Article 12 of the 2020 Vietnam Border Law stipulates:
1. Contents of international cooperation on border protection include:
a) Establish and develop border relations; build and expand friendly relations with the authorities, people, and functional forces of countries sharing borders and other countries; develop relations with relevant international organizations;
b) Sign and implement international treaties and international agreements on border defense; establish and implement bilateral and multilateral border defense cooperation mechanisms in accordance with the provisions of law;

c) Negotiate and resolve issues and incidents related to borders and border gates; patrol the border; control entry and exit, import and export at border gates and across the border in accordance with the provisions of law; prevent and combat crimes and law violations;
d) Fight to prevent all actions that harm border relations between Vietnam and other countries;
d) Prevention, response, and overcoming of incidents, natural disasters, catastrophes, climate change, and epidemics; search, rescue, and relief;
e) Training, professional training, exchange of border experience, transfer of equipment, science and technology to enhance the capacity to perform border tasks.

2. Forms of international cooperation on border protection include:
a) Signing international treaties and international agreements;
b) Discussion, exchange and cooperation;
c) Exchange and share information;
d) Other forms of cooperation as prescribed by Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a member.
