Press conference to inform the results of the 20th Congress of Nghe An Provincial Party Committee, term 2025-2030

On the afternoon of October 3, the Standing Committee of Nghe An Provincial Party Committee held a press conference to inform the results of the 20th Provincial Party Congress, term 2025-2030.

Comrades: Nguyen Duc Trung - Provincial Party Secretary; Le Hong Vinh - Deputy Provincial Party Secretary, Chairman of the Provincial People's Committee chaired the press conference.

Attending the event were members of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, leaders of departments, branches and sectors; leaders of provincial press agencies, representatives of office leaders and residents of central and local press agencies in the province.

Nghe An strives for an average gross regional domestic product (GRDP) growth rate of 12% or more in the 2025 - 2030 period.

Briefing on the results of the Congress, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission Ngoc Kim Nam said that the 20th Congress of Nghe An Provincial Party Committee, term 2025 - 2030, took place from October 1-3, 2025 at the Provincial Labor Culture House, with the participation of 500 official delegates, representing 200,579 party members in the entire Party Committee.

The Congress summarized the leadership and direction work for the 2020-2025 term; discussed and contributed many profound opinions to the documents; and passed the Resolution with 100% of delegates agreeing. The Congress elected the Provincial Party Executive Committee for the 20th term, 2025-2030 term, consisting of 68 comrades; the Executive Committee elected 17 comrades as members of the Provincial Party Standing Committee.

Comrade Nguyen Duc Trung was re-elected as Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term. Comrades Hoang Nghia Hieu, Le Hong Vinh, and Vo Thi Minh Sinh continued to hold the position of Deputy Secretaries of the Nghe An Provincial Party Committee for the 2025-2030 term.

The Provincial Party Executive Committee elected the 20th Provincial Party Committee Inspection Committee consisting of 11 comrades. The Congress elected 30 official delegates and 3 alternate delegates to attend the 14th National Congress of the Party.

The Congress determined the direction and goals for the 2025-2030 term to build Nghe An into a fairly developed province with national growth in the new era of development.

Nghe An strives for an average gross regional domestic product (GRDP) growth rate of 12% or more in the 2025 - 2030 period, with an average increase in state budget revenue of over 12% in the period; and average GRDP per capita by the end of 2030 reaching 165-190 million VND/person/year.

Implement 39 main targets and groups of targets for the 2025 - 2030 term; 3 strategic breakthroughs, 5 key tasks, 8 main tasks and solutions on Party building, socio-economic development, national defense, security, foreign affairs and international integration.

Immediately after the Congress, Nghe An Provincial Party Committee directed the urgent organization of studying, thoroughly grasping and widely propagating the Resolution; promulgating an Action Program with the spirit of "clear people, clear work, clear time, clear responsibility, clear authority, clear results"; launching a vibrant emulation movement, bringing the Resolution into life.

The Congress called on all cadres, party members and people of Nghe An province to continue promoting the tradition of solidarity, comprehensive innovation, breakthrough development, striving to complete the set goals, contributing with the whole country to successfully implement the Resolution of the 14th National Congress of the Party.

At the press conference, leaders of departments, agencies and sectors discussed, clarified and provided more detailed information about 3 strategic breakthroughs; the viewpoint of focusing on creating breakthroughs for rapid development in the Eastern region, sustainable development in the Western region; solutions to promote human resources, high-quality labor resources, promote dynamism, creativity and breakthroughs of the staff.

In addition, the sectors also exchanged and provided information on strategic transport infrastructure projects to be implemented in the coming term; key economic models for the province to grow rapidly and sustainably; the province's specific development roadmap to 2030 and vision to 2045, and important factors for the province to achieve the goal of becoming a national growth pole.

Speaking at the press conference, Chairman of the Provincial People's Committee Le Hong Vinh sincerely thanked the central and local press agencies for accompanying the province in the past time; especially actively informing and spreading the spirit and content of the Congress to party members and people; at the same time, he hoped that the press agencies would continue to accompany to bring the Congress Resolution into life to achieve the highest results.

Strengthening propaganda to contribute to bringing the Resolution of the Congress into life soon

Concluding the press conference, Provincial Party Secretary Nguyen Duc Trung affirmed that the 20th Congress of Nghe An Provincial Party Committee, term 2025 - 2030, has completed all the contents of the proposed program and achieved great success. He also emphasized that in the term 2025 - 2030, the province has set very high goals and targets, determined to become a fairly developed province in the country, a national growth pole.

The Provincial Party Secretary said that the contents raised by press agencies and journalists are very important, continuing to suggest issues that the Nghe An Provincial Party Committee will continue to pay attention to, lead, and direct implementation in the coming time.

Discussing and clarifying further about development goals, especially the average GRDP target for the 2025-2030 period of 12% or more, the Provincial Party Secretary said that in Resolution No. 39-NQ/TW, the Politburo set the growth target for the province in the 2025-2030 period at 11-12%. However, if the growth rate is only 11%, it will be difficult for the province to achieve the target, the average income per capita target by 2030 will be about 8,000 USD.

In addition, during the working session with the Provincial Party Committee Standing Committee, General Secretary To Lam raised the issue of orienting Nghe An to become a national growth pole. The Provincial Party Congress determined that the goal of developing into a national growth pole is a great political determination, with a basis, based on the foundations that the province has achieved in the past time.

That is the result of Nghe An's FDI attraction in the past term. The province, from a "lowland" area, has made great strides, which is the foundation for the formation of a high-tech industry. In the coming term, the province will have many dynamic infrastructure projects, especially transport infrastructure projects, such as the Vinh - Thanh Thuy expressway project, the North - South high-speed railway project passing through the province; investment in expanding National Highway 7 and National Highway 48.

In addition, the projects that the province is implementing, such as the Cua Lo deep-water port project; the Vinh international airport upgrade and expansion project, the Quynh Lap LNG power project associated with the port warehouse cluster... Along with that, special mechanisms and policies will also create more resources and motivation for the province to develop.

Provincial Party Secretary Nguyen Duc Trung also discussed and clarified the contents of the 3 strategic breakthroughs in the coming term. With institutional breakthroughs, the province focuses on building and synchronously promulgating mechanisms and policies under the province's authority in two key groups: Creating development, attracting and encouraging investment in key areas; promoting innovation, developing science and technology, startup ecosystem, private enterprises and new growth drivers.

Remove bottlenecks and barriers, liberate and unblock development resources; promote decentralization, delegation of authority and power, and clarify responsibilities, promoting proactiveness, flexibility and creativity of all levels, sectors, agencies and units.

Breakthrough in human resource development, focusing on comprehensive human resource development, especially high-quality human resources. Synchronously deploy solutions to improve the quality of general education, vocational education, and university education in the direction of modernization and integration; strive to have training sectors that meet international standards.

Promote flexible training models, foster skills for officials, civil servants, employees and entrepreneurs. Promote the attraction and use of talents and high-quality workers. Build a team of officials at all levels with qualities, capacity and prestige, meeting the requirements of tasks in the new period.

Breakthrough in infrastructure development, focusing on developing strategic transport infrastructure, connectivity, spillover effects, creating momentum for development. Promote the development of digital infrastructure, science and technology infrastructure, logistics, energy, multi-purpose irrigation, disaster prevention and control works, and climate change adaptation. Develop modern urban infrastructure, essential social infrastructure and social housing.

Regarding the operation of the two-level local government, Provincial Party Secretary Nguyen Duc Trung said that the initial steps have been effective. However, there are still limitations, especially difficulties in facilities and equipment; the number and quality of staff are both excessive and insufficient. The province is continuing to review and rearrange the staff at the commune level so that the apparatus can operate effectively and efficiently.

Provincial Party Secretary Nguyen Duc Trung emphasized that in the coming term, the province will determine to take science, technology, innovation and digital transformation as the main driving force; take institutional and governance innovation as a lever; take Nghe An culture and people as the foundation to create new impetus.

Developing industries, in which high-tech industry and processing technology are the driving force for development; developing green, smart, ecological agriculture that adapts to climate change; developing green economy, digital economy, marine economy, circular economy, high-tech industry and high-quality services.
