Opening Ceremony of the First Provincial Party Congress in the Country

This morning (September 21st) in Phu Ly City, the 20th Congress of the Ha Nam Provincial Party Committee, for the 2020-2025 term, will officially open with the participation of 322 delegates, representing more than 50,000 Party members throughout the province.

On the afternoon of September 20th, delegates began the preparatory session for the 20th Congress of the Ha Nam Provincial Party Committee, for the 2020-2025 term.

With the theme "Enhancing the leadership capacity and fighting strength of the Party Committee; promoting the strength of national unity; accelerating innovation, mobilizing and effectively utilizing all resources, building Ha Nam province into a rapidly and sustainably developing province, striving to achieve a relatively high level of development in the Northern Delta region," the 20th Congress of the Ha Nam Provincial Party Committee, term 2020-2025, will continue until September 22nd.

Previously, the draft congress documents were reviewed six times by the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee, widely discussed among the people, and sent for comments from central ministries and agencies. The Standing Committee of the Ha Nam Provincial Party Committee reported to and received guidance from the Politburo and the Secretariat on the content and finalized the political report and the report on the self-criticism of the Provincial Party Executive Committee before officially submitting them to the Congress.

Personnel matters for the congressThe process was implemented seriously, ensuring principles and promoting democracy. The list of candidates nominated for election to the Provincial Party Committee for the 20th term included 55 members; of which 7 (12.7%) were surplus, 10 were women (18.18%), and 7 (12.7%) were under 40 years old. The number of members of the Provincial Party Committee for the 2020-2025 term is 49, of which 48 were elected at the congress.

To ensure absolute safety for the Congress, the Ha Nam Provincial Police have implemented comprehensive measures, mobilizing all personnel to gather intelligence and closely manage the activities of all types of criminals and political dissidents in the area. They have also promptly advised local Party committees and authorities at all levels to focus on resolving issues decisively at the grassroots level, preventing any "passive or unexpected" situations.

Colonel Nguyen Quoc Hung, Director of the Ha Nam Provincial Police, stated that the police force is launching a high-intensity campaign to combat and suppress crime, ensure security and order, and absolutely protect important political and social events of the country and the province; strengthening patrols to ensure social order and safety, and preventing and combating fires and explosions on key routes and areas before, during, and after the Congress.
