The accountant at the middle school embezzled health insurance money intended for students.
After receiving over 455 million VND in health insurance premiums for 523 students, the school's accountant only submitted over 264 million VND for 201 students, embezzling the remaining amount for personal expenses.
The Investigation Police Department of Phu Tho province has issued a decision to initiate a criminal case, indict the suspect, and issue an arrest warrant for temporary detention against Tran Tuan Phuong (born in 1990, residing at Van Phu 1 area, Cam Khe town, Cam Khe district), accountant of Ngo Xa Secondary School (Cam Khe district, Phu Tho province) for the act of "Abusing official position and power to appropriate property".
Previously, through intelligence gathering in the area, the Internal Political Security Department of the Phu Tho Provincial Police discovered that Ngo Xa Secondary School showed signs of misappropriating health insurance funds from many students, amounting to hundreds of millions of VND.


Considering that the violation directly affected the rights and medical examination and treatment of many students at Ngo Xa Secondary School, causing outrage among parents and the public; with the spirit of "leaving no vacant areas, ensuring no disruption to work" in the process of administrative unit reorganization and the implementation of a two-tiered local government, Major General Nguyen Minh Tuan, Director of the Phu Tho Provincial Police, directed the Criminal Investigation Agency (Economic Police Department) to coordinate with the Internal Political Security Department of the Phu Tho Provincial Police to urgently conduct an investigation and verification.
The investigation revealed that in early October 2024, Ngo Xa Secondary School collected health insurance fees for the 2024-2025 school year from 523 students, totaling over 455 million VND. This money was transferred to Phuong to be submitted to the Cam Khe District Social Insurance office. During this process, Phuong only submitted over 264 million VND from 201 students; the remaining approximately 190 million VND from 322 students was embezzled and used for personal expenses. However, separating the students for whom Phuong paid health insurance fees from those whose health insurance money was embezzled requires considerable time to clarify.
Based on the investigation results and media reports, on June 28, the Criminal Investigation Agency of Phu Tho Provincial Police initiated a criminal case, indicted the suspect, and issued an arrest warrant for Phuong for the crime of "Abusing official position and power to appropriate property."
The case is currently under further investigation by the authorities. Following this incident, the Police Department requests that management agencies and educational institutions strengthen their inspection and review processes to promptly detect any violations related to financial collection and expenditure, and to strictly handle them according to regulations, thus preventing any negative impact on the reputation of the education sector.
