Online meeting on preventing and responding to Typhoon No. 3.

(Baonghean.vn) - On the morning of July 18th, Deputy Prime Minister Trinh Dinh Dung chaired an online meeting on the prevention and control of Typhoon No. 3, internationally known as "Thunderbolt," with affected provinces and cities. At the Nghe An branch, attendees included Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, members of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue, and leaders of several relevant departments and agencies.

According to the Central Meteorological and Hydrological Center's forecast, Typhoon No. 3 is moving slowly at a speed of 10-15 km/h, with a wide circulation radius of 200 km. It is highly likely that the typhoon will enter the Gulf of Tonkin and intensify. When Typhoon No. 3 makes landfall in Vietnam, winds will reach levels 10-11, with gusts of levels 12-14. The affected area from Quang Ninh province to Nghe An province will experience winds of level 6 or higher.

Tomorrow (August 19th), the storm will make landfall, potentially causing widespread heavy rainfall of 200-300mm. Heavy rain may also occur in Thanh Hoa and Nghe An provinces, posing a risk of flash floods and landslides in mountainous areas and flooding in low-lying areas; strong winds of force 6 to 8, gusting to force 9 to 11, are expected.

Deputy Prime Minister Trinh Dinh Dung requested that localities implement comprehensive measures to prevent and mitigate the effects of Typhoon No. 3.

The Provincial Steering Committee for Disaster Prevention and Control has received the Government's directives and is implementing effective storm prevention and control plans.

To cope with Typhoon No. 3, the Nghe An Provincial Steering Committee for Disaster Prevention and Search and Rescue issued urgent dispatch No. 24/CD.UBND (at 8:00 AM on August 18, 2016) directing units and localities to strengthen measures to prevent and mitigate the effects of the typhoon and the risk of flooding caused by it.

By 10:00 AM on August 18th, following directives from the Provincial People's Committee, coastal localities including Hoang Mai town, Cua Lo, and the districts of Quynh Luu, Dien Chau, and Nghi Loc had urged 100% of boats and ships to seek safe shelter. Simultaneously, they strictly inspected the mooring arrangements for boats and ships in the storm shelters, ensuring no one remained on board.

The path of typhoon number 3 is forecast to make landfall in the provinces from Quang Ninh to Nghe An with wind gusts of level 13-14.

For areas prone to flooding and landslides, be prepared to deploy guards, erect warning signs, and set up checkpoints to prevent people and vehicles from passing through during heavy rain and floods, while implementing measures to ensure traffic safety. In addition, conduct inspections of dikes, dams, and other structures.

Concluding the conference, Deputy Prime Minister Trinh Dinh Dung requested that localities in the areas affected by Typhoon No. 3 regularly update information and proactively respond to the typhoon's developments. Particular attention should be paid to solutions for evacuating people and property from vulnerable areas when necessary, ensuring the safety of lives and property for the people, and minimizing damage caused by the typhoon and its aftermath.
