Authorities uncover a ring producing fake marriage documents for Chinese men.
Having previously been introduced to foreign husbands through a matchmaking service, Hong Anh connected with others to forge documents and brokered marriages between two Chinese men and Vietnamese women.
On April 25th, the Criminal Police Department of Can Tho City Police is temporarily detaining Nguyen Thi Hong Anh (29 years old); Nguyen Thi Banh (61 years old, both residing in Phong Dien district); Nguyen Van Nhut (30 years old, residing in Binh Tan district, Ho Chi Minh City); Jiang Xuhua (40 years old) and Wu Kuaifa (31 years old, both Chinese nationals) for questioning regarding their involvement in forging documents and seals of agencies and organizations to broker marriages with Chinese citizens.

According to the police, after verifying a tip from the public, on the morning of April 23, police discovered that Hong Anh was arranging for Jiang Xuhua and Ms. Tran Thi H (22 years old, residing in Phong Dien district) to travel to Ho Chi Minh City to complete procedures for their departure to China to register their marriage. Police deployed forces and caught the aforementioned individuals red-handed while they were receiving money and related documents in Binh Hung Hoa ward (Binh Tan district). Investigations revealed that in 2012, Nguyen Thi Banh brokered a marriage between Hong Anh and a Chinese man. Through this arrangement, Hong Anh met and agreed with Jiang Xuhua and Wu Kuaifa to return to Vietnam to find women for marriage.

On March 12th, Hong Anh, along with Jiang Xuhua and Wu Kuaifa, entered Vietnam (for a period of 3 months, citing tourism as the reason). Upon arriving in Can Tho, Hong Anh contacted Banh to find Vietnamese women to marry Jiang Xuhua and Wu Kuaifa. Banh then introduced Ms. H and Ms. Nguyen Thi Dong N (22 years old, residing in Soc Trang province) and arranged for them to meet at Banh's house.
After meeting, Jiang Xuhua agreed to marry Ms. H, and Wu Kuaifa agreed to marry Ms. N. The brokerage and marriage registration fees for each case were 120 million VND, of which Banh paid 40 million VND to the "bride's" family.
The process of obtaining an exit visa for Ms. H encountered obstacles because she had previously fled from China to Vietnam without completing exit procedures. Therefore, Ms. H could not obtain a passport to travel to China. Banh then purchased an identity card under the name Nguyen Thi Thuy Hang (24 years old, residing in Kien Giang province), replaced Ms. H's photo on the ID card to create a passport, and hired someone to forge a certificate of single status under Hang's name to complete the exit procedures.
Later, Bảnh instructed Ms. H. to go to the Chinese Embassy to register her marriage with a foreigner under the new name Nguyễn Thị Thúy Hằng. The individuals were caught red-handed while exchanging documents and receiving money in preparation for their departure to China.
