Que Phong district is implementing activities at the Thong Thu - Nam Tay sub-border gate.

The People's Committee of Que Phong district has officially launched the movement of people, vehicles, and goods through the Thong Thu - Nam Tay sub-border gate.

Following the directive of the Nghe An Provincial People's Committee in Official Letter No. 1086/UBND-KT regarding the implementation of activities for people, vehicles, and goods crossing the Thong Thu - Nam Tay and Thanh Thuy - Nam Om sub-border gates on February 18, 2025; recently, on February 20, 2025, the Que Phong District People's Committee issued Official Letter No. 299/UBND-KTHT detailing this task.

Accordingly, from February 20, 2025, people, motor vehicles, and goods will be allowed to cross between the Thong Thu - Nam Tay border gates, as per Official Letter No. 1086/UBND-KT dated February 18, 2025, from the People's Committee of Nghe An province.

The Thong Thu border gate is located in Thong Thu commune, Que Phong district (Nghe An province), opposite the Nam Tay border gate in Sam Tay district, Hua Phan province (Laos). Nghe An and Hua Phan provinces have established a long-standing cooperative relationship. Over time, this special solidarity and comprehensive cooperation between the two provinces has been strengthened, promoted, and developed steadily.

In particular, since 2012, the two provinces have coordinated to complete the procedures and received a decision from the Government to upgrade the Thong Thu - Nam Tay border gate from a border crossing to a sub-border gate. Nghe An also supported the construction of a road connecting from Provincial Road 3206 in Sam Tay district (Hua Phan province) to the Thong Thu border gate in Que Phong district.

According to the cooperation agreement for the period 2023-2025 between the two provinces, signed on April 4, 2023, it was agreed that motorized road vehicles from Nghe An and Hua Phan provinces would be allowed to transport people and goods, and to exchange and trade goods through the Thong Thu - Nam Tay sub-border gate.

In 2024, the inter-agency delegation of Nghe An and Hua Phan provinces also held a bilateral conference to agree on a list of valid documents for people, vehicles, and goods crossing these two secondary border gates.

Mr. Bui Van Hien, Vice Chairman of the People's Committee of Que Phong district, said: The Thong Thu - Nam Tay sub-border gate is a traditional route frequently used by people on both sides of the border to visit relatives, exchange ideas, and conduct business. Allowing people and goods to cross through this pair of sub-border gates further facilitates the economic, cultural, and social development of this area.

Mr. Hien also stated: After the Provincial People's Committee issued Document 1086, the district immediately implemented the plan. The Que Phong District People's Committee requested the Thong Thu Border Guard Station, based on its assigned functions and duties, to take the lead and coordinate with relevant agencies and units such as: the Provincial Police; the Thong Thu Commune Police; the Provincial Customs Department; the Regional Veterinary Sub-Department III; the Regional Plant Quarantine Sub-Department VI… to carry out inspection and control, allowing people, motor vehicles and goods from Nghe An province and Hua Phan province, Lao People's Democratic Republic, to cross, trade, and exchange through the Thong Thu (Nghe An) - Nam Tay (Hua Phan) sub-border gate.

Continue to strengthen the fight against smuggling, counterfeit goods, and prohibited items that are being exploited by individuals taking advantage of the operation of the Thong Thu - Nam Tay sub-border gate to transport smuggled, counterfeit, and prohibited goods from across the border into Que Phong district and vice versa.

Regularly exchange information with the People's Committee of Que Phong district regarding the movement of people, vehicles, and goods through the Thong Thu - Nam Tay sub-border gate. Discuss difficulties, obstacles, and recommendations to the Provincial People's Committee and relevant departments and agencies during the implementation process.

The People's Committee of Que Phong district also requested the Department of Culture and Information, the People's Committees of the communes, and Kim Son town to disseminate information about allowing people, motorized road vehicles, and goods to cross between the Thong Thu - Nam Tay sub-border gates from February 20, 2025; and the conditions for the operation of people, motorized road vehicles, and goods as stipulated by the People's Council and People's Committee of Nghe An province, through mass media, so that the people are aware.

At the same time, the Department of Economy and Infrastructure is tasked with regularly monitoring and gathering information on the exchange and sale of goods, and the activities of people and motorized road vehicles between the Thong Thu - Nam Tay sub-border gates. They should promptly advise the District People's Committee on related matters to seek guidance from the Provincial People's Committee and relevant departments and agencies.
