The 20th Provincial Party Congress, for the 2025-2030 term, is being held at a very significant time, as the country is entering an era of progress, opening up new expectations for comprehensive and sustainable development.

I expect that the Congress will provide groundbreaking directions and solutions for the development of culture and tourism, closely linked to the unique identity and advantages of the province. Nghe An is a land of outstanding people and rich cultural heritage and revolutionary traditions. Preserving and promoting traditional cultural values, especially those associated with the life and career of President Ho Chi Minh, needs to be harmoniously combined with investment in modern, high-quality tourism infrastructure and services befitting his homeland.

This will contribute to the sustainable and professional development of tourism in Nghe An, making it one of the tourism centers of the North Central region and an attractive destination for both domestic and international visitors; at the same time, it will improve the material and spiritual lives of the people.

Over the past term, thanks to sound and practical policies and resolutions, the face of rural and mountainous areas in Nghe An, especially the electricity, road, school, and health station systems, has changed significantly, and the material and spiritual lives of the people have been increasingly improved.

However, in reality, after the merger, some villages and hamlets have community cultural centers that are too small for the population; many places still have dilapidated roads, making travel difficult for people, especially in areas with many streams and ravines; in some areas, the irrigation canal system has not been reinforced, affecting the production and daily lives of the people; and in some areas, the quality of electricity is still poor.

Therefore, I hope that the Provincial Party Congress for the 2025-2030 term will continue to prioritize investment in comprehensive infrastructure in mountainous and rural areas. In particular, this includes providing cement to support the concreting of rural roads, bridges over streams and canals, electricity, clean water, and other essential infrastructure projects for the people.

Furthermore, during this new term, I also hope that Party committees and authorities at all levels will pay attention to investing in information systems at the grassroots level to ensure the efficient and smooth operation of the two-tiered government system, including equipping villages and hamlets with computers and synchronized public address systems.

I also expect and believe that this term's Congress will continue to pay attention to and bring many investment programs and projects to remote, mountainous, and border areas. However, before investing in or supporting plant and animal breeds and other investment capital, it is necessary to consult with local authorities and the people; conduct field surveys to ensure focused and targeted investment; and assign officials to regularly monitor and guide implementation to promptly resolve difficulties and obstacles, thereby improving the efficiency and quality of investment.

As a young Party member, I place my full trust in the 20th Congress of the Nghe An Provincial Party Committee, term 2025-2030 - a political event of historical significance, opening up a new vision for the province's development. The guiding principle..."The motto "Unity - Democracy - Innovation - Breakthrough - Development" set forth by the congress is a powerful call to action, igniting the aspirations of the entire nation, especially the younger generation, to strive for progress.

I expect the Congress to affirm the high political determination in building a clean, strong, honest, and constructive Party organization, linked with modern, transparent leadership methods, using effectiveness and social consensus as the measure. The Congress documents should not only provide strategic direction but also become a concise, easy-to-understand, easy-to-remember, easy-to-implement, and easy-to-monitor action program, so that each cadre and Party member, especially young people, clearly understand their responsibilities and roles in achieving the common goal.

I hope the province will focus on key breakthroughs: creating a favorable institutional framework to unleash social resources, attracting and utilizing talent, strongly developing the private economy and entrepreneurship, innovation, accelerating digital transformation, green transformation, and building strategic connectivity infrastructure. In particular, we need to prioritize young people and students – the pioneering force in research, innovation, entrepreneurship, and community volunteering.

I also particularly hope that the province will have a mechanism for commissioning and sponsoring student startup initiatives, projects, and research; expanding the creative space so that young minds can test their skills with real-world problems, creating concrete, effective, and practical products.

When young people are trusted, empowered, and given specific tasks, their youthful energy will become a crucial driving force in quickly implementing the Party's policies and resolutions; contributing to the early realization of the goal of becoming a national growth pole in the new development era, and helping the country to rise strongly.

Following the development of Nghe An province over the past years, we – the workers – are extremely proud and excited about the great achievements that the Provincial Party Committee has accomplished. Infrastructure is becoming increasingly synchronized, the investment environment continues to improve significantly, and many large domestic and foreign businesses have chosen Nghe An as their destination, creating many jobs for workers. This is an important foundation for people to have stable and sustainable jobs and improve their living standards.

Currently, the Party and State have identified the rapid, sustainable, efficient, and high-quality development of the private economy as both a key and urgent task, as well as a long-term strategic priority. I hope that the 20th Congress of the Nghe An Provincial Party Committee will propose specific policies and solutions to continue attracting new investment projects to the province, while simultaneously creating an environment and conditions for private enterprises to develop more strongly. This is an important foundation for Nghe An to maximize its potential and advantages, especially in high-tech industry and agriculture, logistics services, and the development of high-quality human resources; creating sustainable jobs and improving the lives of workers.

Furthermore, I hope that the congress will focus on proposing solutions to promote revolutionary action campaigns and emulation movements among the working class, aiming to unleash the intellect, creativity, and innovation of workers, contributing to the overall development of the province.

Simultaneously, policies are being implemented to improve the lives of workers, such as housing support and social security policies; and policies for training and upgrading workers' skills, so that each worker not only has stable employment but also the opportunity to grow and develop based on their own abilities. Emphasis is placed on developing Party organizations within enterprises, especially in the private sector; creating conditions for workers to train, strive, and join the ranks of the Party.

This is a crucial factor in building a civilized working environment, fostering creativity, contributing to increased productivity and labor quality; creating breakthroughs, making the working class increasingly stronger, worthy of being the core force in the cause of rapid and sustainable development, and building Nghe An into a national growth pole.
