(Baonghean.vn) - On December 28-29, localities in the province continued to hold their year-end People's Council meetings to evaluate the results of implementing socio-economic development tasks in 2015 and propose important solutions to effectively implement the 2016 plan.

On December 28th, the People's Council of Dien Chau District opened its 16th session, 18th term, 2011-2016. Mr. Pham Van Tan, Head of the National Assembly Delegation of Nghe An Province, was in attendance.

According to assessments, in 2015, Dien Chau set 19 targets, of which 15 were achieved or exceeded. Production value reached over 8.7 trillion VND, with an economic growth rate of 8.82%. Several sectors achieved high results, such as industry, construction, and services, reaching between 97% and 102% of the plan, and budget revenue reached 164% of the plan.
Regarding the New Rural Development program, 14 communes have achieved their goals. In terms of culture and social affairs, 27 communes have cultural, information, and sports facilities that meet standards, and the education sector has achieved outstanding performance at the provincial level for 13 consecutive years. The district has created nearly 3,100 new jobs. Average per capita income has reached 30 million VND/year, and the poverty rate has decreased to 2.55%. The district has effectively implemented the program of receiving citizens, resolving complaints and petitions from voters; national defense and security have been maintained.

This session will also elect additional members to the District People's Committee, hear a report on the results of the 15th session of the Provincial People's Council, and approve two proposals and several important resolutions of the session.

Nghia Dan:7 solutions for implementing socio-economic development tasks in 2016
On December 28th, the Nghia Dan District People's Council held its 10th session, 18th term, 2011-2016, to evaluate the results of the 2015 tasks and decide on important solutions for 2016.

In 2015, the district's economic growth rate was estimated at 17.63%, reaching 99.93% of the plan. The total value of production was estimated at 6,116,017 million VND, an increase of 18.43% compared to the same period, reaching 99.92% of the target set by the District People's Council.
The poverty rate decreased to 7.87%, creating nearly 3,200 new jobs, achieving 100% of the target; 60.87% of schools met national standards, achieving 100% of the target; the percentage of communes meeting national criteria for health reached 72%; and the percentage of cultural villages reached 58.5%, exceeding the target. Notably, in 2015, the district had 5 communes that achieved the New Rural Area status.

In the coming period, the district will focus on expanding investment attraction, effectively mobilizing and utilizing resources to serve development, improving the quality of growth, efficiency and competitiveness of the economy, ensuring social security and welfare, and improving people's lives in order to implement the resolution of the 28th Party Congress of Nghia Dan district and propose 7 solutions to carry out socio-economic tasks for 2016.

Con Cuong: Total budget revenue reached 133% of the projected target.
On December 28, 2015, the People's Council of Con Cuong district opened its 12th session of the 18th term.
The report on the implementation of the economic, social, national defense and security development plan presented at the session stated: During the year, despite being affected by unfavorable weather conditions, diseases affecting some crops, and rising prices of supplies, Con Cuong achieved and exceeded several set targets.

Total budget revenue in the district reached 17.255 billion VND, achieving 146% of the provincial target. Agricultural and forestry production reached 673 million VND, achieving 101.45% of the annual plan. Total grain production (converted to paddy) reached 33,446 tons, an increase of 15.8% compared to the previous year. The district maintained and promoted the development of livestock, raising the total number of cattle and buffalo in the district to nearly 37,000, and the total number of pigs to 28,000.
The work of protecting and preserving forest areas has been emphasized. During the year, more than 1,000 hectares of forest were newly planted under various programs and projects. The new rural development program was implemented according to the model of exemplary new rural villages.
By the end of 2015, one commune had met all 19 criteria and another had met all 14 criteria for new rural development. Social evils were curbed, no hotspots occurred, and security in the area remained stable.

On December 28-29, 2015, the Ky Son District People's Council held its 12th session, 20th term, at the District Cultural Center.

At the meeting, the Chairman of the People's Committee of Ky Son district, Bui Tram, presented a summary report on the socio-economic development and national defense and security situation in 2015, as well as the plan for implementing tasks in 2016 for Ky Son district.
Accordingly, in 2015, Ky Son's economy developed stably, with most targets set in various fields being achieved. The total value of production for the year was estimated at 773,159 million VND, reaching 100.7% of the 2015 plan, an increase of 7.6% compared to the same period in 2014. Budget revenue in the district reached 19 billion VND, equivalent to 214.7% of the provincial plan, 158.3% of the district People's Council plan, an increase of 58% compared to the same period, marking the highest revenue level ever recorded.
Cultural and social activities are organized in diverse and vibrant forms, with rich content, meeting the cultural and spiritual needs of the people. The quality of education and training effectiveness in all fields and levels of study are maintained and continuously improved; national defense and security are upheld.
At the session, delegates heard a report from the Provincial People's Council on the results of the 14th session of the 16th term; approved proposals from the District People's Committee and the District People's Council; and discussed and answered questions.
The session will approve the draft resolutions for 2016 on socio-economic development tasks, the allocation of state budget revenue and expenditure estimates, the district People's Council's monitoring program, the program for issuing resolutions, and the dismissal of officials of the district People's Committee, 20th term.
