On the morning of December 10, in Vinh city, Nghe An Provincial People's Council began its 12th session, term 2016 - 2021.

Considered 31 reports and adopted 22 resolutions
The meeting will take place over two and a half days, from December 10 to 12. At this meeting, the Provincial People's Council will review 31 socio-economic, national defense and security reports and reports on the activities of the Standing Committee and Committees of the Provincial People's Council, the management work of the Provincial People's Committee in 2019, and tasks for 2020; review and approve 22 draft resolutions under its authority.
These include resolutions on the 2020 socio-economic development plan; resolution on the 2020 public investment plan; resolution approving the State budget revenue estimates in the area, local budget expenditures and local budget allocation plan in 2020; approving the principles of valuation and land price list for all types of land from January 1, 2020 to December 31, 2024 in Nghe An province.

There is also a resolution on the number and titles of non-professional workers at the commune level; allowance levels and concurrent allowance levels for non-professional workers at the commune, hamlet, block and village levels; compensation levels for those directly participating in the work of hamlets, blocks and villages; support regimes for non-professional workers who do not continue to work in Nghe An province...

At this session, the Provincial People's Council will also spend 1.5 days to conduct group discussions and hall discussions on the socio-economic situation in 2019 and the socio-economic development plan for 2020; and a discussion session to pass resolutions submitted at the session.
The meeting also had a question and answer session with the Provincial People's Committee and relevant agencies on the expected content of market management, trade fraud and prevention of illegal drug trafficking and use.

Promote the sense of responsibility of each delegate
Speaking at the opening of the session, Chairman of the Provincial People's Council Nguyen Xuan Son affirmed: 2019 is an extremely important year in implementing the goals and plans for socio-economic development for the 5 years (2016 - 2020) associated with the 50th anniversary of the implementation of President Ho Chi Minh's sacred Testament and the last letter Uncle Ho sent to the Provincial Party Committee.
Although there are still many difficulties and challenges, especially natural disasters and epidemics, which have significantly affected the socio-economic development of the province and people's lives, under the leadership of the Party Committee and the government, the efforts, determination and consensus of the entire political system, sectors, levels, people of all walks of life and the business community, the province's socio-economy continues to change positively, the economic structure shifts in the right direction, social security and people's lives continue to improve; national defense and security are maintained, many targets are achieved and exceeded the set plan, creating a favorable basis to strive to complete the socio-economic development tasks in 2020.

At this session, the Provincial People's Council will discuss and decide on many important issues. With its supervisory function, the Provincial People's Council will review and evaluate the socio-economic situation and budget in 2019, and decide on the socio-economic development plan and budget in 2020.
The Chairman of the Provincial People's Council emphasized: 2020 is a decisive year in completing the socio-economic development plan and the 5-year budget (2016 - 2020); therefore, the Provincial People's Council will focus on thoroughly discussing, comprehensively and objectively assessing the achieved results, frankly recognizing the limitations, shortcomings and inadequacies of 2019.
On that basis, set out realistic, well-founded and practical goals, tasks and solutions to promote sustainable socio-economic development, meeting the increasing aspirations of voters and people of the province in 2020.
