Mr. Dang Thai Yen, Secretary of the Party Committee of Hung Lam commune, said: Although it is not raining now, the flood situation remains very complicated, due to water flowing from the upstream of the Lam and La rivers (Ha Tinh province), causing the water level in the downstream Lam river to rise. Currently, 3 out of 10 hamlets outside the dike in the commune are completely isolated, and students are unable to attend school.

Rising floodwaters have isolated nine hamlets in the communes outside the dike in Hung Nguyen district.

“Because the floodwaters are rising above the railings of Hung Lam bridge, we have to station personnel at both ends of the village to prevent people from crossing. Prior to this, on October 15th and 16th, the Provincial Flood and Storm Control Command had already made arrangements for the evacuation of the elderly and children, so there were no casualties during the heavy rains.”

According to Mr. Ngo Phu Han, Chairman of the People's Committee of Hung Nguyen District, due to the influence of the tropical depression, on October 14th and 15th, the district experienced very heavy rainfall, causing severe damage to agricultural production. Although the District People's Committee had implemented disaster prevention and control plans according to the directives from higher authorities, the widespread heavy rain combined with the rapidly rising water level of the Lam River caused significant damage in the area, and one person died.

At 8:00 AM on October 17th, in the Bien Lan rice field, Mr. Nguyen Van Ngoc (born in 1974) from Yen Trung hamlet, Hung Thinh commune, drowned.

According to Mr. Hoang Duc An, Head of the District's Agriculture Department, preliminary statistics show that 155 hectares of late-season rice have been completely destroyed due to lodging and flooding. In addition, 65 hectares of pumpkins, 150 hectares of corn, 225 hectares of vegetables, and 5 hectares of lemons and oranges have been severely flooded, with over 70% damage. 3,500 poultry over 21 days old have died or been swept away by the flood. Regarding aquaculture, 300 hectares of third-season fish and 355 hectares of specialized fish farming have suffered over 70% damage.

Heavy rains in recent days have also caused a 200-meter-long landslide in Hung Yen Nam commune, potentially affecting 30 households living below the mountain. Infrastructure such as the Thach Tien bridge spillway in Hung Yen Nam commune; a 100-meter section of Nguyen Van Troi road passing through Hung Yen Nam commune, which suffered severe damage from landslides; and the Dai Hue hamlet bridge in Hung Tay commune, which collapsed…

Mr. Hoang Duc An, Head of the District's Agriculture Department, said that if the water level continues to rise, Typhoon No. 7 poses a risk of requiring the evacuation of residents in areas outside the dike.

In addition, primary and secondary irrigation canals were damaged by landslides in many communes over a length of more than 10 km; riverbank erosion occurred in Hung Lam commune with a length of 800 m. Many roads were flooded and severely damaged over a length of more than 5 km.

“Currently, the water level is very high, so we haven't fully assessed the extent of the damage yet. Floodwaters are continuing to overflow the dike and flow onto the roads. The danger is that nine hamlets in communes outside the dike, such as Hung Lam, Hung Long, Hung Nhan, Hung Chau, Hung Loi, Hung Linh, etc., with 1,100 people, are isolated, and 20 hamlets are severely flooded. If Typhoon No. 7 hits, there is a risk of having to evacuate all residents outside the dike,” Mr. Hoang Duc An added.
