Over 1,000 households have signed compensation documents, ceding their land for the Hemaraj Industrial Park.
(Baonghean.vn) – To date, land clearance for the Hemaraj project in the Southeast Economic Zone (Nghe An) has reached 85.11% of the area, with 1,018 out of 1,196 households having signed compensation documents. The price per sao (approximately 1000 square meters) of agricultural land is...compensation82,500,000 VND.

For over a year now, the People's Committee of Nghi Loc district has regularly visited the site to disseminate information, raise awareness, and persuade the people to agree to land clearance.
In Nghi Long commune, 548 out of 567 households have signed the necessary documents, covering a total area of 44.5 hectares. In Nghi Thuan commune, 470 out of 629 households have signed the documents, covering a total area of 49.5 hectares (of which 14.76 hectares have already received land acquisition decisions, and 34.74 hectares have had their documents signed by households and the District People's Committee is finalizing procedures to issue land acquisition decisions).
After the people agreed to sign the documents, the district issued two decisions to reclaim land with a total area of 59.33 hectares; and approved compensation and support plans for 675 households with a total amount of 103 billion VND.
Specifically: On September 25, 2017, the District People's Committee issued a Decision to reclaim land with a total area of 27.05 hectares, including Nghi Long (17.69 hectares) and Nghi Thuan (9.36 hectares); and issued a Decision approving the compensation and support plan with a total amount of 49.7 billion VND. On October 30, 2017, the District People's Committee issued a Decision to reclaim land with a total area of 32.28 hectares; and issued a Decision approving the compensation and support plan with a total amount of 53.3 billion VND.
351 households in Nghi Thuan commune have signed the necessary documents, and the District People's Committee is currently finalizing the paperwork to issue a decision approving the land acquisition and compensation and support plan.
Nghi Long still has 10.33 hectares remaining, including 3.07 hectares belonging to 19 households that have not yet signed the documents (BT/HT plan is 5.5 billion VND), 2.7 hectares of land west of Long Thuan canal that the Commune People's Committee has leased from households (support amount is 1.5 billion VND), and 4.56 hectares of land managed by the Commune People's Committee including transportation land, irrigation land, unused flat land, cemetery land, etc.
Nghi Thuan commune still has 39.16 hectares remaining, including 23.5 hectares belonging to 159 households that have not yet signed the documents and 15.66 hectares of land managed by the commune People's Committee, including land for transportation, irrigation, unused flat land, cemetery land, etc.

According to Mr. Nguyen Van Ly, head of Hamlet 2, Nghi Long, 21 hectares of land were confiscated. 118 out of 165 households in the hamlet were affected. Although the compensation price was low, most have signed the compensation documents. The people are generally in agreement and hope the investor will transfer the funds so that they can quickly stabilize their mindset and have the necessary funds to transition to new jobs.
According to the agreement between the People's Committee of Nghe An province and the Thai investor, Hemaraj Land Development Co., Ltd., for the construction and operation of the Hemaraj Industrial and Urban Area infrastructure project in the Southeast Economic Zone of the province, the compensation price for land clearance shall not exceed 2 billion VND/hectare.
The People's Committee of Nghe An province is committed to carrying out compensation and land clearance work and handing over clean land to the investor according to the investor's investment plan and progress in each phase. Specifically: regarding the compensation and land clearance costs for the industrial park area: initially, the People's Committee of Nghe An province will contribute 10% of the total compensation and land clearance costs, while Hemaraj Land Development Co., Ltd. will advance 90% of the total land clearance costs according to the approved plan (without interest).
Nghe An province will reimburse this advance payment to Hemaraj Land Development Co., Ltd. within 5 years after deducting the land use fee payable for the project.
| On May 22, 2017, the Prime Minister issued a Decision approving the investment policy for the WHA Hemaraj 1 Industrial Park Project in the Southeast Nghe An Economic Zone with a total investment of over VND 2,000 billion and a project implementation period of 50 years from the date of issuance of the Investment Registration Certificate. The project's objectives and scale include the construction and operation of industrial park infrastructure (148 ha), high-tech zone (62 ha), urban area (288 ha), commercial and residential areas. On July 24, 2017, the People's Committee of Nghe An province issued a decision approving the detailed construction plan at a scale of 1/500 for the 148-hectare Industrial Park sub-project, part of the WHA Hemaraj 1 Industrial Park - Nghe An investment project. |
