Opening of the 21st Session of the Nghe An Provincial People's Council, 18th Term
On the morning of July 10th, in Vinh City, the 18th Provincial People's Council of Nghe An, term 2021-2026, solemnly opened its 21st session (the regular mid-year session of 2024).
Comrades Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial Delegation of National Assembly Deputies; Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; and Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, presided over and conducted the session.

Attending the meeting were: Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Comrade Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province; members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee, Vice Chairmen of the Provincial People's Committee, Deputy Heads of the Provincial National Assembly Delegation, delegates of the Provincial People's Council; and leaders of departments, agencies, and localities.
The 21st session will take place over two days (July 10th and 11th), opening at 7:00 AM on July 10th. The agenda includes hearing reports on the socio-economic situation in the first six months of 2024 and tasks for the last six months of 2024; the activities of the Provincial Fatherland Front in participating in government building; opinions and recommendations from voters and the people of the province; proposals and recommendations to the Provincial People's Council and the Provincial People's Committee on necessary issues; and other matters.

The Provincial People's Council will also conduct group discussions (4 groups) and plenary sessions. The question-and-answer session on July 11th will focus on two groups of issues in the fields of Internal Affairs and Industry and Trade; in addition, it will expand to include topics related to economics, culture, society, national defense and security, and foreign affairs…
At this session, the Provincial People's Council is expected to consider and approve 26 draft resolutions.
The 21st session of the 18th term of the Nghe An Provincial People's Council will innovate its organizational methods by reducing the number and time spent on presenting reports; allocating more time for group discussions, plenary discussions, and question-and-answer sessions. The question-and-answer sessions will focus on key areas and groups of issues.

In his opening remarks, Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation - emphasized the importance of the session in evaluating the results of the first six months of the year, proposing specific solutions that are relevant to the actual situation to achieve the goals, targets, tasks, and plans for socio-economic development in 2024; as well as deciding on important local issues within his authority and carrying out oversight activities.
The 21st session of the 18th Provincial People's Council is a session with a large workload and many important contents. Priority will be given to discussions and expanding the scope of questioning. The Chairman of the Nghe An Provincial People's Council requested continued proactiveness, collaboration, and high responsibility to ensure the session achieves good results.

The provincial People's Council delegates demonstrated a high sense of responsibility, utilized their intellect, fostered unity and democracy, and devoted time to thoroughly studying the documents. In particular, drawing from the vibrant and diverse realities of their localities, sectors, and fields of work, they actively participated in discussions and debates, contributing heartfelt and high-quality opinions; they asked relevant and insightful questions on issues of concern to voters, contributing to the success of the session and meeting the expectations of voters and the people of all ethnic groups in the province.

Immediately following the opening remarks, the Provincial People's Council heard a summary report from the Provincial People's Committee on the socio-economic situation in the first six months of 2024 and the tasks for the last six months of 2024. The Provincial Fatherland Front Committee also presented a summary of its activities in participating in government building, the opinions and recommendations of voters and the people in the province; and proposed necessary issues to the Provincial People's Council and the Provincial People's Committee.

Representatives of the Provincial People's Committee presented a summary of the report and draft resolution submitted by the Provincial People's Committee to the session. The Standing Committee of the Provincial People's Council presented a summary of the results of the review conducted by the Standing Committee and the Committees of the Provincial People's Council on the reports and draft resolutions submitted to the session.

The Provincial People's Council's supervisory delegation presented a summary report on the results of its supervision of the implementation of socio-economic goals and targets according to Resolution No. 18/2020/NQ-HĐND dated December 13, 2020, of the Provincial People's Council on the 5-year socio-economic development plan 2021-2025 of Nghe An province.
