Hung Chan: A year of innovation for the service of the people.

After one year of implementing the two-tiered local government model, Hung Chan commune has witnessed many positive changes in organizational structure, administrative reform, digital transformation, and the quality of service to the people, creating a foundation for promoting socio-economic development.

A streamlined and smoothly operating system after the merger.

Hung Chan commune was established by merging the entire natural area and population of the three former communes of Chau Phong, Chau Hoan, and Dien Lam in Quy Chau district. After the merger, the locality has an area of ​​over 351 km², a population of over 12,600 people with 17 villages; the commune's Party Committee has 32 subordinate branches and nearly 1,000 Party members.

The expansion of administrative boundaries and increased population size meant a greater workload and higher management requirements. However, immediately after its establishment, the Party Committee, People's Council, and People's Committee of the commune quickly reorganized their structure, developed working regulations, and assigned specific tasks to each agency, unit, and responsible official.

The Party's advisory bodies, the Fatherland Front, political and social organizations, and specialized departments under the Commune People's Committee have been established and are operating in accordance with regulations. The political system's operations are maintained continuously, preventing any gaps in management and administration.

It is noteworthy that the staff and civil servants quickly stabilized their mindset, complied well with the organization's assignments, and demonstrated a sense of responsibility in performing their duties. After one year of operation, the system has been gradually improved towards a streamlined structure, with clear roles, responsibilities, and accountability, creating an important foundation for enhancing the effectiveness and efficiency of state management at the grassroots level.

More importantly, the two-tiered local government system has fundamentally changed the role of commune-level governments. Previously, they primarily carried out tasks through a "subordinate" mechanism, heavily dependent on higher levels. Now, however, grassroots governments are more decentralized and empowered, proactively addressing many issues within their own localities.

Speaking with reporters, Mr. Hoang Dinh Khanh – Head of the Culture and Social Affairs Department of Hung Chan commune – shared: “A year of implementing the two-tiered local government system has been a time of much pressure but also great significance for the team of officials and civil servants. The workload has increased, and the requirements for expertise, digital skills, and a sense of responsibility are also higher. However, thanks to clearer decentralization and delegation of authority, many tasks are resolved right at the grassroots level, saving people from having to travel multiple times. This both motivates us to strive harder and helps each official clearly understand their role as servants of the people.”

This change not only shortens the processing time but also enhances the responsibility of officials and civil servants in serving the people. The commune government is gradually shifting from a purely administrative management role to a development-creating role, directly addressing issues arising from practical situations.

Putting the people at the center of service creates momentum for development.

After one year of implementing the new administration, the most noticeable mark in Hung Chan commune is the change in governance methods and the quality of service provided to the people.

Thanks to greater decentralization, many areas such as land, civil registration, certification, social policies, agriculture, construction, culture, education, and health are now handled directly at the commune level without going through multiple intermediaries as before. This significantly reduces processing time, lowers travel costs for citizens, and enhances the proactive role of local authorities.

While previously officials primarily followed procedures correctly, now the requirements are higher: not only must they resolve issues according to regulations, but they must also guide, support, and work alongside citizens, proactively addressing any difficulties that arise during the administrative process.

The spirit of service is clearly demonstrated at the commune's Public Administrative Service Center. Administrative procedures are public and transparent; the processing procedures are standardized; and many procedures are digitized and processed electronically.

From July 1, 2025 to the end of May 2026, the commune received 3,388 administrative procedure applications. Of these, more than 65% were processed online; the rate of applications resolved ahead of schedule reached over 98%; and 100% of applications were digitized. These figures reflect the positive changes in administrative reform and the quality of service provided by the local government.

In addition, the work of receiving citizens and resolving their requests and complaints has been carried out seriously. Cases that arise are received and processed promptly, minimizing prolonged delays and contributing to strengthening the people's trust in the government.

Mr. Lo Xuan Thai, village elder of Nat hamlet, Hung Chan commune, said: “Compared to before, handling administrative procedures is much more convenient now. Officials provide specific guidance on paperwork from the start, so there's no need for multiple trips. Processing time is fast, and the officials are friendly and dedicated. Many procedures can be done online or the progress can be checked via phone, making it very convenient for the people. We clearly feel the change in the government towards being closer to the people and serving them better.”

Alongside administrative reforms, digital transformation in Hung Chan commune has achieved many positive results. After one year of implementation, 100% of documents within the Party and government system are processed electronically; digital signatures are used regularly; databases on population, civil registration, land, social security, etc., are gradually standardized and interconnected, creating a foundation for building a digital government.

The application of VNeID, connected to the National Public Service Portal, helps reduce paperwork and shorten the time for resolving administrative procedures; many services are now available regardless of administrative boundaries. In particular, 100% of Party members in the entire commune Party committee have used the electronic Party member handbook and paid Party fees digitally, contributing to promoting digital transformation in Party building work.

Despite the achievements, the operation of the new government still faces many difficulties. The large geographical area and increased workload, coupled with a reduced workforce, create significant pressure on officials and civil servants. Some specialized data is not yet synchronized, and the information technology infrastructure and digital skills of some officials and citizens remain limited. However, these are primarily transitional challenges that local Party committees and authorities are gradually addressing.

Mr. Sam Van Lan, Permanent Deputy Secretary of the Party Committee of Hung Chan commune, said: "The results achieved after one year of implementing the two-tiered local government system are an important foundation for the locality to continue to innovate, improve the quality of governance and serve the people."

In the coming period, the commune will focus on consolidating its staff, promoting administrative reform, digital transformation, and improving the quality of operations at the Public Administrative Service Center; while also strengthening discipline and order, and fostering a sense of responsibility among its officials and civil servants. The overarching goal is to build a government that is close to the people, operates openly, transparently, effectively, and efficiently, better meeting the needs of the people and contributing to the successful achievement of the local socio-economic development goals.”
