Prime Minister Le Minh Hung signed Decision No. 924/QD-TTg dated May 24, 2026, promulgating the plan for implementing activities in response to the National Day for Saving and Combating Waste in 2026.
The decision states that the National Day for Saving and Combating Waste in 2026 (May 31, 2026) will be implemented nationwide to raise awareness throughout society about the purpose and significance of saving and combating waste, and to promote compliance with laws on saving and combating waste; thereby creating a new shift in the actions of each individual; and building and spreading a culture of saving and combating waste throughout society.
The theme for the 2026 National Day for Saving and Combating Waste is "Saving energy, a prosperous future".
The 2026 National Day for Saving and Combating Waste will be organized with activities to promote and affirm the position and role of a culture of saving and combating waste in state management and social life; to disseminate the Party's guidelines and policies, and legal regulations on saving and combating waste, especially those related to the efficient and effective use of energy.
Simultaneously, launch movements and competitions to receive and disseminate initiatives and solutions for saving and combating waste, focusing on solutions and initiatives for efficient and effective energy use. Commend and reward collectives and individuals with outstanding achievements and effective initiatives and solutions in the work of saving and combating waste.
The Prime Minister requests that ministries, ministerial-level agencies, and People's Committees of provinces and centrally-administered cities, within their respective responsibilities and powers, proactively organize activities to respond to the National Day for Saving and Combating Waste in 2026 through specific, diverse, and rich forms, combining direct communication in the community, through official media channels, and social media platforms.
The Ministry of Finance is responsible for monitoring, guiding, inspecting, and urging central and local ministries, agencies, and organizations to implement the plan; compiling and reporting to the Prime Minister on the results of implementation by ministries, agencies, and localities; and awarding and proposing to competent authorities to award commendations to collectives and individuals with outstanding achievements in implementing activities in response to the National Day for Saving and Combating Waste in 2026.
The Ministry of Industry and Trade is in charge of implementing activities in response to the National Day for Saving and Combating Waste, focusing on energy conservation.
The Ministry of Science and Technology directs telecommunications businesses to actively participate in disseminating information to telecommunications service users through text messaging with the message: "The theme of the National Day for Saving and Combating Waste in 2026 is 'Saving energy, a prosperous future'."
Earlier, on the morning of December 10, 2025, with 433 out of 440 participating delegates voting in favor, representing 91.54% of the total number of delegates, the National Assembly passed the draft Law on Saving and Combating Waste. The law will take effect from July 1, 2026.
The law stipulates the establishment of a national database on saving and combating waste, managed uniformly by the Government; and designates May 31st of each year as "National Saving and Anti-Waste Day" to spread a culture of saving throughout society.
