to a confidence vote receives more than half but less than two-thirds of the total votes indicating "low confidence," they may resign; if they do not resign, the Standing Committee of the Provincial People's Council will submit a proposal to the Provincial People's Council to conduct a confidence vote at the next session or meeting of the Provincial People's Council.
If a person subject to a confidence vote receives 2/3 or more of the total votes indicating "low confidence," the agency or person authorized to nominate that person for election or approval by the Provincial People's Council is responsible for submitting a proposal to the Provincial People's Council to dismiss or approve the proposed dismissal at the nearest session of the Provincial People's Council.
The confidence vote procedure at the session is conducted in 7 steps, including:
- The Standing Committee of the Provincial People's Council submits to the Provincial People's Council a proposal regarding the list of individuals subject to a vote of confidence for the Provincial People's Council to consider and vote on for approval.
- 81 provincial People's Council delegates will be divided into 2 groups to discuss issues related to the confidence vote (Group 1 consists of 41 provincial People's Council delegates from the electoral units of cities, towns, and districts: Vinh, Cua Lo, Nghi Loc, Hung Nguyen, Nam Dan, Thanh Chuong, Do Luong, Anh Son, Con Cuong, Tuong Duong; Group 2 consists of 40 provincial People's Council delegates from the electoral units of districts and towns: Quynh Luu, Dien Chau, Yen Thanh, Nghia Dan, Thai Hoa, Tan Ky, Quy Hop, Quy Chau, Que Phong, Hoang Mai, Ky Son); after the discussion, the two groups of delegates will send the minutes of the discussion results to the Standing Committee of the Provincial People's Council.
- The Standing Committee of the Provincial People's Council reports to the Provincial People's Council on the results of the group discussions.
- The Provincial People's Council establishes a Vote Counting Committee (Provincial People's Council delegates vote to approve the list of the Vote Counting Committee; the Head of the Vote Counting Committee explains the rules and procedures for filling out the confidence vote).
- The Provincial People's Council conducts a vote of confidence by secret ballot.
- The vote counting committee reports the results of the vote count.
- The Provincial People's Council considers and approves a Resolution confirming the results of the confidence vote.
