With systematic implementation, along with new motivational resolutions from the Politburo, Nghe An province continues to mobilize resources to gradually achieve the successful implementation of Resolution No. 39 of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045.

By systematically implementing the Politburo's new guiding resolutions, Nghe An province continues to mobilize resources to gradually achieve the successful implementation of Politburo Resolution No. 39 on building and developing Nghe An province until 2030, with a vision to 2045.

One of the key drivers for promoting socio-economic development in each locality is mobilizing a large total of social investment resources. This creates a solid foundation for infrastructure development, job creation, increased income for workers, increased budget revenue, and improved social welfare. With many synchronized policies and the involvement of the entire political system, Nghe An province is striving to mobilize various resources for key infrastructure development and strengthen the attraction of investment from the non-state sector and foreign direct investment (FDI).

Nghe An is considered to have a processing and manufacturing industry that is increasingly asserting its driving role, and a fairly developed service and tourism sector. Attracting foreign direct investment (FDI) has made a breakthrough, with Nghe An consistently ranking among the top in the country for three consecutive years, forming high-tech projects and opening up new development directions.
Comrade Le Tien Tri, member of the Provincial Party Committee and Head of the Southeast Economic Zone Management Board, stated that in the field of investment attraction, the provincial leadership has closely coordinated with ministries and agencies, reaching out to many countries, strengthening contact with partners, rather than "waiting" for them to come. At the same time, administrative procedures have been streamlined, and the province has actively supported investors from the initial survey to the signing, implementation, and operation of projects in Nghe An province.



This is most clearly demonstrated by the province's "5 readinesses" (planning; investment land; essential infrastructure; human resources; reform, promotion and active support) and the "One-stop shop" model in attracting investment. The Southeast Economic Zone has 347 projects with over 214,000 billion VND; of which, 170 projects are operational, including 114 FDI projects (the entire province has 166 FDI projects). By the end of 2025, the economic zone is expected to attract over 65,000 workers. Currently, the province has completed the steps to request the Government to approve the "Project to expand the Southeast Economic Zone and rename it the Nghe An Economic Zone". The province also has over 2,000 hectares of clean land ready to attract investors.

Agriculture in Nghe An has shifted strongly towards high-tech commodity production, linked with the construction of new rural areas, creating profound changes in the countryside and improving people's lives. Education continues to maintain its leading position nationwide, with many students winning high national and international awards. Healthcare has developed remarkably, with many advanced techniques being implemented, contributing to affirming its role as a regional medical center in the North Central region. Culture and sports are developing in the right direction, and the unique identity of Nghe An is being spread. Social security is ensured, and Nghe An is one of the leading localities to achieve the goal of eliminating temporary and dilapidated houses for the poor and people with meritorious services throughout the province by 2025. National defense and security are maintained, regional linkages are strengthened, and foreign relations are expanded.
On July 18, 2023, the Politburo issued Resolution No. 39-NQ/TW on the construction and development of Nghe An province until 2030, with a vision to 2045. The Government issued Resolution No. 162/NQ-CP on October 4, 2023, on the Government's Action Program to implement Resolution No. 39-NQ/TW. The National Assembly issued Resolution No. 137/2024/QH15 on supplementing pilot mechanisms and specific policies for the development of Nghe An province (June 26, 2024). The Standing Committee of the Nghe An Provincial Party Committee issued an action program with many key priorities to disseminate; the Provincial People's Committee issued Plan No. 1022/KH-UBND to implement Resolution No. 39-NQ/TW… All of these are creating a foundation to continue turning the goals of Resolution No. 39 into reality.


Resolution No. 39 of the Politburo has been clearly recognized by Party committees, governments at all levels, the business community, and every cadre, Party member, and citizen of Nghe An as a clear opportunity and driving force for development. At the commune and ward level, after operating under the two-tiered local government system, they are reviewing and continuing programs and projects associated with the implementation of resolutions at all levels for the 2025-2030 term. Based on this, they will continue to mobilize resources and leverage the potential and advantages of each locality for development goals.
Comrade Dam Huu Hong - Secretary of the Tan Mai Ward Party Committee affirmed: “The plans to implement Resolution No. 39 in the ward after the administrative unit reorganization are being promoted, such as: the Quynh Lap LNG Thermal Power Plant project with a capacity of 1,500 MW and a total estimated investment of approximately 55,946 billion VND (including 2 units of 750 MW); an LNG storage facility with a capacity of approximately 250,000 m³, along with an LNG regasification system; and a specialized port in the Dong Hoi port area, Nghe An Seaport. The golf resort project; the inland waterway port and fisheries logistics project; urban and service projects; and attracting investment in processing and services to develop the marine economy have been launched… Tan Mai Ward is closely coordinating and creating all favorable conditions for land clearance and supporting the implementation of programs and projects.”



Overall, the programs implementing Resolution No. 39 in Nghe An province are closely linked to the overall development of the country. In particular, the North-South expressway and high-speed railway projects; the Vinh-Thanh Thuy expressway project, along with many other national target programs, are opening up new avenues for Nghe An to accelerate its development.
The Resolution of the 20th Provincial Party Congress, for the 2025-2030 term, affirms the determination to develop Nghe An into a national-level growth pole. The vision for 2045 is for Nghe An to be a rapidly developing, sustainable, comprehensive, civilized, and modern province, deeply rooted in Vietnamese and Nghe An cultural identity; one of the driving forces for development in the North Central region. Simultaneously, the province is committed to implementing the seven strategic resolutions of the Politburo in the new period (Resolutions 57, 59, 66, 68, 70, 71, and 72). The key to success lies in maximizing internal resources and strengthening the attraction of external resources to create solid progress on the development journey.

During his working visit to Nghe An in May 2025, General Secretary To Lam emphasized that the province needs to boldly shift from "extensive development" to "growth based on innovation, efficiency, and high added value" based on science, technology, and human resources, ensuring harmony and sustainability between the economy, culture, society, and environment; and transform its mindset from "management" to "creation and service." Nghe An needs to build "satellite dynamic zones," gradually forming centers of comprehensive development in clusters of communes, improving the quality of education, healthcare, commercial infrastructure, microfinance, and digital public services at the grassroots level. The General Secretary requested that Nghe An province become a model of modern local development in the new era, a place where progressive governance, social innovation, technological capacity, and human aspirations converge.
