This affirms the position of a dynamic, modern, and developing locality within the province.
Visiting Hung Nguyen Nam commune in the final days of 2025, we clearly felt the new momentum in the cadre, the new responsibility in each party member, and the new confidence in every citizen. From residential areas to fertile fields, the rural landscape here has changed. The "Green Sunday" movement, maintaining security and order, is regularly carried out; many roads, drainage systems, and cultural centers continue to be upgraded; and in the fields, the green of winter vegetable crops covers the slopes and rice paddies.
This spirit was ignited by the very will for self-reliance and the aspiration to rise up in a land rich in revolutionary traditions, the site of the historic September 12th event, and the birthplace of the late General Secretary Le Hong Phong.
According to Comrade Cao Anh Duc, Deputy Secretary of the Party Committee and Chairman of the People's Committee of the commune, in order to achieve high consensus immediately after the congress, the Party Committee and the government determined to innovate leadership methods, first and foremost by innovating propaganda work, creating high unity within the political system and among the people. The first project issued and implemented in the 2025-2030 term is to upgrade and digitize the broadcasting system, ensuring fast, accurate, and timely information reaches every hamlet and every household.
The commune's electronic portal, fanpages, and Zalo groups of agencies and organizations within the political system are operated synchronously, creating a flexible communication system that effectively and modernly disseminates information. Alongside digital communication, direct meetings are regularly maintained: periodic citizen consultations, dialogues between the head of the Party committee and government with the people, briefings, and meetings for officials and Party members… All aim to accurately assess the situation, provide timely feedback, and foster consensus at the grassroots level.
Alongside propaganda efforts, the local authorities focused on resolving difficulties stemming from the specific problems faced by the people. Based on feedback, suggestions, and public consultations, the Standing Committee and the Party Committee directly visited the area to survey, inspect, and resolve each issue and each household. This approach of "addressing each issue individually and meeting each person" increased persuasiveness, strengthened trust, and created unity in implementation. As a result, many obstacles related to land use right certificates were resolved; many difficulties concerning transportation and drainage infrastructure in hamlets were prioritized for funding; and the role of the people as key stakeholders in implementation and benefits was promptly clarified through effective communication.
Ms. Nguyen Thi Phuong, Secretary of the Thanh Son hamlet Party branch, said: "The most noticeable thing is that commune officials are now closer to the people, more responsible, going directly to resolve difficulties, both disseminating information and listening. Thanks to this, the people trust and agree with them, creating an important foundation for the locality to develop more strongly in the future."
The Resolution of the First Congress of the Hung Nguyen Nam Commune Party Committee, term 2025-2030, sets ambitious goals: To build the commune to meet advanced new rural standards by 2028 and model new rural standards by 2029; to form a dynamic, modern economic and cultural zone with a ripple effect in the development space of Nghe An province. This is not only a destination but also a measure of the capacity for innovation in thinking and leadership methods of the local Party committee and government in the new context.
To realize this vision, Comrade Le Pham Hung - Member of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Hung Nguyen Nam commune - shared: “Hung Nguyen Nam has identified three key breakthroughs: attracting investment, administrative reform, and improving the quality of the cadre. These three breakthroughs are both urgent in the short term and have long-term strategic significance, creating a foundation for transforming the growth model towards sustainability.”
In attracting investment, the commune prioritizes maximizing the efficiency of its 60 existing businesses; simultaneously, it aims to welcome new capital flows into high-tech agriculture, farm economics, and value chain production. Development orientations are defined for each ecological zone: floodplains, rice paddies, and vegetable growing areas; linked to key products such as high-quality commercial rice, sesame for essential oil extraction, burdock root, high-grade vegetables and fruits, cucumbers, green squash, pumpkins, livestock farming (both small and large farms), and OCOP products. This approach, based on local advantages, not only creates sustainable livelihoods and increases people's income but also enhances the competitiveness of agriculture in Hung Nguyen Nam commune.
Recognizing administrative reform as a crucial driving force, the commune is promoting innovation in service methods towards a modern, transparent, and convenient approach. The commune's public administrative service center operates on a "one-stop shop - multiple services" model, shortening processes, simplifying procedures, and enhancing the application of digital transformation in receiving, processing, and delivering results.
To meet the new requirements, the commune places special emphasis on training digital skills for its staff and civil servants; at the same time, it brings digital transformation down to the hamlets and individual residential groups through guidance sessions on Saturdays and Sundays, helping non-specialized personnel and citizens become familiar with the digital management environment and online public services.
Along with innovation in mechanisms and technology, the locality places special emphasis on improving the quality of its staff. The commune requires its staff to be bold in thinking, acting, and taking responsibility for the common good; at the same time, they must be truly close to the people, deeply involved in the local area, and resolve each issue decisively, without allowing any lingering problems. Recent experience clearly demonstrates this: from addressing infrastructure issues in difficult hamlets, resolving land procedures, to resolving difficulties for businesses and people… all demonstrate a decisive spirit, responsibility, and increasingly professional service attitude.
The projects and plans for implementing the Action Program of the Congress Resolution are all developed with specific goals, targets, timelines, and results. Responsibilities are clearly assigned to each organization and individual; at the same time, steering committees are established, headed by members of the Standing Committee of the Party Committee in charge of each field, ensuring continuous guidance, close monitoring of practical situations, and timely handling of any arising issues.
