Opening of the 13th Central Committee Conference
The 13th Conference of the Central Committee of the 13th Party Congress officially opened this morning in Hanoi.

Socio-economic indicators in the first nine months were better than the same period in 2024 in most areas; the two-tiered local government model generally operated smoothly; and public services continued to improve, focusing on citizens and businesses.
The development space following the national master plan is supporting and complementing each other; regional economies are becoming clearer, transforming into new competitive advantages. Seven strategic resolutions issued by the Politburo in the past year have paved the way for practical and solid steps, serving the goal of maintaining peace and stability, achieving rapid and sustainable development, improving the people's real living standards, and realizing the two centenary goals set by our Party and awaited by the people.

With courage, wisdom, and proactive creativity, our country has fundamentally contained and neutralized the complex political competition pressures, responding promptly to the new trade policies of some major partners, supply chain disruptions, trade conflicts, natural disasters, epidemics, and subversive activities of hostile forces... Our Party has "steadily steered the ship amidst strong winds and waves," resolutely moving forward, striving to achieve and surpass the goals set forth in the Resolution of the 13th National Party Congress and other strategic objectives of the Party.
Speaking on behalf of the Politburo and the Secretariat at the opening of the Conference, General Secretary To Lam warmly welcomed the Central Committee members and invited delegates attending the Conference; expressing confidence that, with the responsibility and awareness of Party members, the Central Committee members would focus their spirit and intellect to make practical contributions to the success of the Conference.

At the same time, General Secretary To Lam emphasized several key points among the contents of the Conference as a guideline for the Conference to study, consider, contribute opinions and exercise the rights of Party members and the responsibilities of Central Committee members at this Conference, specifically regarding the group of issues on the preparation for the 14th Party Congress and the group of socio-economic issues.
General Secretary To Lam stated that the rising revolutionary spirit does not come from words or feelings, but from concrete results, from "the meals of each family," from actions such as "milk for children, silk for the elderly." The people are looking at us with new faith and expectations. The responsibility of the Central Committee is to turn expectations into reality, "transforming policies into a flow in life."

With responsibility to the Party and the people, General Secretary To Lam urged each Central Committee member to uphold the spirit of exemplary conduct, work effectively and efficiently, maintain discipline, "don't put off until tomorrow what can be done today," "say what you mean and do what you say," and be determined to ensure the 13th Central Committee meeting is a genuine success, creating momentum for the success of the 14th National Congress of the Party.

"With unwavering confidence and renewed vigor, I declare the 13th Conference of the Central Committee of the 13th Party Congress open. I wish the Conference unity, wisdom, innovation, and effectiveness; and I wish all comrades good health, happiness, and success," General Secretary To Lam stated.
