The 2nd Plenum of the 14th Central Committee was solemnly opened.
On the morning of March 23, the 2nd Conference of the 14th Central Committee of the Communist Party of Vietnam was solemnly inaugurated in Hanoi. General Secretary To Lam presided over and delivered the opening speech at the Conference.
Comrade Tran Thanh Man, Member of the Political Bureau and Chairman of the National Assembly, presided over the opening session.
At the Conference, the 14th Central Committee of the Party considered, discussed, and decided on many particularly important issues that are fundamental to the successful implementation of the Resolution of the 14th Party Congress, directly related to the quality of leadership, governance, and fighting capacity of the Party; related to the effectiveness and efficiency of the entire political system; and related to the rapid and sustainable development of the country in the period 2026-2031 and beyond.
In his opening remarks, General Secretary To Lam emphasized that the issues discussed and decided at the 2nd Central Committee Conference are the "legal frameworks," "operating rules," "disciplinary principles," and "standards of action" to put the Party's Resolution into practice, creating a solid foundation for realizing the nation's two 100-year strategic goals.
The General Secretary emphasized that this conference must deeply understand that it lays the foundation for the entire term's operation. The work program for the entire term, the working regulations, the regulations for implementing the Party Charter, the regulations on inspection, supervision, discipline, ideological work, coordination mechanisms, and key personnel of the state apparatus... are the "structure" of the organization, the "conductor" of power, the "standard" for upholding principles, the "mechanism" for controlling power, and the "tool" for promoting democracy while maintaining strict discipline and order.
"We must prepare well to establish order, pace, effectiveness, and increase fighting capacity for the entire term. Therefore, each content must be carefully considered and closely compared with the Party Charter, the Constitution, the requirements of building a socialist rule of law state, the requirements of building a clean, strong, and comprehensive Party, and the vibrant realities of life," the General Secretary emphasized.
The General Secretary emphasized the need to thoroughly understand the spirit of reforming the Party's leadership methods. Our Party is the leading force of the State and society; the Party's leadership is absolute, direct, and comprehensive. Therefore, we must constantly innovate our leadership methods so that leadership becomes increasingly accurate, effective, scientific, and efficient. Reforming leadership methods is to strengthen the Party's governing capacity, organizational capacity, fighting strength, prestige, and position in the new context.
The General Secretary emphasized the need to correctly define the position of Party inspection, supervision, discipline, and the fight against corruption, waste, and negative phenomena. This is not merely a matter of "maintaining internal order," but a vital issue for the Party, a prerequisite for maintaining the people's trust, upholding discipline and unity within the Party, ensuring that correct policies are strictly implemented, power is tightly controlled, and cadres are regularly trained and screened.
Summarizing 20 years of implementing resolutions on strengthening inspection and supervision work and on preventing and combating corruption, waste, and negative phenomena must be done with a very decisive, frank, scientific, practical, and humane spirit; clearly identifying what has been achieved to build upon, clearly identifying what has not been achieved to correct, and clearly identifying institutional gaps, supervision gaps, and accountability gaps to promptly supplement and improve them.
The General Secretary emphasized the need to closely link Party building with the task of national development and improving the people's lives. All regulations, rules, policies, and decisions of the Central Committee must aim towards one goal: to make the Party stronger, so that the country develops faster and more sustainably; to make the apparatus more perfect to better serve the people; to make cadres cleaner and more steadfast so that the people trust them more; to make the operating mechanisms clearer so that localities are more proactive; to unlock resources more effectively so that the economy grows faster; and to make the goals for 2030 and 2045 more realistic.
The 2026-2031 five-year socio-economic development plan, the national financial plan, and the medium-term public investment plan must be considered not only through conventional management thinking, but also through strategic thinking to create strategic autonomy and generate momentum and impetus in response to the demands of national development in a profoundly changing international environment.
The General Secretary urged each member of the Central Committee to make the most of their intellect, courage, and responsibility to the Party, the people, and history; to thoroughly study the documents, to speak concisely, directly to the point, clearly state their opinions, arguments, recommendations, and choices so that when decisions are made, there is a high degree of consensus.
The Central Committee must truly be a center of unity, a place where wisdom converges, where strategic thinking is groundbreaking, where discipline in speech and organization is strict, and where there is a strong spirit of daring to think, daring to decide, daring to act, and daring to take responsibility before the Party and the people.
Throughout the Conference, the General Secretary emphasized the need to uphold principles, maintain strict discipline and order, promote democracy while emphasizing responsibility, so that the decisions adopted truly represent the culmination of collective wisdom, vibrant practical experience, strategic vision, and a spirit of innovation, paving the way for development, consolidating confidence, strengthening the Party's leadership, and creating more strength for the entire political system.
The 14th National Congress of the Party outlined a new direction for the country's development. The General Secretary emphasized that the 2nd Central Committee meeting has the responsibility to transform the spirit, aspirations, determination, and major directions of the 14th National Congress into operational mechanisms, organizational frameworks, principles of action, and the Party's genuine governing capacity throughout the entire term.
Reviewing personnel matters for leadership positions in state agencies for the 2026-2031 term.
The General Secretary stated that the conference's agenda includes many issues that are very broad, complex, and difficult; all of them are matters that must be addressed immediately and cannot be delayed.
The conference will discuss the full-term work program of the 14th Central Committee of the Communist Party of Vietnam; the working regulations of the Central Committee, the Politburo, and the Secretariat; regulations on the implementation of the Party Charter; regulations on Party inspection, supervision, and discipline; the working regulations of the Central Inspection Committee; regulations on political and ideological work within the Party; a summary of several major Central Committee resolutions on inspection, supervision, and the prevention and fight against corruption, waste, and negative phenomena; consideration of personnel matters for leadership positions in state agencies for the 2026-2031 term; and opinions on the 5-year socio-economic development plan for 2026-2031, the national financial plan, the medium-term public investment plan for 2026-2031, and other important issues.
According to General Secretary To Lam, these are tasks of the Party, but also tasks of the country, the nation, and the people; decisions related to the quality of institutions, the quality of the apparatus, the quality of cadres, the quality of governance, and the quality of national development in the new period.
According to the program, the conference will continue until March 27, 2026.
