Over 2,200 delegates attended the 11th National Congress of Emulation and Patriotic Movements.
On the afternoon of December 26th, the first day of the 11th National Congress of Patriotic Emulation took place at the National Convention Center in Hanoi.

Attending and directing the preparatory session were: Ms. Vo Thi Anh Xuan - Member of the Central Committee of the Communist Party of Vietnam, Vice President of Vietnam, First Vice Chairman of the Central Emulation and Commendation Council; Ms. Truong My Hoa - former Secretary of the Central Committee of the Communist Party of Vietnam, former Vice President of Vietnam, former First Vice Chairman of the Central Emulation and Commendation Council; Mr. Do Thanh Binh - Member of the Central Committee of the Communist Party of Vietnam, Minister of Home Affairs, Standing Vice Chairman of the Central Emulation and Commendation Council; Mr. Nguyen Dinh Khang - Member of the Central Committee of the Communist Party of Vietnam, President of the Vietnam General Confederation of Labor, Vice Chairman of the Central Emulation and Commendation Council; along with other members of the Central Committee of the Communist Party of Vietnam, leaders of central committees, ministries, branches, provinces, and cities.
The delegation from Nghe An province attending the preparatory session included the Standing Vice Chairman of the Provincial People's Council, Nguyen Nam Dinh, along with other official delegates.

With the theme: “Competing in innovation, creativity, and accelerating breakthroughs to bring the country into an era of strong, civilized, and prosperous development,” the 11th National Congress of Patriotic Emulation will take place over two days (December 26 and 27, 2025).
The total number of delegates attending the 11th National Emulation Congress was 2,223, including 198 invited guests and 2,025 official delegates; they were organized into 105 delegations.

The Nghe An provincial delegation attending the Congress consists of 35 delegates, including 1 invited guest and 34 official delegates. Provincial Party Secretary Nguyen Khac Than; Deputy Provincial Party Secretary and Chairman of the Provincial People's Committee Vo Trong Hai; Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh; and Vice Chairman of the Provincial People's Committee Thai Van Thanh will attend the Congress.

The Nghe An delegation attending the Congress included 1 representative of a collective awarded the title of Hero of Labor, 2 National Emulation Fighters, 1 exemplary person with meritorious service, 1 exemplary person implementing Directive 05, 1 representative of an exemplary advanced collective, 3 exemplary workers, 3 exemplary farmers, and 21 exemplary individuals.
Delegate Ngo Nhat Lan - a reporter from Nghe An Newspaper and Radio and Television - attended the Congress as an exemplary advanced individual.

The 11th National Congress of Patriotic Emulation has the task of summarizing the emulation movement and reward work for the period 2021-2025; honoring and commending outstanding individuals and collectives in patriotic emulation movements; and setting forth directions and tasks for continuing to innovate emulation and reward work in the next five years.
Through this, we will create momentum and motivation to contribute to the successful implementation of socio-economic development tasks and the maintenance of national defense and security in the 2026-2030 period, in accordance with the spirit of the Resolution of the 14th National Congress of the Party, ushering our country into a new era - an era of striving for national prosperity and strength.

Within the framework of the Congress, the following activities will take place: Leaders of the Party and State and delegates will visit the Mausoleum of President Ho Chi Minh and offer incense at the Monument to the Heroes and Martyrs; an exhibition of photographs about President Ho Chi Minh and patriotic emulation movements and emulation congresses; an exhibition showcasing the country's economic and social achievements after 40 years of national renewal; a program of exchange among exemplary individuals; and honoring and commending Labor Heroes, Heroes of the People's Armed Forces, and National Emulation Soldiers.
During the preparatory session of the Congress, delegates were briefed on the program and regulations of the Congress; received a report on the composition, number, and structure of delegates attending the Congress; approved the Congress program; and reviewed the ceremonies for the opening day.
The 11th National Emulation Congress was attended by 139 delegates, including individuals and collective representatives of "Heroes of the People's Armed Forces" and "Heroes of Labor" awarded from 2021 to the present; 86 delegates representing national emulation fighters awarded from 2021 to the present; and 198 delegates from ethnic minority groups.
138 exemplary delegates representing various professions and fields: doctors; teachers; artisans; artists; scientists; writers; individuals awarded the Ho Chi Minh Prize and State Prize; journalists; young talents; veterans; former Youth Volunteers; and those who have contributed to the revolution.
1,326 delegates were outstanding role models in patriotic emulation movements, mainly those directly involved in labor and production in the economic, cultural, social, national defense, and security fields of central ministries, departments, and organizations, as well as provinces and cities.
The oldest delegate is Ms. Nguyen Thi Binh, 98 years old, Labor Hero, former Vice President of Vietnam. There are 5 youngest delegates (11 years old).
The official session of the 11th National Congress of Emulation and Patriotic Movements will take place on the morning of December 27, 2025, at the National Convention Center (Hanoi).
