Over 36,500 officials and civil servants will receive their benefits under Decree 178 before October 15th.

According to the Prime Minister's directive, the 36,542 officials and civil servants who have not yet received their severance pay under Decree 178 will have their cases resolved before October 15th.

After three months of operating the two-tiered local government system, the Government held a meeting to assess the situation and continue reviewing and resolving difficulties and obstacles to ensure truly orderly and effective operation, providing the best service to citizens and businesses.

Minister of Home Affairs Pham Thi Thanh Tra said that after being put into operation from July 1st, the two levels of local government have basically streamlined their organization and personnel, and administrative activities are running smoothly without interruption.

Notably, over 7 million online applications have been processed, with an on-time completion rate exceeding 91%. The country currently has more than 3,100 commune-level public administrative centers, facilitating citizens' access to public services. The process of streamlining the administrative apparatus, reorganizing offices, and transforming functions has initially yielded positive results, contributing to resource savings.

According to the Minister of Home Affairs, out of a total of 69 tasks assigned according to the conclusions of the Politburo, the Secretariat, and related resolutions, 42 tasks have been implemented, while 27 tasks are still being carried out.

However, the Minister of Home Affairs also pointed out several difficulties. In some rapidly developing areas, the large workload has overloaded officials; while in many other places, there is a shortage of personnel with specialized expertise. Some specialized guidance documents are issued slowly, causing confusion for localities in handling work.

The technical infrastructure at the commune level is not yet synchronized, and many offices and equipment do not meet the requirements for operating the e-government system. Population data and online public services still experience technical errors, affecting the experience of citizens.

Procedures related to land, civil registration, social insurance, and construction are not yet fully integrated, leading to situations where people have to travel back and forth multiple times.

"To date, there are still 36,542 people who have not received their benefits and entitlements. Recently, the Ministry of Finance issued Document No. 15041 to guide localities in focusing on implementing the payment process. Thanks to this, in just one week, more than 3,000 additional cases have been resolved," Minister Pham Thi Thanh Tra informed.

Besides some ministries, departments, and localities that have completed the payment of benefits, with many achieving rates above 90%, there are still some ministries, departments, and localities that have not been truly proactive, and the payment rate remains low, below 60%.

Therefore, one of the important tasks is to finalize the payment of benefits and policies according to Decree 178 and Decree 67, ensuring completion before October 15th as required by the Politburo.

Prime Minister Pham Minh Chinh requested relevant agencies to clearly identify obstacles, state specific causes, and commit to solutions along with deadlines for completion. In particular, the Prime Minister emphasized the need to finalize the payment of benefits to over 36,500 outstanding cases of laid-off workers before October 15th.

The Prime Minister also noted that streamlining the administrative apparatus goes hand in hand with decentralization and delegation of power; therefore, inspection and supervision need to be strengthened.
