(Baonghean.vn) – Up to now, the site clearance work of the Hemaraj project in the Southeast Economic Zone (Nghe An) has reached 85.11% of the area with 1,018/1,196 households signing compensation documents. The price of 1 sao of agricultural land iscompensation82,500,000 VND.

For more than a year now, Nghi Loc District People's Committee has regularly gone directly to the site to disseminate, propagate and mobilize people to agree on land acquisition and clearance.

In Nghi Long commune, 548/567 households have signed the documents with a total area of ​​44.5 hectares. Nghi Thuan commune has 470/629 households signed the documents with a total area of ​​49.5 hectares (of which 14.76 hectares have had a land recovery decision, 34.74 hectares have had households sign the documents and the District People's Committee is completing procedures to issue a land recovery decision).

After the people agreed to sign the documents, the district issued 2 decisions to reclaim land with a total area of ​​59.33 hectares; approved the compensation and support plan (BT, HT) for 675 households with a total amount of 103 billion VND.

Specifically: On September 25, 2017, the District People's Committee issued a Decision to reclaim land with a total area of ​​27.05 hectares, including Nghi Long 17.69 hectares, Nghi Thuan 9.36 hectares; issued a Decision to approve the BT, HT plan with a total amount of 49.7 billion VND. On October 30, 2017, the District People's Committee issued a Decision to reclaim land with a total area of ​​32.28 hectares; issued a Decision to approve the compensation and support plan with a total amount of 53.3 billion VND.

There are 351 households in Nghi Thuan commune who have signed documents and are being completed by the District People's Committee to issue a Decision approving land recovery and approving compensation and support plans.

Nghi Long has 10.33 hectares left, including 3.07 hectares of 19 households that have not signed documents (BT, HT plan is 5.5 billion VND), 2.7 hectares of land west of Long Thuan canal is contracted by the People's Committee of the commune with households (support amount is 1.5 billion VND), 4.56 hectares is land managed by the People's Committee of the commune including traffic land, irrigation land, unused flat land, cemetery land...

Nghi Thuan has 39.16 hectares left, including 23.5 hectares of 159 households that have not signed documents and 15.66 hectares of land managed by the Commune People's Committee, including traffic land, irrigation land, unused flat land, cemetery land...

Hamlet 2 chief Nguyen Van Ly said: People in Hamlet 2 Nghi Long had 21 hectares confiscated. The hamlet has 118/165 households affected, although the compensation price is low, but so far most of them have signed the compensation documents, basically the people agree, hoping that the investor will transfer money so that people can soon stabilize their mentality, have funds to change jobs.

According to the agreement between Nghe An Provincial People's Committee and Thai investor Hemaraj Land Development Company Limited to invest in the project of building and operating infrastructure of Hemaraj Industrial Park and Urban Area in the Southeast Economic Zone of the province, the compensation price for land acquisition and clearance shall not exceed 2 billion VND/ha.

Nghe An Provincial People's Committee commits to carry out compensation, site clearance and handover of clean land to the investor according to the investor's investment plan and progress in each phase. In which: regarding compensation and site clearance costs for industrial park land area: Nghe An Provincial People's Committee will initially spend 10% of the total site clearance compensation costs, Hemaraj Land Development Company Limited will advance 90% of the total site clearance costs according to the approved plan (interest-free).

Nghe An will refund this advance payment to Hemaraj Land Development Company Limited within 5 years after deducting the land use fee payable for the project.

On May 22, 2017, the Prime Minister issued a Decision approving the investment policy of the WHA Hemaraj 1 Industrial Park Project in the Southeast Nghe An Economic Zone with a total investment capital of more than VND 2,000 billion and a project implementation period of 50 years from the date of issuance of the Investment Registration Certificate. The objective and scale of the project is to build and operate infrastructure for industrial parks (148 hectares), high-tech parks (62 hectares), urban areas (288 hectares), commercial and residential areas.
On July 24, 2017, the People's Committee of Nghe An province issued a decision approving the detailed construction planning at a scale of 1/500 of the 148ha Industrial Park sub-project under the WHA Hemaraj 1 Industrial Park Construction Investment Project - Nghe An.
