Connecting data, accelerating digital transformation.
(Baonghean.vn) - The national digital transformation is being implemented flexibly and creatively by all levels and sectors. In this process, besides improving data connectivity infrastructure, building "digital citizens" to effectively connect with and utilize the digital transformation program plays a crucial role.
Building a "digital citizen"
Ms. Hoang Thi Hoa, nearly 70 years old, has been doing business for many years at Quyet Market in Ben Thuy Ward (Vinh City) and is one of the pioneers in printing QR codes for customer payments at this market.
Customers now carry less cash; they mostly use bank transfers. So I had to adapt, learn how to use smartphones, and ask the bank to print QR codes for more convenient business operations. It was a bit awkward at first, but now I'm proficient. When transferring money to businesses and individuals supplying goods, I always pay via bank transfer.”

Now go to the market orshopping for goodsIn grocery stores, many people of all ages are familiar with scanning QR codes to make bank transfers. Recently, many young couples in mountainous and ethnic minority areas of Nghe An province have printed QR codes to display at their weddings. This activity aims to promote the use of digital technology in money transfers, reducing cash circulation and contributing to the nationwide digital transformation.
Regarding this area, based on a proposal from the Department of Education and Training, the People's Committee of Nghe An province issued Official Letter No. 1668/UBND-VX dated March 13, 2023, directing the promotion of cashless tuition fee payments; requiring the completion of account issuance for students (or parents) before April 30, 2023, and the implementation of cashless tuition fee payments at 100% of public educational institutions in the province from May 2023. This policy has been basically applied and implemented well in Vinh City and other towns. For mountainous districts and areas inhabited by ethnic minorities, relevant levels and sectors are currently disseminating information and guiding people to implement it.

In addition, all levels and sectors in Nghe An and the people are actively implementing the plan.digital applicationsIn medical examinations and treatment, driver's license renewals, electronic tax payments, civil registration, household registration, etc., services are conducted through the online public service system. Statistics from the Steering Committee for the implementation of the "Project on developing the application of population data, electronic identification and authentication to serve national digital transformation, giai đoạn 2022 - 2025, vision to 2030 in Nghe An province" show that currently 528 out of 528 health insurance medical examination and treatment facilities in the province have implemented the use of Citizen Identity Cards to replace Health Insurance Cards in medical examinations and treatment. Authorities in Nghe An have synchronized personal identification numbers/Citizen Identity Cards with Health Insurance Cards for over 2,530,869 people, reaching a rate of 90.4% of the provincial population, ranking 4th nationwide.
Regarding public services, the registration of residence (permanent residence, temporary residence, temporary absence, lodging) in Nghe An is accepted 100% through the National Public Service Portal. In addition, the group of public services related to passport issuance and handling of administrative violations (fines issued remotely) by the Police Department achieves a 95-100% acceptance rate on the Public Service Portal; the Electricity sector's public services achieve a 100% acceptance rate on the National Public Service Portal; and the Justice sector's public services achieve a 74.6% acceptance rate...

These activities demonstrate the efforts of all levels and sectors in connecting and applying digital transformation, while simultaneously fostering digital application habits among all segments of the population, contributing to the development of "digital citizens." However, in reality, a small number of people (especially the elderly and ethnic minorities) are still not enthusiastic about applying digital technologies.
Enhance data connectivity
In implementing the Government's "Project for the Development of Data Applications on Population, Identification and Electronic Authentication to Serve the National Digital Transformation, 2022-2025, with a Vision to 2030" (Project 06), the Nghe An Provincial Party Committee and People's Committee have issued numerous official documents and plans to direct widespread implementation. The Nghe An Provincial Party Committee has issued Resolution No. 09-NQ/TU, dated August 5, 2022, on digital transformation by 2025, with a vision to 2030.
Recently, on April 10th, the People's Committee of Nghe An province issued Plan No. 244/KH-UBND on the development of digital technology enterprises in Nghe An province for the period 2023-2025, with a vision to 2030; in which, the goal is to make Nghe An province a digital transformation center of the North Central region.

During the implementation process, the Provincial Police coordinated with relevant units and localities to strengthen the cleaning of population data, aiming for "accurate, complete, clean, and active" data, serving the connection and sharing between the National Population Database and specialized databases. Simultaneously, one-stop service centers at all levels and sectors, and the Provincial Public Administration Service Center, have digitized administrative procedure processing records. At the same time, they are gradually implementing the connection, integration, and sharing of digitized documents. As of July 1, 2022, this process has been completed throughout the province.digitizing recordsAdministrative procedures for 25 essential public services are being processed according to Project 06/CP. To date, all provincial departments and agencies have received and processed administrative procedures through the provincial administrative procedure information system.
However, according to assessments from many localities in Nghe An, the implementation of Project 06 still has shortcomings that require further effort to overcome. These include the internet infrastructure serving digital connectivity, which at times and in many places does not meet requirements; the process of data connection between ministries, sectors, and localities needs to be accelerated; and the optimization of end-user digital data needs to be simpler and more convenient… During the discussion, Mr. Vo Trong Phu, Deputy Director of the Department of Information and Communications of Nghe An, stated that the Information and Communications sector is striving, together with businesses, to upgrade network infrastructure to best serve data connectivity, contributing positively to the implementation of digital transformation and application.

Digital transformation requires investment in time, costs, and active participation from the entire community. Therefore, the Government has set out a roadmap for national digital transformation until 2025, with a vision to 2030, aiming to implement the following five groups of benefits: (1) Serving the resolution of administrative procedures and providing online public services; (2) Serving economic and social development; (3) Serving digital citizens; (4) Completing the ecosystem to serve the connection, exploitation, supplementation and enrichment of population data; (5) Serving the direction and management of leaders at all levels.
