Over 1.855 billion VND mobilized for new rural development.

(Baonghean.vn) - On the afternoon of October 6th, the Provincial People's Committee held a conference for communes registering to achieve new rural standards in 2015. The conference was chaired by Mr. Dinh Viet Hong, Vice Chairman of the Provincial People's Committee, and Mr. Ho Ngoc Sy, Director of the Department of Agriculture and Rural Development.

Overview of the conference

In 2015, Nghe An province had 85 communes registered to achieve the new rural standard. In the first nine months of the year, the total capital mobilized for the implementation of the new rural standard exceeded 1,855 billion VND, including 124 billion VND through the province's cement support program; 255 billion VND from district support; 175 billion VND from commune investment; and nearly 500 billion VND contributed by the people.

To date, out of 85 communes registered to achieve the New Rural Area standard in 2015, 30 communes have been officially recognized as achieving the New Rural Area standard by the Provincial People's Committee, 6 communes are completing their dossiers for submission to the Provincial People's Committee for recognition, 13 communes have completed all criteria and are undergoing self-assessment by relevant authorities, and the remaining 36 communes still have some criteria that have not been completed.

Many localities have adopted innovative and effective approaches, achieving significant breakthroughs, such as Thach Giam commune in Tuong Duong district; Nghia Khanh commune in Nghia Dan district; and Nghia Tien commune in Thai Hoa town. Notably, Thai Hoa town has 6 out of 6 communes meeting the standards, essentially completing the criteria to be recognized by the province as the first district-level unit to achieve New Rural Area standards. To date, the entire province has 63 communes meeting New Rural Area standards, reaching 71.3% of the planned target.

Comrade Dinh Viet Hong, Vice Chairman of the Provincial People's Committee, requested that all levels, sectors, and localities actively participate in implementing the New Rural Development program, determined to achieve the goal of 85 communes reaching the New Rural Development target in 2015.

At the conference, representatives from several communes raised concerns and difficulties such as: a shortage of cement for road construction and canal concreting, and challenges in social mobilization for infrastructure development such as schools and health stations. They also requested timely support from the province and relevant departments regarding capital, cement, and policy mechanisms to help the communes achieve the New Rural Area (NRA) goals according to schedule.

Concluding the conference, Mr. Dinh Viet Hong – Vice Chairman of the Provincial People's Committee – acknowledged and highly appreciated the efforts of all levels, sectors, and localities in building new rural areas. However, the province's new rural area construction movement is progressing slower than planned. Some localities and sectors have not been proactive and enthusiastic in performing their functions and tasks and supporting the construction of new rural areas, so some communes that registered to achieve the standards in 2015 are facing difficulties and confusion, especially mountainous communes.

In the remaining three months of 2015, departments and agencies focused on directing, guiding, and creating favorable conditions for localities, effectively integrating programs and projects, and gradually completing the criteria for New Rural Development. Localities strengthened propaganda work, prioritized funding, and intensified inspection and supervision to accelerate progress and complete the criteria. Communes that had registered to achieve the New Rural Development standard focused on directing and mobilizing all resources to ensure that all 85 communes registered to achieve the New Rural Development standard in 2015 completed their targets on schedule.
