On the evening of September 29, the low canal dike, also known as Hoi Tinh dike, through hamlet 7, Lang Rao, Hung Dao commune,Hung Nguyen districtbroken about 5m. Under the direct direction of comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, at 6:00 a.m. on September 30, the military and civilian forces completed the dike break.

According to the reporter's records, the dike has been patched with a large number of sandbags and rocks and is supported by deep, sturdy meter bars. However, during the time the dike broke, water flooded and caused widespread flooding in Hung Dao commune. Currently, water is still leaking through the patch and draining into residential areas.

Mr. Le Huy Khoa - Chairman of Hung Dao Commune People's Committee said: This is a key dike, protecting nearly 1,700 households (about 6,000 people), along with 400 hectares of crops in the commune and neighboring localities. However, because it is a weak point, during the annual rainy season, this low canal dike is continuously flooded, causing flooding. This year, the water rose quickly and flowed strongly, causing the dike to break. Overnight, about 400 people, including forces and people, worked together to patch the dike.
"In fact, in recent years, the locality has regularly petitioned all levels to have funding to upgrade this critical dike because local resources are not enough. However, it has not been implemented yet. When the rainy season comes, people are worried about dike breaks and flooding," Mr. Khoa emphasized.

Hung Nguyen district authorities said that although the dike breach in Hung Dao commune has been repaired, the weather is still erratic, water from upstream is continuously pouring in, and the risk of dike breaching still exists. Therefore, the district has directed units and Hung Dao commune authorities to assign forces, the core of which is the militia and self-defense force, the disaster prevention shock team, to be on duty 24/7 at the dike, report and handle any incidents promptly. In the long term, this dike will have to be upgraded soon to avoid similar incidents from happening.
