Mr. Lo Van An, residing in Ky Son district, asks: What are the contents of international cooperation on border defense? What are the regulations regarding the forms of international cooperation on border defense?

Article 12 of the 2020 Vietnam Border Guard Law stipulates:

1. The content of international cooperation on border defense includes:

a) Establishing and developing border relations; building and expanding friendly relations with the government, people, and functional forces of countries sharing a border and other countries; developing relations with relevant international organizations;

b) Signing and implementing international treaties and agreements on border defense; establishing and implementing bilateral and multilateral border defense cooperation mechanisms in accordance with the law;

c) Negotiating and resolving issues and incidents related to borders and border gates; patrolling the border; controlling immigration and emigration, import and export at border gates and crossings in accordance with the law; preventing and combating crime and violations of the law;

d) To fight against and prevent all actions that harm border relations between Vietnam and other countries;

d) Prevention, response, and mitigation of incidents, natural disasters, calamities, climate change, and epidemics; search and rescue; and disaster relief.

e) Training, professional development, exchange of experience in border defense, transfer of equipment, science and technology to enhance the capacity to perform border defense tasks.

2. Forms of international cooperation on border defense include:

a) Signing international treaties and agreements;

b) Discussions, exchanges, and cooperation;

c) Exchanging and sharing information;

d) Other forms of cooperation as prescribed by Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a party.
