Preserving and promoting traditional cultural values, especially the heritages associated with the life and career of President Ho Chi Minh, needs to be harmoniously combined with investment in infrastructure and modern, high-quality tourism services worthy of his homeland.

Thereby, contributing to Nghe An developing sustainable and professional tourism, becoming one of the tourist centers of the North Central region, an attractive destination domestically and internationally; at the same time, improving the material and spiritual life of the people.

During the past term, thanks to correct and practical policies and resolutions, the face of Nghe An's rural and mountainous areas, especially the electricity, road, school and station systems, has changed significantly, and the material and spiritual life of the people has been increasingly improved.

However, in reality, after the merger, some villages and hamlets have community cultural houses that are too small compared to the population; there are still many places where roads are degraded, making it difficult for people to travel; especially in areas with many streams and creeks; some areas have not yet solidified the internal canal system, affecting production and people's lives; some areas have poor electricity quality.

Therefore, I hope that the Provincial Party Congress for the 2025-2030 term will continue to have policies and decisions that prioritize investment in synchronous infrastructure in rural mountainous areas. Especially the source of cement to support the concreting of rural roads, bridges over streams, canals, electricity, clean water... infrastructure works that serve the essential needs of the people.

Besides, in the new term, I also hope that Party committees and authorities at all levels will pay attention to investing in information systems at the grassroots level to ensure effective and smooth operation of the two-level government, including equipping computers and synchronized radio and television systems for villages and hamlets.

I also expect and believe that the Congress of this term will continue to pay attention to and bring many investment projects to remote, mountainous and border areas. However, before investing and supporting plants, breeds and other investment capital sources, it is necessary to consult with the locality and people; conduct field surveys to focus on key investments; at the same time, assign staff to regularly monitor and guide implementation to promptly remove difficulties and obstacles, improve investment efficiency and quality.

I also especially expect the province to have a mechanism to order and sponsor student initiatives, topics, and startup projects; expand creative space so that young minds can try their hand at real-life problems, creating specific, effective, and practical products.

When youth are trusted, empowered and assigned specific tasks, their strength will become an important driving force to quickly bring the Party's policies and resolutions into life; contributing to the early realization of the goal of becoming a national growth pole in the new era of development, and growing strongly with the country.

Following the development of Nghe An province in recent years, we - the workers - are extremely proud and excited about the great achievements that the Provincial Party Committee has achieved. The infrastructure is increasingly synchronized, the investment environment continues to be strongly improved, many large domestic and foreign enterprises choose Nghe An as a destination, creating many jobs for workers.
