Guidelines for compensation, support, and resettlement work for the North-South High-Speed ​​Railway Project.

According to the official document,In implementation of Government Resolution No. 98/NQ-CP dated April 6, 2026, on the implementation of National Assembly Resolution No. 265/2025/QH15 allowing the separation of compensation, support, and resettlement content of the North-South High-Speed ​​Railway Project into independent projects; and to adjust some contents of Appendices I and II of Government Resolution No. 106/NQ-CP dated April 23, 2025, to provide a basis for research and unified implementation in accordance with regulations and consistent with Resolution No. 98/NQ-CP, while ensuring that the progress of resettlement areas for the project is not interrupted, the Provincial People's Committee assigns relevant departments, agencies, and localities to implement the following contents:

*Relevant People's Committees of communes and wards: For resettlement areas where procedures have been approved and contractors have been selected, allow construction to continue to take advantage of favorable weather conditions and ensure progress in serving the land clearance work of the project.

*For resettlement areas where projects have been approved but the selection of construction contractors has not yet been organized, it is permitted to continue completing the necessary technical documents and procedures; the next steps will be temporarily suspended until unified guidance is issued by the Government and central ministries and agencies on implementation.

*For resettlement areas where project approval has not yet been completed, the necessary documents and procedures for investment preparation should be finalized; temporarily, they should not be submitted to the competent authority for approval pending guidance on the transitional mechanism under the new regulations.

The Provincial People's Committee assigns the Departments of Finance, Construction, Agriculture and Environment, the State Treasury of Region XI, and other relevant departments and agencies, according to their functions and duties, to continue coordinating and guiding localities in simultaneously carrying out investment preparation, planning management, land status management, construction order within the project area, and settlement of accounts.

At the same time, regularly monitor and compile any difficulties and obstacles that arise in order to provide guidance on handling them within their authority or advise the Provincial People's Committee to report and propose to higher authorities for unified implementation guidance.
