More than 36,500 officials and civil servants will be paid according to Decree 178 before October 15.

After 3 months of operating the two-level local government, the Government held a meeting to assess the situation, continue to review and remove difficulties and obstacles to operate in a truly orderly and effective manner, best serving the people and businesses.

Minister of Home Affairs Pham Thi Thanh Tra said that after operating from July 1, the two-level local government has basically completed its organization and personnel, and administrative activities have been running smoothly without interruption.

Notably, more than 7 million online records have been processed, with a timely completion rate of over 91%. The country currently has more than 3,100 commune-level public administrative centers, creating favorable conditions for people to access public services. The process of streamlining the apparatus, arranging headquarters, and converting functions has initially brought about efficiency, contributing to saving resources.

According to the Minister of Home Affairs, out of a total of 69 tasks assigned according to the conclusions of the Politburo, the Secretariat and related resolutions, 42 tasks have been deployed, while 27 tasks are still being implemented.

However, the Minister of Home Affairs also pointed out many difficulties. In some fast-growing areas, the large workload has overloaded officials; while in many other places, there is a lack of specialized personnel. Some specialized guidance documents are issued slowly, causing confusion for localities in handling work.

Commune-level technical infrastructure is not yet synchronized, many headquarters and equipment do not meet the requirements for operating the electronic administrative system. Population data and online public services still have technical errors, affecting people's experience.

Procedures related to land, household registration, social insurance, and construction are still not fully connected, leading to people having to go back and forth many times.

"Up to this point, there are still 36,542 people who have not received their benefits and policies. Recently, the Ministry of Finance issued Document No. 15041 to guide localities to focus on implementing the payments. Thanks to that, within just 1 week, more than 3,000 cases have been resolved," Minister Pham Thi Thanh Tra informed.

Besides some ministries, departments, branches and localities that have completed the payment of the regime, many places reaching a rate of over 90%, there are still ministries, branches and localities that have not been really resolute, the payment rate is still low, below 60%.

Therefore, one of the important tasks is to complete the payment of regimes and policies according to Decree 178 and Decree 67, ensuring completion before October 15 as required by the Politburo.

Prime Minister Pham Minh Chinh requested relevant agencies to clearly identify the problems, state specific causes and commit to solutions and completion deadlines. In particular, the Prime Minister noted that the regime must be paid before October 15 for more than 36,500 remaining cases of unemployment.

The Prime Minister also noted that streamlining the apparatus goes hand in hand with decentralization and delegation of power, so inspection and supervision need to be strengthened.
