Press conference announcing the results of the 20th Congress of the Nghe An Provincial Party Committee, term 2025-2030.

On the afternoon of October 3rd, the Standing Committee of the Nghe An Provincial Party Committee held a press conference to announce the results of the 20th Provincial Party Congress, for the 2025-2030 term.

Comrades Nguyen Duc Trung - Secretary of the Provincial Party Committee; and Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over the press conference.

Attending the meeting were members of the Provincial Party Standing Committee, Vice Chairmen of the Provincial People's Committee, leaders of departments and agencies; along with leaders of provincial press agencies, and representatives of the offices and bureaus of central and local press agencies in the province.

Nghe An province strives to achieve an average gross regional product (GRDP) growth rate of 12% or higher during the 2025-2030 period.

Summarizing the results of the Congress, the Head of the Propaganda and Mass Mobilization Department of the Provincial Party Committee, Ngoc Kim Nam, said that the 20th Congress of the Nghe An Provincial Party Committee, for the term 2025-2030, took place from October 1-3, 2025 at the Provincial Labor Culture House, with the participation of 500 official delegates, representing 200,579 Party members throughout the entire Party organization.

The Congress summarized the leadership and guidance work for the 2020-2025 term; discussed and contributed many insightful opinions to the documents; and adopted the Resolution with 100% of delegates in agreement. The Congress elected the 20th Provincial Party Committee, term 2025-2030, consisting of 68 members; the Executive Committee elected 17 members of the Provincial Party Standing Committee.

Comrade Nguyen Duc Trung was re-elected as Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term. Comrades Hoang Nghia Hieu, Le Hong Vinh, and Vo Thi Minh Sinh were re-elected as Deputy Secretaries of the Nghe An Provincial Party Committee for the 2025-2030 term.

The Provincial Party Committee elected the 20th Provincial Party Inspection Committee, consisting of 11 members. The Congress elected 30 official delegates and 3 alternate delegates to attend the 14th National Congress of the Party.

The Congress determined the direction and objectives for the 2025-2030 term as building Nghe An into a prosperous province and a national-level growth pole in the new development era.

Nghe An strives to achieve an average Gross Regional Domestic Product (GRDP) growth rate of 12% or higher during the 2025-2030 period, with average state budget revenue growth exceeding 12%; and GRDP per capita reaching 165-190 million VND/person/year by the end of 2030.

Implement 39 key targets and groups of targets for the 2025-2030 term; 3 strategic breakthroughs, 5 key tasks, and 8 main tasks and solutions regarding Party building, socio-economic development, national defense, security, foreign affairs, and international integration.

Immediately after the Congress, the Nghe An Provincial Party Committee directed the prompt organization of study sessions, dissemination, and widespread promotion of the Resolution; issued an Action Program with the spirit of "clear responsibilities, clear tasks, clear timelines, clear accountability, clear authority, and clear results"; and launched a vibrant emulation movement to put the Resolution into practice.

The Congress calls upon all cadres, Party members, and people of Nghe An province to continue to uphold the tradition of unity, comprehensively innovate, achieve breakthrough development, strive to fulfill the set goals, and contribute together with the whole country to successfully implement the Resolution of the 14th National Congress of the Party.

At the press conference, leaders of departments and agencies exchanged, clarified, and provided more detailed information on the three strategic breakthroughs; the focus on creating breakthroughs for rapid development in the East region and sustainable development in the West region; and solutions to leverage human resources, high-quality labor, and promote the dynamism, creativity, and breakthroughs of the staff.

In addition, the sectors also exchanged and provided information on strategic transportation infrastructure projects to be implemented in the next term; key economic models for the province's rapid and sustainable growth; the province's specific development roadmap to 2030 and vision to 2045; and important factors for the province to achieve its goal of becoming a national-level growth pole.

Speaking at the press conference, Chairman of the Provincial People's Committee Le Hong Vinh expressed his sincere gratitude to the central and local press agencies for their support over the past period; especially for actively disseminating information and spreading the spirit and content of the Congress to Party members and the people; and hoped that the press agencies would continue to cooperate to bring the Congress Resolution into life with the best possible results.

Strengthening propaganda efforts will contribute to bringing the Congress's Resolution into practice as soon as possible.

Concluding the press conference, Provincial Party Secretary Nguyen Duc Trung affirmed that the 20th Congress of the Nghe An Provincial Party Committee, for the 2025-2030 term, had successfully completed all the planned agenda items. He also emphasized that for the 2025-2030 term, the province has set very high goals and targets, determined to become a relatively prosperous province in the country and a national-level growth pole.

The Provincial Party Secretary stated that the issues raised by the press and journalists were very important and continued to suggest matters that the Nghe An Provincial Party Committee would continue to focus on and direct the implementation of in the future.

In discussions to further clarify development goals, especially the target of achieving an average GRDP growth rate of 12% or higher for the period 2025-2030, the Provincial Party Secretary stated that in Resolution No. 39-NQ/TW, the Politburo set a growth target for the province of 11-12% for the period 2025-2030. However, if the growth rate is only 11%, the province will find it difficult to achieve the target of an average per capita income of approximately 8,000 USD by 2030.

Furthermore, during the working session with the Provincial Party Standing Committee, General Secretary To Lam raised the issue of orienting Nghe An to become a national-level growth pole. The Provincial Party Congress determined that the goal of developing into a national-level growth pole is a major political commitment, well-founded, and based on the foundations the province has achieved in the past.

That is the result of Nghe An's FDI attraction during the past term. The province, once considered a "low-lying area," has made remarkable progress, laying the foundation for the formation of a high-tech industry. In the next term, the province has many key infrastructure projects, especially transportation infrastructure projects, such as the Vinh - Thanh Thuy expressway project, the North-South high-speed railway project passing through the province; and investment in expanding National Highway 7 and National Highway 48.

In addition, there are projects that the province is implementing, such as the Cua Lo deep-water port project; the upgrading and expansion project of Vinh International Airport; and the Quynh Lap LNG power plant project connected to the port and warehouse complex... Along with these, specific mechanisms and policies will also create more resources and impetus for the province's development.

Provincial Party Secretary Nguyen Duc Trung also discussed and clarified the contents of the three strategic breakthroughs for the next term. Regarding institutional breakthroughs, the province will focus on building and promulgating a comprehensive set of mechanisms and policies within its authority, focusing on two key areas: creating development, attracting and encouraging investment in key sectors; and promoting innovation, developing science and technology, the startup ecosystem, private enterprises, and new growth drivers.

Remove bottlenecks and barriers, unleash and unlock development resources; promote decentralization, delegation of power, and authorization while clarifying responsibilities, and fostering the initiative, flexibility, and creativity of all levels, sectors, agencies, and units.

A breakthrough in human resource development, focusing on the comprehensive development of human resources, especially high-quality human resources. Implementing a comprehensive set of solutions to improve the quality of general education, vocational education, and higher education in a modern and integrated direction; striving to have training programs that meet international standards.

Promote flexible training models and skills development for officials, civil servants, employees, and entrepreneurs. Intensify efforts to attract and utilize talented individuals and high-quality labor. Build a team of officials at all levels with the necessary qualities, capabilities, and prestige to meet the demands of the new era.

Breakthroughs in infrastructure development, focusing on developing strategic transportation infrastructure with connectivity and ripple effects, creating momentum for development. Promoting the development of digital infrastructure, science and technology infrastructure, logistics, energy, multi-purpose irrigation, disaster prevention and mitigation works, and climate change adaptation. Developing modern urban infrastructure, essential social infrastructure, and social housing.

Regarding the operation of the two-tiered local government system, Provincial Party Secretary Nguyen Duc Trung stated that it has initially been effective. However, there are still limitations, especially difficulties in infrastructure and equipment; and the number and quality of officials are both excessive and insufficient. The province is continuing to review and reorganize the staff at the commune level to ensure the system operates effectively and efficiently.

Provincial Party Secretary Nguyen Duc Trung emphasized that, in the coming term, the province has identified science, technology, innovation, and digital transformation as the main driving force; institutional and governance reform as a leverage; and the culture and people of Nghe An as the foundation to create new momentum.

Developing industries, with high-tech and processing industries as driving forces; developing green, smart, ecological agriculture that adapts to climate change; developing a green economy, digital economy, marine economy, circular economy, high-tech industries, and high-quality services.

Provincial Party Secretary Nguyen Duc Trung expressed his sincere gratitude for the sharing and support of the press agencies over the past period; and hoped that in the future, the press agencies would continue to cooperate with the province in propaganda work, first and foremost by strengthening the dissemination of key contents of the Congress to create high unity in awareness, consensus in will, and decisiveness in action, contributing to bringing the Resolution of the Congress into life as soon as possible.

Provincial Party Secretary Nguyen Duc Trung also requested that media agencies point out existing shortcomings, bottlenecks, and obstacles to help the province identify and address them; and strengthen the dissemination of good models, effective methods, and exemplary individuals and good deeds to be replicated throughout society.
