Opening Ceremony of the 16th Session of the Nghe An Provincial People's Council, 18th term, 2021-2026

Comrades Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial Delegation of National Assembly Deputies; Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; and Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, co-chaired the session.

Attending the session were: Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; and delegates of the Provincial People's Council.

At this session, the Provincial People's Council is holding a vote of confidence for those elected by the Provincial People's Council. This is an important supervisory method of the Provincial People's Council, contributing to evaluating the prestige and performance of those being evaluated, helping them understand their level of trust so they can continue to strive, improve, and enhance the quality and effectiveness of their work; and serving as a basis for competent agencies and organizations to consider planning, training, fostering, assigning, and utilizing cadres.

The Provincial People's Council will also consider and approve resolutions on the Vinh City Urban Development Program until 2030, with a vision to 2050, and the proposal to recognize the expanded Vinh City as meeting the criteria of a Type I urban area.

This is an important legal basis for implementing the next steps to submit the Project for expanding the administrative boundaries and urban space of Vinh City to the competent authorities for approval.

This will accelerate the construction and development of Vinh City into an economic and cultural center of the North Central region, in accordance with Resolution No. 39 of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045.

The Provincial People's Council also considered and issued preferential policies for Phan Boi Chau Specialized High School, aiming to improve the effectiveness of its key educational mission, identify and nurture talented students, especially those at the national, regional, and international levels; thereby contributing to the creation of high-quality human resources to serve the development of the province and the country.

In addition, the session will consider and approve the list of works and projects requiring land acquisition; the conversion of land use from rice cultivation land and protective forest land; review and adjust the 2023 public investment plan from local budget sources (phase 2) and adjust the investment policy for 2 projects; amend and supplement regulations on the decentralization of state budget revenue sources, local budget expenditure tasks, and the percentage of revenue sharing between budgets of different levels of local government; and amend the capital allocation plan and solutions for mobilizing and integrating capital sources to implement the National Target Program for Sustainable Poverty Reduction.

Consider issuing a list of public service activities using state budget funds in the field of agriculture and rural development in Nghe An province; and stipulating the fee and charge rates for performing administrative procedures through online public services in Nghe An province.

In his opening remarks at the session, Secretary of the Provincial Party Committee Thai Thanh Quy - Chairman of the Nghe An Provincial People's Council emphasized: In order to consider and decide on a number of important and urgent issues within its authority, based on the proposal of the Provincial People's Committee, the Standing Committee of the Provincial People's Council decided to convene the 16th session.

Accordingly, regarding the content of the Provincial People's Council conducting a vote of confidence for those holding positions elected by the Provincial People's Council, the Chairman of the Provincial People's Council proposed: Based on the report of the person being subjected to the vote of confidence submitted to the Provincial People's Council delegates, combined with information gathered from public opinion, feedback from voters and the people, and personal monitoring and supervision, each Provincial People's Council delegate should uphold their responsibility and constructive spirit to conduct the vote of confidence for those holding positions elected by the Provincial People's Council in a transparent, impartial, objective, and accurate manner.

Regarding the draft resolutions submitted to the Session, the Chairman of the Nghe An Provincial People's Council requested that the provincial People's Council delegates and other delegates attending the Session uphold the spirit of democracy, responsibility, frankness, and objectivity in discussions, focusing on key and core issues, clearly expressing their viewpoints, especially on issues where there are differing opinions, so that the Provincial People's Council can determine correct policies and decisions that are relevant to the practical situation, effectively utilize resources in investment, implement policies synchronously, and meet the expectations of voters.
