Opening of the 5th session of the National Assembly Standing Committee

Under the chairmanship of National Assembly Chairwoman Nguyen Thi Kim Ngan, the 5th session of the National Assembly Standing Committee (NA Standing Committee) opened this morning (December 19).

In her opening remarks at the session, National Assembly Chairwoman Nguyen Thi Kim Ngan stated that the 5th session of the Standing Committee of the National Assembly is expected to consider and discuss many issues and will be held from December 19th to the morning of December 22nd.

Specifically, the Standing Committee of the National Assembly will consider and approve the Ordinance on Court Fees and Charges; the Resolution of the Standing Committee of the National Assembly promulgating the regulations on the preparation, verification, and submission to the National Assembly for decision on the State budget estimates and the plan for allocating the central budget; and the Program of foreign affairs and international cooperation activities of the National Assembly's agencies in 2017.

At the same time, opinions were given on evaluating the results of the 2nd session and initial opinions on the preparation for the 3rd session of the 14th National Assembly; opinions were given on draft resolutions of the Standing Committee of the National Assembly on the format and technical presentation of legal documents of the National Assembly and the Standing Committee of the National Assembly… Opinions were also given on the issuance of a Government Decree stipulating some specific financial and budgetary mechanisms for Hanoi; the adjustment of the 2016 foreign capital plan, the extension of the implementation time for investment projects to build headquarters of Vietnamese representative offices abroad, and the allocation of investment capital for State Audit projects in the 2017-2020 period.

Comments were given on four proposals from the State Audit Office, including: the proposal on the organization and staffing of the State Audit Office until 2020 and a vision to 2030; the proposal on job positions in the State Audit Office; the proposal on salary, allowances, uniforms, and preferential treatment for officials and civil servants of the State Audit Office; and the proposal on the overall scenario for organizing the 14th Congress of Supreme Audit Institutions of Asia in 2018.

To ensure the session is of high quality, National Assembly Chairwoman Nguyen Thi Kim Ngan requested the Standing Committee of the National Assembly and relevant agencies and organizations to strictly adhere to the Working Regulations of the Standing Committee of the National Assembly, dedicate sufficient time to attend meetings, study documents, and actively contribute high-quality opinions to the drafts and reports to be considered and decided upon in this session.
